KI El 5 n 7 i FIGURE 2 REV. 0 F WOOD ENVIRONMENT AND INFRASTRUCTURE SOLUTIONS IS RESPONSIBLE FOR DEVELOPMENT OF THE BUCK STEAM STATION ASH BASINS EXCAVATION PLAN. THE EXCAVATION SEQUENCE DEPICTED IN THE EXCAVATION PLAN SET IS APPROXIMATE AND IS USED AS A GENERAL GUIDE FOR THE FIELD OPERATIONS AND FOR PROJECT PLANNING AND ESTIMATING. FIELD CONDITIONS MAY DICTATE A DIFFERENT METHOD OR SEQUENCE WHICH IMPROVES EFFICIENCY, SAFETY, OR BOTH. ALTERNATIVE METHODS AND SEQUENCING FOR CERTAIN OPERATIONS ARE ACCEPTABLE, BUT MUST BE APPROVED BY THE OWNER AND ENGINEER PRIOR TO IMPLEMENTATION. STORMWATER MANAGEMENT WILL BE ACHIEVED DURING THE PROJECT THROUGH THE UTILIZATION OF SUMPS AND PUMPS. BACKGROUND INFORMATION THE APPROXIMATELY 640-ACRE BUCK STEAM STATION SITE IS LOCATED AT 1555 DUKEVILLE ROAD IN ROWAN COUNTY NEAR SPENCER, NORTH CAROLINA ON THE SOUTHERN BANK OF THE YADKIN RIVER. COMMERCIAL OPERATIONS OF THE STATION BEGAN IN 1926 WITH TWO COAL-FIRED UNITS AND EXPANDED TO SIX UNITS. UNITS 1 AND 2 WERE RETIRED IN 1979, UNITS 3 AND 4 WERE RETIRED IN 2011, AND UNITS 5 AND 6 WERE RETIRED IN 2013. THERE ARE NO COAL-FIRED UNITS CURRENTLY IN OPERATION AT BUCK. THE EXISTING ASH STORAGE AREAS AT THE BUCK SITE ARE IDENTIFIED AS THE ADDITIONAL PRIMARY BASIN, PRIMARY BASIN, AND SECONDARY BASIN. DURING OPERATION, FLY ASH AND BOTTOM ASH WERE TRANSPORTED FROM THE PLANT TO THE FACILITY'S ASH BASINS BY HYDRAULIC (WET) SLUICING. IN ADDITION TO THE WET BASINS, THERE IS ALSO AN UNLINED DRY ASH STORAGE AREA LOCATED ON THE EASTERN SIDE OF THE ADDITIONAL PRIMARY BASIN. THE ORIGINAL ASH BASIN (PRIMARY BASIN) BEGAN OPERATION IN 1957. THE PRIMARY BASIN WAS LATER DIVIDED INTO TWO BASINS (PRIMARY BASIN AND THE SECONDARY BASIN) AND, IN 1982, THE ADDITIONAL PRIMARY BASIN WAS CONSTRUCTED. THE ADDITIONAL PRIMARY BASIN SERVED AS THE PRIMARY ASH RETENTION FACILITY UNTIL THE LAST COAL FIRED OPERATING UNIT WAS RETIRED IN MARCH OF 2013. WITH THE PERMANENT RETIREMENT OF THE FOSSIL GENERATING UNITS, THERE ARE NO LONGER ANY ASH DISPOSAL OPERATIONS WITHIN THE ASH BASIN AREAS. THE MAIN DAM (ROWAN-047) AND THE BASIN 2 TO BASIN 3 DAM (ROWAN-070) ARE CLASSIFIED BY NCDEQ AS A HIGH HAZARD DAMS. THIS CLASSIFICATION IS DRIVEN BY THE POTENTIAL ENVIRONMENTAL EFFECTS IF A FAILURE OF THE DAM WAS TO OCCUR. THE BASIN 2 TO BASIN 3 DAM WAS CONSTRUCTED IN 1977. THE MAIN DAM WAS CONSTRUCTED IN 1957 AND SERVES AS THE PRIMARY RETENTION STRUCTURE FOR THE PRIMARY BASIN AND SECONDARY BASIN. DOl1 IC(`T AI(ITCC. 1. 