Inspection Summary:
All relevant records, including maintenance records, the current permit for the collection system, the Capital Improvement
Plan, sewer use ordinance, spill response plan, and a detailed digital map of the collection system were available for review.
Records and logs were well -organized. Pump station inspection records were reviewed on site at pump stations visited
during the inspections. The FOG control program is well -enforced. Staff provided documentation of regular visits to
businesses to along with follow-ups with violators. Grease education materials are distributed via mailers once per year
along with informational booths at events like county fairs. The Capital Improvement Plan has a separate section for
wastewater that extends until 2025. While the Annual Wastewater Report is available at Town Hall please consider making it
available to customers through an annual mailer. The system map is current as of July 2020. In 2019, only 29,122 ft. of the
required 80,000 ft. of gravity sewer lines were cleaned; however, the system has undergone significant refurbishment and the
10% minimum is typically met annually. It is strongly recommended that technician Brian Connor pursue additional
collection system operator levels as he is critical to daily lift station operations.
Two high -priority (aerial) lines and three total right-of-ways were inspected. The high -priority lines appeared to be in good
condition. All areas were free of large debris and could be easily accessed during an emergency. High -priority line
inspections are documented every 3-6 months. Ten of forty-seven pump stations were inspected. Water level at all pump
stations is monitored with ultrasonic sensors. Note that the simplex pump station is on SCADA. The single pump station
that is not on the SCADA system served a defunct business, and as a result, receives no wastewater flow. The station is
still inspected weekly although it is not in service. Comprehensive maintenance logs for pump stations were stored on site at
the stations. The inside and outside of stations were clean and well -organized. SCADA, audio, and visual alarms worked
properly for the majority of pump stations. Permanent generators are tested under load on a biweekly basis. The issues
identified at pump stations were: a malfunctioning visual alarm at PS 13, generator starting under load but losing power at
PS 51, generator not transferring power to pumps at PS 52, and a missing station identification sign at PS 59. Staff
identified the sources of issues uncovered during the inspection and will repair deficiencies as soon as possible.
