(PCS) implemented a groundwater monitoring plan within the R-12 reclamation area in response to Division of Water Resources Condition 12 of 401 Water Quality Certification #2008-0868, version 2.0 and a portion of the Army Corps of Engineers 404 permit Action ID 200110096 Condition Qwhich states: "...the Permittee shall work with the Corps and the N.C. Division of Water Quality to establish a monitoring plan for groundwater in and around mine and reclamation areas. At a minimum, this plan shall include sufficient monitoring within and surrounding the reclamation areas to ensure heavy metal/toxic pollutants... are not entering the groundwater." The plan was submitted on June 13th, 2016, with additional information provided on August 4, 2017. The plan was approved on September 1, 2017 via letter from the Division of Water Resources (August 4 and September 1 letters are attached). The plan included fourteen monitoring wells to be installed along the R-12 mine permit boundary in both the Castle Hayne and Surficial Yorktown aquifers at locations shown in Figure 1. 1. In response to the 404 permit requirement that samples be collected until blend material is introduced to the R-12 reclamation area to establish sufficient baseline information: PCS contracted certified N.C. Division of Water Resources lab Environment 1, Inc. located in Greenville, North Carolina to analyze groundwater samples for pH, Chlorides, Sulfates, Sodium, Total Phosphorus, Nitrate (Nitrogen), TDS, Fluoride, Arsenic (total and dissolved), Cadmium (total and dissolved), Chromium (total and dissolved), Lead (total and dissolved), Nickel (total and dissolved), Zinc (total and dissolved), and Radionuclides (Radium 226, 228, Uranium, Gross Alpha). Data collected up to 12/5/2018 was used to determine existing conditions. Between 120 and 152 samples were analyzed for each parameter, depending on well installation date and/or field sampling equipment issues. The analysis results are contained on the enclosed CD. Sampling Analysis Methodology is described in Appendix A. Analysis of Sampling Results is shown in Appendix B. Proposed Baseline(s): Data collected for these aquifers has shown significant variability for most parameters, with some current conditions exceeding the State Groundwater Standards found in 15A NCAC 02L.0202(h) [21- Standards) prior to any gypsum/clay blend placement in R12. PCS proposes three different baseline scenarios for the Yorktown Surficial Aquifer and the Castle Hayne Aquifer based on the sampling results: Yorktown Aquifer Baseline(s) Scenario #1: for any Parameter that has a 2L standard if all of the baseline sampling results are below the 2L standard, the baseline is the 2L standard The following parameters are proposed to follow 2L standards: Nitrate, Fluoride, Arsenic (Total and Dissolved), Cadmium (Total and Dissolved), Chromium (Total and Dissolved), Lead (Total and Dissolved), Nickel (Total and Dissolved), Zinc (Total and Dissolved). Scenario #2: for any parameter that had a sampling result above the 2L standard the baseline will be considered naturally occurring above the 2L standard with a particular level determined by a trend analysis and consultation by the parties Those parameters that had one or more sampling results above 2L standards include Chloride, Total Dissolved Residue, Sulfate and Gross Alpha. A pH sample exceeded the minimum 2L standard as well. These parameters have shown substantial variability during sampling and further sampling is necessary to better predict a baseline level. Scenario #3: for any Parameter that has no 2L standard the baseline will be considered what is naturally occurring with a Particular level determined by a trend analysis and consultation by the parties Parameters that do not have a 2L standard are Total Phosphorus, Sodium, Radium 226, Radium 228, and Uranium and their current variability is shown in the chart below. If there is a significant change, DEQ and PCS shall confer to determine if further investigation is needed to determine whether the change has any adverse impact on the environment. As stated in 404 permit Condition Q, if significant increases in the levels of any sampled substance above an established baseline are observed, we shall include in the yearly report a discussion of the need for a plan to mitigate the effect of the increase or satisfactory justification as to why no action is necessary. 3. In the event that the results show an increasing trend in concentration of a substance in excess of the baseline over a 3-year period, and DEQ believes some action is necessary, then the procedure defined in 15A NCAC 02L.0306(d)(1) will be followed regarding review and compliance boundaries. 4. If an action is necessary, in response to the 404 permit Condition R, which requires remediation strategies be submitted prior to the introduction gypsum/clay blend within the R-12 reclamation area in anticipation of the possibility of heavy metals or radionuclide contamination of groundwater or surface tributaries that drain or are adjacent to mine areas, the following strategies are proposed: Potential Remediation Strategies Strategies other than those outlined below may be identified, proposed and discussed with regulatory agencies depending on the situation at the time. A) Yorktown Aquifer Strategy 1- Recharge Ditches: This strategy will create a small positive hydraulic head, which causes flow from the ditch into the Surficial Aquifer and maintain a constant water level. Implementation: 009 Canal would be used as primary recharge ditch in area (Figure 1) Deeper excavation of canal would need to be implemented. Canal would need to be supplied with water and maintained within 6-8 feet of natural ground surface Strategy 2 - Recharge Well Systems (Vertical and/or Horizontal): This strategy will create a positive hydraulic head between the reclamation pit and adjacent land, thus minimizing contamination to the Surficial