30% STILL IN DEVELOPMENT. 2. THIS EXISTING CAMA CLOSURE PLAN THAT IS PRESENTED HEREIN IS CURRENTLY STILL IN DEVELOPMENT AND SHOULD BE USED TO GENERALLY DEPICT THE FINAL PROPOSED CONDITION OF THE ADDITIONAL PRIMARY ASH BASIN. AS SUCH, DAM DECOMMISSIONING PLAN WILL BE SUBMITTED AT A LATER DATE PER DUKE ENERGY DIRECTION. REFERENCES: 1. PROJECT DESCRIPTION THE INTENT OF THIS PROJECT IS TO COMPLETE THE CAMA CLOSURE PLAN FOR THE BUCK STEAM STATION ASH BASINS (ADDITIONAL PRIMARY, PRIMARY, AND SECONDARY). BACKGROUND INFORMATION THE APPROXIMATELY 640-ACRE BUCK STEAM STATION SITE IS LOCATED AT 1555 DUKEVILLE ROAD IN ROWAN COUNTY NEAR SPENCER, NORTH CAROLINA ON THE SOUTHERN BANK OF THE YADKIN RIVER. COMMERCIAL OPERATIONS OF THE STATION BEGAN IN 1926 WITH TWO COAL-FIRED UNITS AND EXPANDED TO SIX UNITS. UNITS 1 AND 2 WERE RETIRED IN 1979, UNITS 3 AND 4 WERE RETIRED IN 2011, AND UNITS 5 AND 6 WERE RETIRED IN 2013. THERE ARE NO COAL-FIRED UNITS CURRENTLY IN OPERATION AT BUCK. THE EXISTING ASH STORAGE AREAS AT THE BUCK SITE ARE IDENTIFIED AS THE ADDITIONAL PRIMARY BASIN, PRIMARY BASIN, AND SECONDARY BASIN. DURING OPERATION, FLY ASH AND BOTTOM ASH WERE TRANSPORTED FROM THE PLANT TO THE FACILITY'S ASH BASINS BY HYDRAULIC (WET) SLUICING. IN ADDITION TO THE WET BASINS, A THERE IS ALSO AN UNLINED DRY ASH STORAGE AREA LOCATED ON THE EASTERN SIDE OF THE ADDITIONAL PRIMARY BASIN. THE ORIGINAL ASH BASIN (PRIMARY BASIN) BEGAN OPERATION IN 1957. THE PRIMARY BASIN WAS LATER DIVIDED INTO TWO BASINS (PRIMARY BASIN AND THE SECONDARY BASIN) AND, IN 1982, THE ADDITIONAL PRIMARY BASIN WAS CONSTRUCTED. THE ADDITIONAL PRIMARY BASIN SERVED AS THE PRIMARY ASH RETENTION FACILITY UNTIL THE LAST COAL FIRED OPERATING UNIT WAS RETIRED IN MARCH OF 2013. WITH THE PERMANENT RETIREMENT OF THE FOSSIL GENERATING UNITS, THERE ARE NO LONGER ANY ASH DISPOSAL OPERATIONS WITHIN THE ASH BASIN AREAS. F THE ADDITIONAL PRIMARY DAM (ROWAN-068) AND THE BASIN 1 TO BASIN 2 DAM (ROWAN-069) ARE CLASSIFIED BY NCDEQ AS A HIGH HAZARD DAMS. THIS CLASSIFICATION IS DRIVEN BY THE POTENTIAL ENVIRONMENTAL EFFECTS IF A FAILURE OF THE DAM WAS TO OCCUR. THE ADDITIONAL PRIMARY DAM AND THE BASIN 1 TO BASIN 2 DAM WAS CONSTRUCTED IN 1982.
