A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. V The wet detention supplement lists bottom of pond elevation of 2.50 and sediment cleanout, top elevation of 3.50, while the plans show the elevations of 3.0 and 4.0 respectively. Please revise. 2. The average pond depth calculations are not correct. The pond depth of 3 (or 3.5) yields roughly average pond depth of approximately 2.1'. Per BMP Manual the minimum average pond depth should be at least 3.0'. Please revise. 3. Please update rest of the calculations to reflect above change.. J Please provide the original signed and notarized application as per submittal requirements of the Stormwater Application document. 5. Please revise the planting plan (as per BMP Manual) to provide clustering of same type of plants and expand the list of plants to be used (same comment as for Sunbury store.). 6. Provide two copies of requested documents. The requested information should be received in this Office prior to April 12, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail, email or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to submit the required information. TERRACON PERSONNEL: Bob Neel and Blake Neel Representatives of Terracon Consultants, Inc. (Terracon) were present on the project site today to test proposed bearing soils for building and asphalt paved areas using a dynamic cone penetrometer (dcp) and a hand auger. Hand auger borings were also advanced, as indicated, within the designated stormwater treatment area to identify the depth to the seasonal high water table Project information, in the form of a site — utility plan, prepared by Pamlico Engineering, undated, was provided to us by Mr. Taylor. The drawing indicated the location of the building and asphalt paved areas, as well as stormwater treatment areas. At the time of our site visit, existing site features include a one story, wood framed, residence located within the proposed Family Dollar footprint, several mobile homes or sheds which encroach upon the rear property line and stormwater pond, a grape vine and arbor and numerous trees. The areas tested today are indicated on the attached drawing; please note that the drawing is not to scale. For hand auger borings one through six, dcp test results were obtained at approximate one foot intervals to a depth of five feet below the existing ground surface. The dcp test results obtained are attached. Hand auger borings seven and eight were used in the determination of the seasonal high water table and a discussion of these findin s is disausavd below. The soils encountered today included: • Black fine sandy silt and silty fine sand (topsoil) - 0 to 1.0 foot • Gray brown clayey fine sand - 1.0 to 2.0 feet • Gray brown fine sandy silty clay - 2.0 to 3.0 feet • Tan brown and gray clayey fine to medium sand interlayered with silty fine to medium sandy clay - 3.0 to 4.5 feet • Gray slightly fine sandy clayey silt - 4.5 to 5.5 feet • Gray, saturated, silty fine to medium sand - 5.5 to 6.0 feet Groundwater was encountered at depths ranging from 2.5 to 6.0 feet below the existing ground surface. Demolition should include the complete removal of all concrete footings. Stumps from the existing trees should be completely removed and resultant stump holes should be backfilled using compacted off site sand fill. The site should be stripped a minimum of one foot using low ground pressure tracked equipment. Structural fill soil for building and parking areas should be installed in maximum 12 inch loose lift thicknesses. The fill should be compacted to no less than 95 percent of the standard Proctor maximum dry density. Footings should be sized for an allowable soil bearing pressure of 1500 psf. The seasonal high water to le.��FiWTis determined by the presence of soil color(s) with a chrome value of 2 or less, as determined from the Munsell Soil Color Chart. The locations explored are indicated as 7 and 8 on the attached drawing. ---------------- Please note that the drawing is not to scale. At the locations explored, we observed very dark grayish brown (10 YR - 3 - 2) and very dark gray (10 YR - 3 -1) silty fine sand (topsoil) for the upper one foot. Dark grayish brown (10 YR - 4 - 2) silty fine sandy clay and clayey fine sand was observed to a depth of 1.5 feet; we believe this soil color to be relic from the topsoil. At a depth of 1.75 feet, we observed grayish brown (10YR - 5 - 2) silty fine sandy clay. Based on a predominant soil color of grayish brown (10 YR - 5 - 2) at a depth of 1.75 feet, we believe the SHWi for this site to be at 1.75 feet Prepared bearing surfaces for foundations should not be disturbed or left exposed during inclement weather. Saturation of the footing subgrade can cause a loss of strength and increased compressibility. If construction occurs during inclement weather, and concreting of foundations is not possible at the time they are excavated, a layer of lean concrete should be placed on exposed bearing surfaces for protection. Also, concrete should not be placed on frozen subgrade. The bottom of the foundation excavations should also be clean and free of any loose soil, mud or debris prior to placing concrete. Regardless of the thoroughness of a limited site exploration study, there is always a possibility that subsurface conditions will be different from those at the boring locations, that conditions will not be as anticipated by the designers or contractors, or that the construction process will alter soil conditions.