Aquifer. Implementation: - Install horizontal wells in 500 feet passes or vertical wells every 75 feet along the R12 corridor road - Wells to be installed in isolated areas of the surficial aquifer where known sand thickness is greatest from recent stratigraphic data collected from 2017 R12 monitoring well drilling ++ - Pumping of wells will create a cone of depression to slow of the flow of contaminated water to the surficial aquifer over time B) Castle Hayne Aquifer Strategy 1 - Reactivate Existing DPW System: This strategy will provide a positive hydraulic head between the reclamation (R-12) pit and adjacent land, thus minimizing contamination to the Castle Hayne Aquifer. Implementation Turn on existing deep wells located around R12 Depressurization of the Castle Hayne will work to reverse the flow of groundwater and pull contaminants towards open reclamation pit If clarification is needed regarding what is proposed in this letter, we would more than willing to meet and discuss. Furness Senior Scientist pc: Tom Steffens —Corps, Washington Karen Higgins —DWR, Raleigh AnthonyScarbraugh —DWR, Washington 23-01-004-29 APPENDIX A Sampling Analysis Methodology: Sampling data received by Environment 1, Inc for the Yorktown Surficial and Castle Hayne Aquifers was analyzed using the Robust Regression on Order Statistics (ROS) method. This methodology was applied using the NADA package within R software for statistical analysis where viable (suitable number of data points above the detection limit, i.e. uncensored). Values were imputed for censored data points based on a modeled probability distribution that assumes the distribution is normal and that non -zero values occur below the detection limit. In conjunction, assumptions were made about the distribution of the data where possible due to sample points reported below the analytical detection limit of testing performed by Environment 1, Inc. These assumptions allowed prevention of further analysis of even simple descriptive statistics due to inequalities present in the dataset. The modeled data allows for some variability to be preserved instead of single -value replacement at some percentage of the detection limit (left -censored distribution), or a loss of statistical power from reduced sample size by excluding the data points below the detection limit. This methodology is recommended for groundwater statistics by the Interstate Technology Regulatory Council for dealing with non -detects in data, and no standard method has been endorsed by the EPA or state agencies. APPENDIX B Sampling Results: The following are summaries of the results received from Environment 1, Inc analyzed using the methodology described above to establish existing baseline groundwater quality conditions to detect any potential future contamination via gypsum/clay blend within the R-12 area: Table 1. In response to the DWR question about Yorktown Formation groundwater monitoring from -30 to -90 MSL: • Six cores were taken to aid in understanding stratigraphic trends and inconsistencies surrounding the R 12 perimeter at the locations initially proposed to serve as sentinel wells for groundwater monitoring that were located substantially inside the normal boundary of compliance. • Sentinel wells were developed in these core holes in accordance with sampling needs for the Castle Hayne Formation. • Upon geological evaluation within the R12 area, the Yorktown Formation was encountered ranging from -38 to -90 MSL. • The top of the formation varied due to being washed out in some places by channelizing geologic units • Overall, the Yorktown Formation was consistently present between -70 and -90 MSL. • We are proposing to monitor this 20-foot interval for the surficial aquifer in the same location as the originally contemplated Castle Hayne aquifer monitoring wells. 2. In response to DWR Issue 2, DWR's recommendation that well R12MW6 be relocated to the west and adding a well (R12MW7) to the southwest of well R12MW1: 1530 NC Hwy 306 South, Aurora, NC USA 77606 r (252) 322.4111 Potubcam I www.potashcorp.com • Regarding R12MW6: PCS recommends leaving R12MW6 in the current location (Figure 1). This core hole was placed in the present location due to preferred accessibility. The sentinel well was installed in the core hole and is located in between the two headwater prongs of Tooley Creek, which we believe provides a more complete monitoring of groundwater impacts in this area. DWR's suggested alternate is at the top of one prong. • Regarding R12MW7: The proposed well location does not have suitable access and places it too close to the gypsum -clay blend currently in R-1Ito the northwest. If installation of this well is required, PCS proposes to move the location of R12MW7 (Figure 2) to the northeast 500 ft in an effort to install this sentinel well inside our permit line between two prongs of Huddles Cut. 3. In response to DWR Issue 3, PCS agrees to the metals parameters as listed in the letter. Additionally, PCS understands that any future action level regarding parameters analyzed within the scope of this monitoring program would be based on the NC 2L Groundwater Standards. Your approval of this plan is requested so that PCS can install the surficial aquifer wells and begin sampling to establish baseline data. In orderto meet a portion of Condition 12 of the 401 and Buffer Authorization Certification for this project, DWR received a groundwater monitoring plan entitled "R-12 Groundwater Monitoring Plan" on June 13, 2016 with supplemental information received on August 7, 2017. This approval is for the purpose that is outlined within items listed above. If you change your project, you must notify us and you maybe required to send us a plan modification. This approval requires you to follow the conditions listed 401 and Buffer Authorization Certifications. This letter completes the review of the Division under section 401 of the Clean Water.
