PROJECT SUMMARY: The North Carolina Division of Marine Fisheries proposes to add to existing artificial reef (AR-165) a 100' tug boat and a cassion door. 9. Narrative Description The AR-165 artificial reef project is located 7.5 nautical miles SE of Oregon Inlet in Dare County in the Atlantic Ocean and was permitted via CAMA Major Permit #53-18. This application is a Major Modification of existing CAMA Major #53-18 issued to the NC Division of Marine Fisheries on May 24, 2018. The 163 acre site currently contains two tug boats and 4000 ton of concrete. The reef has a 1,500 ft. radius with 150 ft. x 150 ft. construction grids within the circle. The original CAMA Major permit allowed two 100' long tug boats and 8000 tons of concrete. The site is reported to be 68 feet deep Field Investigation Report NCDMF AR-165 reef site Page 2 of 2 and have a vertical clearance requirement of 30 feet. The waters of the Atlantic Ocean in this area are classified as SB and open to shellfish taking. 10. Project Description: The applicant's current proposal is to enhance the existing AR-165 artificial reef by sinking one 100' tug boat and a cassion door which was once part of a dry dock system and is constructed of heavy steel. 11. Anticipated Impacts: The project will result in approximately 20 acres of Public Trust Area and Estuarine Water Areas of Environmental Concern and Ocean bottom being filled with one 100 ft. tug boat and a cassion door. The water depth in the area will change from -68 ft. to -30 ft. below MLW. Temporary water turbidity will occur during construction. REGAN semaurr STEPHEN W.MURPHEY Dirac or MEMORANDUM TO: Ron Renaldi District Manager, Northeastern District Division of Coastal Management, NCDEQ FROM: Jordan Byrum (Artificial Reef Biologist) Division of Marine Fisheries, NCDEQ DATE: 6/18/20 SUBJECT: Modification of CAMA permit #53-18 North Carolina Artificial Reef Program Sites The North Carolina Division of Marine Fisheries (NC DMF) Artificial Reef Program has been formally operating since the 1970's, and has a total of 67 permitted artificial reefs and oyster sanctuaries within the state of North Carolina. Twenty-five (25) of these sites are in the states estuaries, while 42 are in ocean waters. In 2016, the NC DMF released an artificial reef guide which outlines each of the artificial reefs and oyster sanctuaries. The artificial reef guide provides material information, latitude longitude information, and a figure of the material on each of the reef sites. The NC DMF Artificial Reef Program has also developed an interactive reef guide, set up in an ArcGIS format is available here: https://nedenr.maps.arcgis.com/a 2ps/webgppviewer/index.html?id=3b27e8594cb6444c88b5525b f763aa55. The interactive guide is complete with material shapefiles, latitude/longitude information, side -scan sonar imagery, and much more. This is available for review by the public, state, and federal agencies. Boundaries for each reef site were defined in a boundary packet which detailed the coordinates of each reef, material locations, reef boundaries, and acreages of reefs and materials. This packet was accepted by Division of Coastal Management on April 10, 2017 and USACE on October 10, 2017. Letters acknowledging the acceptance of this reef packet are shown in attachments 1 and 2. Acceptable Materials For reef construction, NCDMF intends to use only biologically suitable materials that are approved for reef building. It should be specially noted that all materials placed at the state's artificial reef sites are free of hydrocarbons, contaminants, and toxins, as required by the United States Army Corps of Engineers (USACE), the Environmental Protection Agency (EPA), the United States Coast Guard (USCG), and other agencies involved in permitting of artificial reefs. All trash, wood, lines, and floating debris must also be removed. If materials are found to be contaminated, the material would be disposed of properly and not put on our artificial reefs or oyster sanctuaries. Project Background Stakeholders In recent years, the North Carolina Division of Marine Fisheries (NCDMF) entered a partnership agreement with the Oregon Inlet Artificial Reef Committee (OIARC) to create and develop a new reef site, AR-165 (Figure 1). This artificial reef provides additional opportunities for anglers and divers around Oregon Inlet. DMF permitted this site and has worked with contractors to ensure materials are suitable for reef construction and remain within the boundaries of the reef site. Proposed Developments Reef Site AR-165 is an established reef site located approximately 7 miles south of Oregon Inlet. The site currently contains two tugboat and 4000 tons of concrete. The original permit #53-18 allows for two tugboats and 8000 tons of concrete. The site is 68 feet deep and has a vertical clearance requirement of 30 feet. NCDMF would like to add a third tugboat and a caisson door to the already permitted materials at the site. Materials The proposed modification will add a third decommissioned, cleaned, and prepared tugboat (100'class) and a caisson door. Caisson doors are part of drydock systems and are constructed of heavy steel. It will be cleaned and prepared using the same guidance applied to vessels. These are both suitable materials as defined by the North Carolina Division of Marine Fisheries Guidelines and Specifications for Acceptable Artificial Reef Materials and the National Marine Fisheries Service Biological Opinion dated 10/18/19. Reef Monitoring During construction, NCDMF staff will serve as observer(s) to ensure proper permit and building compliance. Deployed materials will be surveyed with calibrated onboard sonar to verify compliance with vertical clearance requirements. When time allows, staff will survey the sites with bathymetric mapping equipment, as an update to the Artificial Reef program's artificial reef guide and habitat records. Staff will also perform SCUBA surveys on reef sites to observe material condition, as time allows. The Artificial Reef program also employs an online survey for recreational users to provide feedback on Artificial Reefs through its website. Further, artificial reefs are included in MRIP survey questionnaires, which can offer valuable biological information. Due to surplus funds, more materials have been added to the project plan. This artificial reef will provide additional opportunities for anglers and divers around Oregon Inlet.
