IF FIELD INSPECTION REVEALS THE INADEQUACY OF THE PLAN TO CONFINE SEDIMENT TO THE PROJECT SITE, ALL APPROPRIATE MODIFICATIONS WILL BE MADE TO CORRECT ANY PLAN DEFICIENCIES. THE CONTRACTOR SHALL BE THOROUGHLY FAMILIAR WITH ALL APPUCABLE MEASURES CONTAINED THEREIN THAT MAY BE PERTINENT TO THIS PROJECT, INCLUDING MINIMUM STANDARDS 1 THROUGH 19. IF THE APPROVED EROSION AND SEDIMENT CONTROL PLAN IS FOUND TO BE INADEQUATE IN THE FIELD, THE MINIMUM STANDARDS WILL APPLY IN ADDITION TO THE PROVISIONS OF THE APPROVED PLAN. 2. A PRECONSTRUCTION MEETING SHALL BE HELD ON SITE BETWEEN THE CITY, THE COUNTY, THE STATE, THE DEVELOPER, THE PROJECT ENGINEER, AND THE CONTRACTOR PRIOR TO START OF CONSTRUCTION. THE CONTRACTOR SHALL SUBMIT A SEQUENCE OF CONSTRUCTION TO THE COUNTY FOR APPROVAL PRIOR TO THE PRECONSTRUCTION MEETING. 3. ALL POINTS OF CONSTRUCTION INGRESS AND EGRESS SHALL BE PROTECTED BY A TEMPORARY GRAVEL CONSTRUCTION ENTRANCE (PRACTICE 6,06) TO PREVENT TRACKING OF MUD ONTO PUBLIC RIGHT-OF-WAYS. DURING WET WEATHER IT MAY BE NECESSARY TO WASH VEHICLES TIRES AT THIS LOCATION. THE ENTRANCE WILL BE GRADED SO THAT RUNOFF WATER WILL BE DIRECTED TO AN INLET STRUCTUREAND AWAY FROM ADJACENT PROPERTY. WHERE SEDIMENT IS TRANSPORTED ONTO A PUBLIC ROAD SURFACE, THE ROAD SHALL BE THOROUGHLY CLEANED AT THE END OF EACH DAY. 4. BMPS AND OTHER MEASURES INTENDED TO TRAP SEDIMENT ON -SITE MUST BE CONSTRUCTED AS A FIRST STEP IN GRADING AND MUST BE MADE FUNCTIONAL PRIOR TO ANY UPSLOPE LAND DISTURBANCE TAKING PLACE. EARTHEN STRUCTURES SUCH AS DIVERSIONS MUST BE SEEDED AND MULCHED IMMEDIATELY AFTER INSTALLATION. THE INSTALLATION OF DRAINAGE FACILITIES SHALL TAKE PRECEDENCE OVER ALL UNDERGROUND UTILITIES. OUTFALL DITCHES FROM DRAINAGE STRUCTURES SHALL BE STABILIZED IMMEDIATELY AFTER CONSTRUCTION OF THE SAME. ANY DRAINAGE OUTFALLS REQUIRED FOR A STREET MUST BE COMPLETED BEFORE STREET GRADING OR UTILITY INSTALLATION BEGINS, B. TEMPORARY EROSION CONTROL MEASURES SUCH AS SILT FENCE ARE NOT TO BE REMOVED UNTIL ALL DISTURBED AREAS ARE STABILIZED. TRAPPED SEDIMENT SHALL BE SPREAD, SEEDED AND MULCHED. AFTER THE PROJECT AND STABILIZATION IS COMPLETE, ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS. 13. NO SEDIMENT TRAP OR SEDIMENT BASIN SHALL BE REMOVED UNTIL ALL DISTURBED AREAS ARE STABILIZED. 14. RECORD QRAWINGS (AS-BUILTS) AND CONSTRUCTION CERTIFICATIONS ARE BOTH REQUIRED FOR NEWLY CONSTRUCTED OR MODIFIED STORMWATER MANAGEMENT/BMP FACILITIES. Erosion And Sediment Control Narrative TANGLEWOOD SUBDIVISION IS A PROPOSED 292 LOT RESIDENTIAL SUBDIVISION LOCATED ON THE NORTHERN SIDE OF HALSTEAD ROAD IN ELIZABETH CITY, NORTH CAROLINA APPROXIMATELY 5000 FEET EAST OF ROUTE 17 AND BYPASS. THE PROJECT ENCOMPASSES 149.4 ACRES OF LAND AND PROPOSES SINGLE FAMILY RESIDENTIAL BUILDING LOTS. NINETY ONE LOTS WILL BE ESTATE LOTS, 15,000 SF OR MORE LOCATED IN THE REAR OF THE SUBDIVISION. THE REST OF THE LOTS WILL BE DEVELOPED IN A CLUSTER DEVELOPMENT, NINETY SIX LOTS WILL BE 10,000 SF REAR LOADED LOTS VIA AN ALLEY WAY AND 105 LOTS WILL 10,000 SF LOTS THAT ARE FRONT LOADED. THE SUBDIVISION WILL HAVE TWO TOT LOTS, ONE COMMUNITY CENTER AND OPEN SPACE THAT WILL UTILIZED AS PARK SPACE. THE SUBDIVISION WILL HAVE SIDEWALKS, CURB AND GUTTER ROAD WAY SYSTEM, PUBLIC AND PRIVATE UTILITY