The buffer rules are somewhat complicated in these scenarios. It doesn't matter if there's trees or not, it matters if the
"use" is changing. So if this was going to become part of the Colonial ROW even if there are no trees there now, we
would consider it as buffer impacts.

Sue,
For the Line 23 Sylvan Road Natural Stream Design project they will need to extend outside of the existing right-of-way
to accomplish the repair. The area is an existing agricultural field and therefore there would be no tree clearing required
to conduct the repairs. Please see the attached aerial.

Hi Michael,
Most of the documents in this application indicate all the work will be within the existing ROW, except for the attached
page. If there are to be disturbances outside of the existing maintained ROW then we'll need to review and account for
any impacts to the stream buffers in those areas.
