I've cc'd Shane Strickland who handles NCG permitting. James Moore is an Engineer in the Mooresville Office
and is also a good contact.
You should document the challenge and why sampling could not be conducted and keep it with the SWPPP
incase it is needed. You can send a DMR for the current sampling period with the same documentation. We do
not have official guidance for not being able to sample due to complications with covid, but the situation is
similar to not being able to sample due to adverse weather: "No discharge from an outfall or inability to collect
a sample because of adverse weather conditions during a monitoring period, for example, does not constitute
failure to monitor, as long as it is properly documented."
"Adverse Weather Adverse conditions are those that are dangerous or create inaccessibility for
personnel, such as local flooding, high winds, or electrical storms, or situations that otherwise make
sampling impractical. When adverse weather conditions prevent the collection of samples during the
sample period, the permittee must take a substitute sample or perform a visual assessment during the
next qualifying storm event. Documentation of an adverse event (with date, time and written
narrative) and the rationale must be included with your SWPPP records. Adverse weather does not
exempt the permittee from having to file a monitoring report in accordance with the sampling
schedule. Adverse events and failures to monitor must also be explained and reported on the relevant
DMR."
You should try to take two samples within the July -December sampling period. The first sample will be the
substitute sample taken at the next qualifying rain event. The explanation as to why the facility was not able
to sample during the first period should be included with the DMR associated with that sample. The
explanation should also be kept with the SWPPP. You can save this email with it if you want, but you will also
need to include an explanation with the DMR.

That is a general permit number. Do you have the permit number that would be specific to your facility? It would still
start with NCG03, but it would have extra numbers.

Good Morning Ms. Suzanne, I am emailing you concerning our storm water sample. My name is Edward Drum and I
work for Special Metals in Newton, NC. I was unable to get our storm water sample before July 15Y. I have a letter stating
that we were unable to get the sample before July 15Y, but will get the sample at the next available rain fall event. My
problem is I have been quarantined at home. I do not won't to be out of
compliance. What can I do at this point?
