SUBJECT: Declaration of Emergency
US 701 Northbound Bridge over the Cape Fear River in Elizabethtown
Bladen County
Immediate attention has been requested to repair a bridge that has been impacted by scour on
northbound US 701 over the Cape Fear River in Elizabethtown. The damage to the bridge is
compromising the existing structure. It appears the scour resulted from the effects of debris and
historic river flow at the bridge after Hurrance Florence.
Due to the impacts of this damage,I have declared an emergency exists and determined it is not
feasable nor in the public's interest, for the Department of Transportation to comply with the
statutory bidding requirements in obtaining materials, equipment and/or Contractor's assistance
in our efforts to restore this affected roadway. This is being done pursuant to the authority
granted by G.S. 136-28.1(e).
Instruction has been given to the Division 6 Engineer to immediately proceed to accomplish
necessary repairs.
