Sorry for the delay I've been traveling out of office for work this past week. I did try to call your office just to clarify a few
of the impacts and make sure to satisfy the request soon as I can. See below response.
Itemized impacts:
Bulkhead — consists of a corrugated sheet pile seawall placed around the perimeter of the previously excavated boat slip
of 24' x 12' on previous approved application. The impact now for installation of the bulkhead will be 380 square feet
above normal pool of backfill and rip rap cover once bulkhead is installed.
Boathouse — the boathouse will be erected with 8" round timber piles inside the bulkhead walls and will have 144
square feet of covered area with deck above
Docks — docks shall be over water and consist of an open uncovered dock outside the bulkhead of 120 square feet of
dock over water.
Rip rap — the rip rap on the remaining shoreline was placed during the initial stabilization and shall remain in place.
Impact is 340 square feet above normal pool and 230 square feet below normal pool.
Walkway — we shall eliminate the second walkway
30 foot buffer zone impacts- under previous application the clearing and removal of trees was complete. Current
application we will be re- grading and landscaping the disturbed area for building the bulkhead/ seawall and boathouse
and docks. This will consist of 1500 square feet of area to be plantings, small deciduous trees, native plants and
ornamental trees including mulch and grass and small stone walls ( less than 18") to help the grade and pedestrian
accessibility to the docks and boathouse.
The remaining areas of large trees and existing vegetation and plants will remain no impact and will simply be pine straw
and left natural. That equals 2600 square feet ( 30' x 86')

Shaun,
I am currently reviewing the application that was submitted for the Harris property, 1273 Sagamore Drive. On May 29,
2020, the Division of Water Resources (Division) received your application requesting a 401 Water Quality Certification
from the Division for your project. The Division has determined that your application is incomplete and cannot be
processed. The application is on -hold until the following information is received:
• According to the map, it appears that the project consists of a bulkhead, riprap, boathouse, gravel walkways
and a dock. Based on the application it is unclear how much these impacts will be in square feet. Please itemize
these impacts in square feet and indicate whether they will be above the normal pool level or below the normal
pool level and return to me via e-mail.
• It appears that Page 2 of 3carries the signature of Shaun Liggett. In order for Shaun Liggett to sign, the
application package requires an agent authorization letter from the applicant. A sample agent authorization
letter can be found on the USACE website. [15A NCAC 02H .0502(f)] I have attached an example of an agent
authorization form for your convenience.
• The impact map provided includes two gravel pedestrian walkways. These impacts are considered allowable
within the Tar -Pamlico buffer rules and require written notification. However, the rules are very specific for
walkways within single-family yards. Only one walkway trail is allowable.
• The impact map provided indicates buffer impacts to the buffer near the boathouse and shoreline area. Please
describe in detail impacts to Zone 1 of the 30 foot riparian buffer.
