ATTACHMENT 3.1
Section 3.1— AVERAGE FLOWS AND TREATMENT: ADDITIONAL SHEET
Projected average flows are based on a 1" rainfall and discharge of stormwater from the entire site,
including the former Ecusta Mill area, as calculated in the EAA prepared in connection with the previous
permit renewal application submitted in 2012. As in 2012, Davidson River Village expects long-term
flows to resemble those projections following redevelopment of the site. Maximum daily flow as shown
on Table A is also derived from the same EAA and is based on a 2" rainfall event. Lagoon size and
retention time are also based on the EAA; at the request of DEQ, an investigation of current lagoon
depth and capacity was performed, and the investigation results are attached hereto as referenced in
Section 11.2.
