Dear Mr. Slaughter.
This office received a Coastal Stormwater permit application and plans for the subject project on
November 3, 2005. A preliminary review of your project indicates that your project as submitted does not
meet the requirements of our stormwater regulations. Before a State Stormwater permit can be issued the
following additional information is needed.
1. The application and the operation and maintenance agreement were both signed by John
Norris on your behalf. These documents must be signed by a principal executive officer or we
must have in writing that someone else is authorized to sign.
2. The State Stormwater Best Management Practices Manual recommends that the vegetated
perimeter shelf be at least 10 feet wide. Please include on the plans a cross section of the
pond that shows the width of the vegetative shelf. Also the vegetative shelf should extend up
to the permanent pool elevation.
3. Please show on the plans how the stormwater from each building will be routed to the wet
detention pond.
4. Please include a cross section of the underwater berm that separates the forebay from the
main pond.
The above requested information must be received in this office prior to January 8, 2006 or your
application will be returned as incomplete. The return of these projects will necessitate resubmittal of all
required items including the application fees. If you need additional time to submit the required
information, please mail or fax your request for time extension to this office at the Letterhead address.
You should also be aware that the Stormwater Rules require that the permit be issued poor to
any development activity. Construction without a permit is a violation of 15A NCAC 21-1.1000 and North
Carolina General Statute 143-215.1 and may result in civil penalties of up to $25,000 per day.

above referenced site plan has been submitted for approval to
,ounty. The site consists of a 31,434 square feet of building and
:ely 49,331 square feet of concrete and asphalt for parking and
total site area is 3.26 acres, The percentage of lot coverage for
8%. The owner will install a 24" HDPE pipe under -the proposed
The stormwater will be collected in drop inlets and curb inlets located
in the paA ing area of the site. It will be conveyed by HDPE pipe to a
retention and located at the front of the lot. There will be an overflow
structure, ith an orifice located at 7.5, which will 'regulate the normal water
surface level. The emergency overflow will be located at 9.0'. This pond
will retain 3.57" of stormwater for all impervious surfaces on the site. The
water will flow into an existing swale on US 158.
Th_�s Swale flows approximately 2,000 feet to the southeast.
Topograp is surveys were performed to verify the.discharge point of the
swale. The invert at the pipe under the site's proposed driveway is 8.3', the
centerline of the ditch at the point where it turns east is 3.78'. The slope
along this ditch is consistent. The storm water will be treated in the
vegetated r wale for a distance of approximately 2,600 feet to the southwest.

Two borings were made to I entity the average seasonal high ground water table.
The seasonal high groundwater table at this site is at approximately ELEV. - 5.0 ft. In order for our basin to be
a wet basin, the bottom wo d need to be at ELEV. a 3.0 ft (2ft below the SHGWT), Therefore, our basin will
remain wet at all times. We vdll need to provide an orifice at the normal water surface (ELEV. = 7.5 ft) in order
to drawdown the 1.0" rafnfali event in 2 - 5 days. We will be piping our wet basin to an existing grass swale.
The normal water surface is raised to 7.5' due to the downstream discharge elevation.
