Dear Mr. Vinson:
These overflows were caused by severe storms and major down pours. After the rain
stopped and the County's system was able to catch up and things went back to normal.
Any residual sewer that was on the ground was cleaned up. We then applied lime and
wheat straw to the affected area.
We have also raised some of the manholes on the Sunset Avenue Outfall. This gives
us a little more holding capacity. Also, the County has started the first phases of their
new treatment plant_ This will eliminate a lot of the flow on us when it rains in large
amounts.

The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Town of Smithfield indicates
violations of permit conditions stipulated In the subject permit and North Carolina G.S. 143-215.1. Violations include
failing to effectively manage, maintain, and operate the subject collection system so that there is no SSO to the
land or surface waters and making an outlet to waters of the State For purposes of G.S. 143-215.1(a)(1), for
