Currituck County Dear Mr. Rogers: This office received a Coastal Stormwater permit application and plans for the subject project on August 18, 2006. A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. Please provide the drawdoAn calculations for the 3 infiltration basins to verity_ that the 1" design storm will infiltrate within a 5 day period. The above requested information must be received in this office prior to September 15. 2006 or your. application will be returned as incomplete. The return of this project will necessitate resubminal of all required items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. You should also be aware that the Stormwater Rules require that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day. The site is Lot 6 of Phase 2 of Ballast Rock Commerce Center. It is currently vacant and is zoned General Business. Development will include construction of a new building, parking lot, paved storage yard, septic system, three infiltration basins with required drainage ditches, and the installation of required landscaping. The proposed 36,730 sf building will contribute 37,375 sf of impervious area due to the roof overhangs. Allowance has been made for the future building expansion that will be 18,200 sf. The parking, yard, and drives will contribute another 112,138 sf. The 1,040 sf of asphalt that will exist at the rear of the building has not been included in the overall calculations as it will be covered by the future building addition. The concrete sidewalks and dumpster pad will be 1,241 sf. The future yard will be an additional 2 acres of pavement. Allowance has also been made for 7,198 sf of future parking that will be added as the county sees the need. The maximum impervious area will be 6.05 acres or 41.02% of the overall tract. Drainage Area 1 contains 2.83 acres and consists of the front of the site and the north side of the site to the center ridge of the building. This drainage area will contain 18,414 sf of building initially and another 9,100 sf of building when the future building addition is constructed. It also contains 30,851 sf of pavement and 985 sf of sidewalk. if the county determines that the parking provided is insufficient, another 7,198 sf of parking and 298 sf of sidewalk will be added. All of the potential future development has been included in the calculations for the infiltration basin. Runoff from the northern half of the building will sheet flow across the fire lane and the grassed yard to a Swale that will route the runoff to a front swale that drains into the infiltration basin. The entrance road will also sheet flow into a Swale that drains to the front swale. All swales will have 3:1 Side slopes. The front parking lot will sheet flow to curb and gutter along the edge of the parking lot where it will be directed into the front Swale. The front Swale has been designed to provide pre-treatment. A berm between this front Swale and the infiltration basin is to be sodded to provide a stable surface at elevation 12.0 and will act as the level spreader. As the Swale fills and tops the berm, stormwater will sheet flow across the berm into the infiltration basin, across the width of the basin. The basin has been designed to store runoff from the first two inches (2") of a rain event. The required storage volume for Drainage Area 1 is 6,334 cf. The basin will actually store 14,027 cf or the equivalent of runoff from 2.21" of rain. In addition to the storage in the basin, the swale will provide additional storage. The basin bottom is at elevation 11.0. This provides 24" of separation between the seasonal high water table (estimated at 9.0) and the bottom of the basin. The storage elevation is 12.25. Using the minimum infiltration rate for this soil of 0.6 in/hr for the soils, the water in the basin should draw down in approximately 25 hours. Runoff in excess of the 2.21" will overflow through a vegetated filter into the NC Dept. of Transportation drainage ditch that currently drains this property and the highway. The drainage system discharges into a tributary that drains into the Currituck Sound. The peak discharge from this bypass should be less than 1 cfs during the 10 year storm. Utilizing the rational method to estimate runoff, the existing runoff to the roadside ditch is 3.7 cfs; therefore, this design meets the Currituck County requirement that post -development discharge during a 10-year rain event shall not exceed the pre -development discharge. Drainage Area 2 contains 4.25 acres and consists of the south side of the building and the paved yard to the south and west of the site. The drainage area will contain an additional 9,100 sf of green space until the future building is constructed. This drainage area will contain 18,961 sf of building initially and another 9,100 sf of building when the future building addition is constructed. It also contains 81,287 sf of pavement, 240 sf of concrete for the dumpster pad and 25 sf of sidewalk. There is an additional 1,040 sf of pavement that is located within the future building area. This pavement area has not been included in the calculations because the future building has been included. The drainage area will contain an additional 9,100 sf of green space until the future building is constructed. This increased area has been included in the calculations to insure that the maximum runoff to the basin has been taken into consideration. All of the runoff within this drainage area will sheet flow across pavement to drop inlets with