Dear Mr. Basinger:
The City of Belmont is in receipt of the above NOV and as required by your letter, our response
to the violations are as follows:
Incident # 202001550- This overflow incident, located at the influent manhole of the Cason
Street Liftstation at 773 Cason Street, was the result of heavy rainfall within a two (2) hour
period. The total rainfall amount was 3.0". City crews responded to reports of the overflow and
immediately began utilizing our vacuum truck, a private hauler and pump truck, along with
both liftstation pumps, to alleviate the incoming flows. Lime was applied to the area around the
manhole after incident.
On behalf of the City of Belmont, our crews responded to the overflow as soon as the incident
was reported and began the process of pumping down the wet well of the liftstation. Once the
flows returned to normal, our crews cleaned the area and lime was applied to the affected area
around the manhole and liftstation. On further investigation, we found a damaged manhole top
on the Right of Way, which appeared to be vandalism, and repaired and replaced the ring and
cover. We have found a section of approximately 2000 linear feet of 8" main that appears to be
the source of some inflow and infiltration. This section of main is scheduled to be replaced and
relocated in the near future. The City is working with a major developer and their contractors to
replace and relocate this 2000' of 8" main. In the interim, the City of Belmont has videoed and is
in the process of repairing any and all sections that may be compromised.
We received less than 30 minutes warning from the National Weather Service Office of the
intensity of this rainfall event.
