This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in the construction only Non-discharge Permit No. WQ0041136. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". This inspection was for the construction only permit. Mark Brooks (Brooks Engineering), Bob Barr and Dani Smith (RPB Systems) and Mr. Cooper (Cooper Construction), were present and assisted in the inspection. The WWTP is almost completely operational. During the inspection all floats and alarms appeared in working order. Spray appeared even over the EZ treat filter media and all major treatment components were verified and in place. Water is currently being cycled through the WWTP to test components. Two items currently need to be corrected before operation. The automatic solenoid valves that direct the final effluent based on turbidity readings were both shipped in the closed position. The auto-dialer works; however, it was programmed with the wrong contact number when shipped. Mr. Brooks and Mr. Barr indicated both of these items would be fixed before any final certification and final permti request are submitted. An in-line flow meter is installed. Drawdowns will be performed to verify readings and meet the annual calibration requirement. The turbidimeter has the ability to record readings and store them locally on a SIM card. The turbidimeter also requires annual calibration. Coliphage and Clostridium perfringens will be sent to PACE Analytical’ s Kentucky laboratory to meet the annual testing requirement. The Division acknowledges the laboratory certification section does not currently certify for these parameters. UV System: Checking/changing bulbs may require two people due to their location in a vault. A ladder would be needed to access the most inner bulbs. This is a confined space and precautions should be taken to ensure operator safety. As a reminder the permittee will need to maintain an annual inventory of their agricultural operations that utilize reclaimed water. Specifically reference the minimum requirements under Section IV.9. Solids will be hauled from the facility by Mike’s Septic as needed. Water use of the hydroponic facility will exceed the effluent produced by the WWTP so disposal should not be an issue when in operation. The onsite generator is sized to run the entire hydroponics facility in the event of a power failure. Educational material about the proper use of reclaimed water will need to be provided to all employees. This facility will be classified as a WW-I facility. Upon designation and notification of the classification, an operator designation form will need to be submitted to the Division.
