Dear Mr. Barrus:
On July 8, 2020, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral,
and Land Resources (DEMLR), conducted a compliance evaluation inspection for Carolina Marine
Terminal River Road located in New Hanover County, North Carolina. The site drains to Cape Fear River,
which is currently classified as Class C Waters in the Cape Fear River Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):

Inspection Summary:
Met with Butch Gilbert, Facility Manager, and Andy Tomlin. The facility underwent an ownership change. Thus, the SPPP is
being reviewed and updated. The SPPP does meet minimum requirements, but review of BMPs and methodology is in order.
The sampling results for June 2020 exceeded benchmarks, refer to Tier One protocols. Please contact this office after next
sampling event. You may need to consider nutrient removal devices. There is no Vehicle Maintenance Smmpling
requirement.
The facility is in good order. Stockpiles are contained. The facility is very particular about product loss. There is a constant
battle of maintaining tarps over product, but product loss will go into the stormwater ponds.

The facility stores salt product, which interferes with accuracy of the COD test. You may need to
document through testing lab for tier releif if next samples exceed the benchmark.