a sump depth of one foot for sediment collection. The underground pipe system will discharge into a Swale at the southwest corner of the yard. Stormwater will run through over 700 if of grassed swale with 3:1 side slopes before entering the portion of the Swale that will parallel the infiltration basin. Like the front basin, the rear basin will be separated from the swale with a sodded berm that will act as a level spreader. The basin has been designed to store runoff from the first two inches (2") of a rain event. The required storage volume for Drainage Area 2 is 10,033 cf. The basin will actually store 22,978 cf or the equivalent of runoff from 2.29" of rain. In addition to the storage in the basin, the swale will provide additional storage. The basin bottom is at elevation 6.0. This provides 24" of separation between the seasonal high water table (estimated at 4.0) and the bottom of the basin. The storage elevation is 7.0. Using the minimum infiltration rate for this soil of 0.6 inlhr for the soils, the water in the basin should draw down in approximately 20 hours. Runoff in excess of the 2.29" will discharge through a vegetated filter. From the vegetated filter, it will sheet flow to the wetlands of the Albemarle Sound. The peak discharge from this bypass should not exceed 1 cfs during the 10 year storm. Utilizing the rational method to estimate runoff, the existing runoff from the rear portion of the site is 5.95 cfs. To meet the Currituck County requirement that post -development discharge during a 10-year rain event shall not exceed the pre -development discharge, the discharge from Drainage Areas 2, 3, and 4 cannot exceed 5.95 cfs. Drainage Area 3 is 3.31 acres that includes the future 2 acre paved yard and the area adjacent to the ditch draining to Infiltration Basin #3. As with Drainge Area 2, all of the runoff within this drainage area will sheet flow across pavement to drop inlets with a sump depth of one foot for sediment collection. The underground pipe system will discharge into a swale at the northwest corner of the yard. Stormwater will run through over 500 If of flat grassed swale with 3:1 side slopes before entering the portion of the swale that will parallel the infiltration basin. Like the other two basins, the rear basin will be separated from the swale with a sodded berm that will act as a level spreader. The basin has been designed to store runoff from the first two inches (2") of a rain event. The required storage volume for Drainage Area 3 is 7,848 cf. The basin will actually store 16,491 cf or the equivalent of runoff from 2.1" of rain. In addition to the storage in the basin, the swale will provide additional storage. The basin bottom is at elevation 6.0. This provides 24" of separation between the seasonal high water table (estimated at 4.0) and the bottom of the basin. The storage elevation is 7.0. Using the minimum infiltration rate for this soil of 0.6 infhr for the soils, the water in the basin should draw down in approximately 20 hours. Runoff in excess of the 2.1" will discharge through a vegetated filter. From the vegetated filter, it will sheet flow to the wetlands of the Albemarle Sound. The peak discharge from this basin should not exceed 1 cfs during the 10 year storm. Drainage Area 4 contains 4.36 acres that make up the portions of the site that are not directed to the infiltration basins. There will be no impervious area in this drainage area. Runoff from this area will continue to sheet flow away from the future yard area to the rear of the site. Swales will intercept the runoff to prevent it from entering the infiltration basins. They will route the stormwater around the stockpile location to the swale that runs somewhat parallel to the rear property line. This swale serves as a level spreader to insure that any runoff from this tract continues to sheet flow onto the adjoining property instead of concentrating the flow in any location. Construction sequencing and notes on the plan direct the contractor to construct the infiltration basins and leave them "off-line" until construction is complete. Temporary swales will route stormwater around the infiltration basins until construction is complete. On August 19, 2005, soil borings were made on the site by GET Solutions, Inc. The results support the soils maps designation of Munden, which has a minimum permeability rate of 0.6 in/hr. The borings determined that the water table was 5' below the surface in each boring. The seasonal high water table is estimated at 1.5' above the water table at the time the borings were performed. Based on this information, the seasonal high water table in the area of the front basin is 9.0 and in the area of the rear basin it is 3.5. In addition, on July 21, 2006, we performed hand auger borings at multiple locations on the site. Our results support the 9.0 elevation for the seasonal high water table at the front, but we found the soil coloration in the rear of the site to support a seasonal high water table closer to elevation 4.0. Soil characteristics noted in the soils report and verified by our office support the soil type Munden as mapped by the USDA- NRCS. Munden soils are sandy and have a moderate to moderately rapid permeability rate with the minimum rate of 0.6-2.0 inches per hour between 14 and 32 inches of depth. The soil maps also 'indicate an area of Conetoe soils. This soil type occurs in the vicinity of the building and septic system. The disturbed area for this development will not exceed 15 acres.
