PROJECT SUMMARY: The applicant proposes to install a boatlift with stops on the west side of an existing fixed pier for a total of one boatslip. Stroupe Boatlift July 8, 2020 Page 2 9. PROJECT DESCRIPTION The proposed project is located on the Atlantic Intracoastal Waterway (AIWW) at 720 Waterway Drive, on the mainland side of Sunset Beach, Brunswick County. To locate the project site from the Wilmington Regional Office (WiRO), travel southwest from Wilmington to Sunset Beach on US 74 W (Martin Luther King Jr Pkwy) & US 17 S for approximately 45 miles until you reach Ocean Isle Beach Road SW on your left. Travel about 2 miles down Ocean Isle Beach Road SW and then turn right at the round -about onto Old Georgetown Road SW. Go down Old Georgetown Road SW for about 3 miles until you reach Seaside Road SW (NC 179 / NC 904) and make a left at the traffic light. Then travel almost a mile and a half down Seaside Road SW (NC 179 I NC 904) until you meet Sunset Boulevard N at the intersection and make a right. Take your next left onto Park Rd SW and continue .4 miles. Take a right onto Shoreline Drive E and then take the next left onto Waterway Drive. Continue to the end of the street and the destination will be on the right. Existing structures on the project site include a single family residence and a fixed pier located on the south side of the property. The existing 4' wide x 1 fit' long access pier leads to a 12' long x 15' wide gazebo with a 10' long x 7' wide fixed platform on the east side. Just east of the fixed platform is a 7' wide x 15' long step-down. An 8' wide x 6' long step-down continues around the south side of the fixed platform (See Sheet 1 of 2). The project site is approximately .52 acres. The high ground is vegetated primarily with domestic grasses and ornamental landscaping. High ground elevations are approximately 4' - 8' above the normal high water (NHW) level, and the applicant's entire shoreline (+/- 82 linear feet) is stabilized by bulkhead. High marsh Coastal Wetlands within the property's riparian corridor include Saltmeadow Cordgrass (Spartina patens) and Sea Lavender (Limonium spp.). The low marsh extends approximately 40' waterward of the high marsh and consists of a dense stand of Smooth Cordgrass (Spartina alterniflora). The proposed project would be located entirely over open water in the AIWW. Residential properties border the project site to the west and a natural slough borders the property to the east. The width of the AIWW measures approximately 576' feet from edge at the proposed project site. The waters of the AIWW are classified SA by the Division of Water Quality and ARE designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of shellfish. Based on visual observations made by DCM staff during the June 2020 site visit, there appears to be NO Submerged Aquatic Vegetation (SAV) in the surrounding waters. Water depths at the waterward end of the proposed boatlift are approximately -9' NLW. These measurements were confirmed by DCM during a site visit on 6-28-2020. Tidal amplitude in the project area is approximately 4' between NLW and NHW (See Sheet 2 of 2). PROPOSED PROJECT The applicant proposes to install a boatlift with stops on the west side of an existing fixed pier for a total of one boatslip. The applicant proposes to build a new 12' wide x 12' long boatlift adjacent to the existing 12' wide x 15' long gazebo. The boatlift would be fitted with permanent stops located 18" above the substrate to minimize damage to the soft bottom habitat. Measurements show -.7' NLW of water on the landward edge of the proposed boatlift and -.9' NLW on the waterward edge of the proposed boatlift (See Sheet 1 of 2). The proposed boatlift would not encroach into either east or west adjacent riparian setback nor the 80' Federal Channel setback. The Stroupe Boatlift July 8, 2020 Page 3 proposed boatlift would not exceed the existing pier -head alignment nor the'/4 width of the waterbody. 10. ANTICIPATED IMPACTS The proposed boatlift would be located over an area of shallow water (-.7' NLW to -.9' NLW) in a Primary Nursery Area. The installation of stops located 18" above the substrate would theoretically reduce impacts to soft bottom habitat and limit usage to periods of mid to high tides. Despite using stops to physically limit the cradle height above the substrate, prop scouring in critical habitat is still a concern during ingress and egress. The proposed boatlift would incorporate approximately 144 sq. ft. of Estuarine Waters and Public Trust Area. The proposed boatlift would remain consistent with similar pier length requirements (established pier -head line). The project would not encroach into the 15-foot riparian corridor setback of the eastern or western property owner. Minor increases in turbidity should be expected during piling installation. It was received complete on July 2nd, 2020 and appears to be adequate for processing at this time. The projected deadline for making a decision is September 15d', 2020. An additional 75-day review period is provided by law when such time is necessary to complete the review. If you have not been notified of a final action by the initial deadline stated above, you should consider the review period extended. Under those circumstances, this letter will serve as your notice of an extended review. However, an additional letter will be provided on or about the 75th day. If this agency does not render a permit decision within 70 days from July 2nd, 2020 you may request a meeting with the Director of the Division of Coastal Management and permit staff to discuss the status of your project. Such a meeting will be held within five working days from the receipt of your written request and shall include the property owner, developer, and project designer/consultant. NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the property of your proposed development. You should post this notice at a conspicuous point along your property where it can be observed from a public road. Some examples would be: Nailing the notice card to a telephone pole or tree along the road right-of- way fronting your property; or at a point along the road right-of-way where a private road would lead one into your property. Failure to post this notice could result in an incomplete application. An onsite inspection will be made, and if additional information is required, you will be contacted by the appropriate State or Federal agency.
