I called Ms. Midgett this afternoon. She said that she called Carl Dunn today and left him a message. Carl was out when
she called. She is the new planner for the Town of Manteo and the question that she asked was for a project in
Washington Region. The subdivision name is Cedar Bay Subdivision, stormwater permit number SW7060323.She claims
that some of the homeowners are filling in property line swales (I guess for ease of mowing). Aside from the swale issue,
apparently the ownership of this permit will have to be changed. I told Ms. Midgett that we will have somebody out
there to do an inspection as soon as we can and we will be happy to invite her to go with us. She was glad that we will
do it. I also shared my contact information with her so she can reach me with any questions.

This office received a copy of your Sedimentation and Erosion Control Plan application and plans for the
subject project located on SR 1345 in Dare County on March 31, 2006. North Carolina Administrative Code 15
NCAC 2H.1000 requires that any project located in a coastal County that must receive either a Sedimentation and
Erosion Control Plan approval and/or a CAMA Major permit apply for and receive a Stormwater Management ,
Permit by the Division of Water Quality.
To obtain a Stormwater Permit you must submit a completed application, application fee of $420.00, two
sets of plans and specifications showing the proposed project and all stormwater treatment units along with
engineering calculations, soils report and a narrative description' The application package should be received by
this office prior to May 12, 2006. if an application package is not received by this date we will consider the project
incomplete. We also have an Express Permitting program. If you are interested in this program you may contact Ms.
Lyn Hardison, One Stop Permit Coordinator, at 252-948-3842.
Any development of the site prior to receipt of the required permit will constitute a violation of 15A NCAC
2H.1000 and North Carolina General Statute 143-215.1 and may result in appropriate enforcement action
including civil penalty assessment of up to $25,000 per day.

PREFACE- The field survey on which this report is based was conducted by the
Engineer on Feb. 1, 2006. Four soil borings were advanced to a depth of approximately
4.5'. The locations of the borings, labeled B1 through B4, are set forth on Performance
Engineering's Plan Sheet 5 of 5, entitled CEDAR BAY SUBDIVISION EROSION AND
SEDIMENTATION CONTROL PLAN, sealed by the Engineer on April 21, 2006. ,
Locations shown represent the approximate location, derived by manual field
measurements, accuracy is estimated at +/- 5 feet. Ground elevations at each boring site
were recorded in conjunction with the project surveyor using precision instrumentation
and established vertical control.

STORM WATER MANAGEMENT NARRATIVE
REVISED JUNE 14, 2006 ENGINEER'S PROJECT NUMBER 954
Cedar Bay is a proposed 41 lot single family residential subdivision
project to be located in the Town of Manteo, Dare County North Carolina.
The project site consists of 10.1 acres which is bisected by SR 1129, also
known as California Lane. The lots are to be served by the Manteo central
water and sewerage systems. The best management practice to be
implemented for storm water management is infiltration. Broad and shallow
roadside and property line swales are designed to retain the calculated run-
off from a 3 inch rainfall event. The design storm event chosen equates to
twice the 1.5 inch rainfall event mandated by the State regulations. This
increase is to mitigate the fact that the site is quite low and it will not be
possible to maintain the requisite 2 feet of separation from the bottom of the
swales to the seasonal high water table. The bottom elevation of the swales
is set at 4.08 ff. The swales are designed to overflow at elevation 5.08 ft. The
in situ soils are comprised of fine and loamy fine sands in the Leon, Johns,
Baymeade and Icaria map units (Source: U.S.D.A., Soil Conservation
Service SOIL SURVEY OF DARE COUNTYNORTH CAROLINA). Field
investigations of the existing soils were conducted on Feb. 1, 2006 by the
Engineer and the project Surveyor, Mr. Manson Ray Meekins, P.L.S. Five
soil borings were advanced on each side of SR 1129, two by the engineer
and three by the surveyor. The Engineer's borings included a description of
the soil profile in addition to the evaluation of the depth to soil wetness.
These findings are contained in the attached SOILS REPORT and the
locations of the borings are shown on Plan Sheet 5 of 5. The soil
characteristics observed generally substantiate the mapping contained in the
referenced SOIL SURVEY. The depth to soil wetness and ground elevation
were recorded at each boring site. The surveyor did not attempt to compile a
descriptive profile at the locations he evaluated. For the five east side
borings (Arvilla Lane) the average water table elevation was 2.8'. For the
west side (Lindsey Lane) the average water table elevation was 2.1'. These
elevations indicate vertical separation distances of 1.28' and 1.98'
respectively, based on the design bottom elevation of 4.08'.
The anticipated run-off volume for design is based on an overall
impervious coverage of 48%. This percentage is based on a tributary area
which excludes the wetlands existing on lots 30 through 33. The impervious
coverage is calculated using the total of the paving and
Storm water narrative, revised 6/14/06, p.n. 954, page 2 of 2
sidewalks shown on the plan, adding an anticipated 10' wide driveway at
each lot and adding 38% coverage for each lot, the limit allowed by the
Town of Manteo. More detailed calculations are included in the application
package as well as a tabulation of the allowable coverage for each lot. For
rainfall events in which the design run-off is exceeded overflow provisions
are provided. For the east side (Arvilla Lane) the overflow mechanism
consists of two drain basins, one on each side of Arvilla"Lane, at the end of
the roadside swale closest to California Lane. Each drain basin is designed to
overflow at elevation 5.08' and convey run-off water to the adjacent
roadside ditch. This ditch flows toward the south approximately 1,000 feet
where it eventually empties into an unnamed tributary which drains into the
Croatan Sound. For the west side (Lindsey Lane) an overflow drain basin is
provided at the south east corner of Lot 30. This drain basin is also designed
to overflow at elevation 5.08' and drain to a shallow swale which runs along
the south property line of Lot 30 approximately 150 feet until it empties into
the 404 wetlands area at the rear of the lot (see Plan Sheet 2 of 5). The
overflow swale is to be stabilized by sodding immediately after fine grading
so there will be no introduction of sediments into the wetlands.
There will be two sediment gages installed to record the level of
sedimentation in the infiltration swales and to trigger maintenance activity as
required by the permit conditions. One will be installed on the east side of
California Lane and one on the west side. Their locations and details for
construction are provided on Plan Sheets 2 and 3 of 5.

Hello Roger, I am writing in response to your fax eorrepondence dated June 7, 2006. You listed three
questions pertaining to the above referenced stormwater application:
1. The lots vary in size but are all in the range of a little over 6,000 square feet with the exception of those
numbered 30-33. These four contain a significant extent of wetlands along their west (rear) side and all
contain approximately 36,00 square feet. The western portions of the lots were excluded from the area
used to calculate percent coverage. This is explained in the narrative. I can see how it makes for difficult
record keeping and I suppose a lot by lot tabulation is the only way to manage this. I will get to work on
this.
2. The subdivision plat prepared by Seaboard Surveying and Planning sets forth utility and drainage
easements for the front, sides and rear property lines of all lots. Will a copy of this plat suffice? The plat
will be recorded and the easements will be in the restrictive covenants as well.
3. You are correct regarding the east side basin volume, it should read 20,230 c.f. on the supplement. Can
you note this change or do you want me to re -submit a new one?
I understand from the WRO secretary that you will be out until next Tuesday. I'll wait to hear back from

I have a few questions on this stormwater application:
1. What is the size of each lot and what is the maximum -allowable square footage of
impervious area that will be allowed by deed restriction? I need actual numbers rather
that 38%.
2. The lot line infiltration swales will have to be located in recorded easements. It
is not clear to me if that was planned. Cross section D-D does not show the easement
as the other cross sections do.
