This office received a Coastal Stormwater permit application and plans for the subject project on
February 17, 2006. A preliminary review of your project indicates that before a State Stormwater permit
can be issued the following additional information is needed.
> A bioretention area supplement form is currently being drafted. Please fill out the attached copy of
the draft supplement and return it.
The above requested information must be received in this office prior to April 17, 2006 or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all
required items including the application fee. If you need additional time to submit the required information,
please mail or fax your request for time extension to this office at the Letterhead address.
You should also be aware that the Stormwater Rules require that the permit be issued prior to
any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North
Carolina General Statute 143-215.1 and may result in civil penalties of up to S10,000 per day.

1.0 PROJECT DESCRIPTION
This project consists of the development of a commercial strip center on an undeveloped 2.65
acre site fronting along a US Highway 70 Service Road. The site will be filled over the majority
of its area. The project is high density in terms of stormwater management and will be utilizing
two bio-retention areas for stormwater management.
No Neuse Riparian Buffer areas exist on the subject property. There are no Section 404
Wetlands on the site.
2.0 SITE DESCRIPTION
The site is 2.65 acres in size and is surrounded on one side by an existing truck repair facility and
along the rear by a railroad. The site has been bushhogged with few remaining trees. The site has
flat topography. The site has frontage on one side by a public road.
3.0 ADJACENT PROPERTY
The site is bordered along the west by a railroad which is currently in use. The land across the
railroad is undeveloped.
The site is bordered along the north by a truck repair facility.
East of the site is an existing US Highway 70 Service Road.
The adjacent property to the south is open and undeveloped.
4.0 SOILS
The Craven County Soils Survey indicates the Goldsboro soil type on the site. The soil is
described as a loamy fine sand in the upper 14 inches. This site will be filled to accomplish the
work and will result in little site work below a level of 10 inches below existing grade.
5.0 PLANNED EROSION AND SEDIMENTATION CONTROL PRACTICES
Erosion and Sedimentation Control practices to be utilized on the project include: Land Grading,
Gravel Control Entrance, Grassing, Surface Preparation, Surface Stabilization, Dust Control, Silt
Fencing and Rip Rip Outlet Stabilization. Construction details and specifications for each planned

erosion control device are included on the project plans and are described in this Erosion Control
Plan. This Erosion Control Plan will become a part of the construction documents.
5.1 Land Grading
Land disturbance will be required over a total project area of 2.64 acres to make the
necessary site improvements. The limits of land disturbing activities are shown on the
plans. Clearing and grubbing and fight to moderate grading will occur on the subject
Property to complete the small area of clearing and to establish new project grades.
All exposed slopes will be graded 2:1 or flatter and will be fine graded immediately after
rough grading. Exposed soil surfaces will be disced and vegetated with centipede sod
according to the vegetation plan in order to produce stabilized surfaces.
5.2 Gravel Control Entrances
Gravel control entrances will be constructed on the project site at the entrances off of the
US Highway Service Road. During wet weather, it may be necessary to wash vehicle
tires at this location to prevent the transport of soil onto the adjacent areas. A detail of
the gravel control entrances is included on the project drawings. Any soil material
transported onto the adjacent public road will be removed on a daily basis or as needed.
5.3 Grassing
The areas disturbed by this project will be stabilized with centipede sod. The sod will be
pinned in place at stormwater discharge areas and on slopes of 2:1 or steeper.
5.4 Surface Preparation
All cut and fill slope surfaces will be lightly roughened by discing prior to vegetating. The
surfaces of the slopes will be left in a loose condition and grooved on the contour.
5.5 Surface Stabilization
Surface stabilization will be accomplished with vegetation'and mulching as specified in the
vegetation plan. The mulching will be used in the bio-retention areas.
5.6 Dust Control
Dust will be controlled on the site by sprinkling should excessive dust be generated during
the course of construction.

5.7 Silt Fencing
Silt fencing Will be installed around the full perimeter of the land disturbing activities on
this site.
5.8 Rip Rap Outlet Protection
Rip rap outlet protection will be provided for the bio-retention area bypass swale at the
rear of the site. The rip rap will prevent erosion where runoff will discharge into the
existing ditch along the southern side of the site.
6.0 SCHEDULE OF EROSION AND SEDIMENTATION CONTROL ACTIVITIES
Included on the project plans is the schedule of erosion and sedimentation control activities.
7.0 MAINTENANCE PLAN
Included on the project plans is the maintenance plan for the project.
8.0 VEGETATIVE SEEDING
Included on the project plans is the vegetative schedule for the project. All disturbed areas will be
stabilized with centipede sod.