IMPROVEMENTS, AND A COMPREHENSIVE STORMWATER MANAGEMENT SYSTEM. THE PROJECT SITE IS ZONED R-15 AND IS IDENTIFIED AS TAX MAP & PARCEL ID #P65-1 7993765749 & #P88-9 8904108204, DESCRIPTION OF SITE THE PROPERTY IS PART OF A LARGER TRACT OF FARM LAND THAT WAS SUBDIVIDED. UNDER PREDEVELOPMENT CONDITIONS, THE SITE IS USED AS FARMS FIELDS WITH DRAINAGE DITCHES. THE SITE IS FLAT AND CLEARED. THE SITE IS BOUNDED BY DRAINAGE DITCHES ON THE NORTHERN, EASTERN, AND SOUTHERN PROPERTY LINES, THE WESTERN BOUNDARY LINE IS BOUNDED BY A PROPOSED IN ROAD FROM HALSTEAD ROAD AND A FARM FIELD. UNDER EXISTING CONDITIONS ALL RUNOFF FROM THE SITE DRAINS VIA FARM DITCHES THAT HEAD TOWARD THE SOUTH OF THE PROPERTY. THE RUNOFF EXITS THE SITE VIA A CULVERT UNDER HALSTEAD ROAD TOWARDS KNOBB CREEK, WHICH ULTIMATELY LEADS TO THE PASQUOTANK RIVER. ACENT ARE CONSTRUCTION ACTIVITIES THAT WILL AFFECT ADJACENT AREAS TO THE PROJECT WILL INCLUDE INSTALLATION OF A GRAVITY SEWER LINE TOWARDS A PUMP STATION UNDER DESIGN BY OTHERS. THE PUMP STATION WILL BE LOCATED ON THE PROPERTY ADJACENT TO THE SUBDIVISION, LOCATED MIDWAY UP THE WESTERN PROPERTY LINE OF THE SUBDIVISION. 0iIl�: THE SOILS ON THE SITE ARE CLASSIFIED AS CAPE FEAR SILT LOAM, 0% TO 2% SLOPES AND CAPE FEAR MUCKY SILT LOAM, 0% TO 2% SLOPES. THERE ARE NO CRITICAL AREAS OR EXCESSIVELY STEEP SLOPES THAT WILL BE DISTURBED BY THE PROJECT CONSTRUCTION. EROSION AND SEDIMENT CONTROL MEASURES THE METHODS USED DURING CONSTRUCTION TO CONTROL EROSION AND SEDIMENTATION AREA DEPICTED AND DETAILED ON THE PLANS. THE CONTROL MEASURES INCORPORATED INCLUDE CONSTRUCTION ENTRANCE, SILT FENCE, INLET PROTECTION, BMPS, SEDIMENT BASINS AND OTHER METHODS IN ACCORDANCE WITH THE NORTH CAROLINA EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL, 2003. ALL DISTURBED AREAS NOT SCHEDULED FOR PAVING OR OTHER IMPERVIOUS COVER SHALL BE STABILIZED WITH PERMANENT SEEDING AND/DR LANDSCAPING IMMEDIATELY FOLLOWING FINISH GRADING. STORMWATER MANAGEMENT THE PROPOSED STORMWATER MANAGEMENT PLAN FOR THIS PROJECT WILL INCLUDE THE USE OF FIVE ONSITE WET DETENTION BASINS TO PROVIDE A STORMWATER MANAGEMENT SYSTEM TO ATTENUATE THE INCREASED RUNOFF ANTICIPATED NTI FROM SITE DEVELOPMENT AND AL SO LSO TO MITIGATE THE INCREASED POLLUTANT LOADING ASSOCIATED WITH THE INCREASED IMPERVIOUS COVER. BMP "A" WILL BE UTILIZED TO ATTENUATE THE INCREASE RUNOFF AND BMP "B" THROUGH -E" WILL BE UTILIZED TO MITIGATE THE INCREASE POLLUTANT LOADING. BMP "B" THROUGH "E" ARE DESIGNED TO REMOVE 90% OF THE TOTAL SUSPENDED SOLIDS. THE STORMWATER MANAGEMENT SYSTEM IS DESIGNED TO CONTROL THE 2-YEAR, 10-YEAR, 25-YEAR AND 50-YEAR TWENTY-FOUR HOUR, SCS TYPE II STORM EVENT, CONSIDERED INDIVIDUALLY, FOR POST DEVELOPED CONDITIONS AT PREDEVELOPMENT RATES. MANAGEMENT STRAIEGIES OPERATIONS SHALL BE PHASED TO MINIMIZE THE OVERALL AREA THAT IS NOT STABILIZED AT A GIVEN TIME. 1. EROSION AND SEDIMENT CONTROL MEASURES WILL BE INSTALLED AS A FIRST STEP IN ANY LAND DISTURBING ACTIVITY. 2. PERMANENT SEEDING OR OTHER STABILIZATION WILL FOLLOW IMMEDIATELY AFTER GRADING. 3. AREAS THAT ARE NOT TO BE DISTURBED WILL BE CLEARLY MARKED BY FLAGS, SIGNS,ETC. 4. OUTLET STRUCTURES SHALL BE INSPECTED FOR PROPER OPERATION. 5. SEEDED AREAS WILL BE CHECKED WEEKLY TO ENSURE THAT A 0000 STAND OF GRASS IS MAINTAINED.
