Attached you will find two (2) copies of the revised Sheet 1 of 5 of the drawings. The permanent pool of
the wet detention pond has been dimensioned.
Also, you will find a copy of a portion of Sheet 2 of 5 of the drawings to reflect the removal of the
Weeping Lovegrass from the permanent seeding schedule.
In addition, the Wet Detention Basin Supplement form has been revised to reflect a permanent pool
surface area of 10,800 sf. This revised page has not been included per your request.

This letter and the attached package constitutes the response to your letter, dated August 5,
2005, requesting additional information concerning the Stormwater Management Permit
Application that was submitted on March 2, 2005 for the above referenced project. The
attached packacie should replace the vackage currently on file with your office. Hopefully, this
submittal will find your approval and a permit will be issued.
Below you will find each of the comments listed on the August 5 letter. Below each comment
is our response.
1. The V orifice calculated for the wet detention pond is too small. The consultant has
based the average head used in the orifice equation on a temporary pool elevation of
7...
A calculation error in the conversion of the orifice area to diameter has been
corrected. The value of H in the equation has been increased from 0.8 ft
(temporary elevation of 6.3 ft) to 1 ft (temporary elevation of 6.5 ft).
2. The revised calculations indicate that the design volume provided in the wet detention
pond is 17,500 cubic feet. This is incorrect since that volume appears to be based on a
temporary pool elevation of 7.0....

either seal a new calculation cover sheet or to seal each individual revised page.
The revised submittal was sealed on the included cover letter, which served as
the cover sheet -for the package and was bound with all included revised
documents. The included revised application package has also been sealed.
5. Please revise the orifice size on the wet detention supplement.

Permanent ground cover must be installed on all disturbed areas within 15 working days or 90 calendar days (whichever is shorter)
following completion of construction or development.

SEEDBED PREPARATION
1. Chisel compacted areas and spread topsoil 3" deep over adverse soil conditions, if available.
2. Rip the entire area to 6" depth.
3. Remove all loose rock, roots, and other obstructions leaving surface reasonably smooth and uniform.
4. Apply agricultural lime, fertilizer, and superphosphate uniformly and mix with soil (see below*).
5. Continue tillage unit a well -pulverized, firm, reasonably uniform seedbed is prepared 4" to 6" deep.
6. Seed on a freshly prepared seedbed and cover seed lightly with seeding equipment or cultipack after seeding.
7. Mulch immediately after seeding and anchor mulch.
8. Inspect all seeded areas and make necessary repairs or reseeding within the planting season, if possible. If stand should l
over 60% damaged reestablish following original lime, fertilizer and seeding rates.
9. Consult the Conservation Inspector on maintenance treatment and fertilization after permanent cover is established.

On behalf of the Washington Regional Office, the Wilmington Regional Office received
previously requested information regarding the pending Stormwater Management Permit
Application for the New Bern Public Works Facility on June 13, 2005. A preliminary review of
that information has determined that the application is not complete. The following information
is needed to continue the stormwater review:
1. The 1" orifice calculated for the wet detention pond is too small. The consultant has
based the average head used in the orifice equation on a temporary pool elevation
of 7, however the plan details and supplement form indicate that the temporary pool
elevation is 6.5. The 1" orifice is too small even if the temporary pool elevation of 7 is
used to calculate the average head. I am unable to duplicate the orifice diameters
that the consultant has calculated using the areas he has provided. To determine the
diameter, you must take the square root of the quotient, orifice area divided by -rr
(pi), and multiply by 2. When I substitute the orifice areas provided by the consultant
into this equation, I get an acceptable diameter range of 1.26" to 2". Please revise
the orifice calculation using the average head between the permanent pool elevation
of 5.5 and the desired temporary pool elevation.
2. The revised calculations indicate that the design volume provided in the wet
detention pond is 17,500 cubic feet. This is incorrect since that volume appears to
be based on a temporary pool elevation of 7.0, when in fact the reported temporary
pool elevation is 6.5. Please either revise the calculations to accurately report the
volume provided in the pond at the reported temporary pool elevation of 6.5, or
revise the plans and supplement form to reflect a temporary pool elevation of 7.0.
3. Please provide revised, sealed, signed and dated calculations for the bio-retention
basin. The drainage area used in the calculations dated March 1, 2005, does not
match up with the drainage area reported on the revised page 2 of the application
form submitted on June 13, 2005.

Please note that this request for additional information is in response to a preliminary
review. The requested information should be received by this Office prior to September
5, 2005, or the application will be returned as incomplete. The return of a project will
necessitate resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please mail or fax your request for
a time extension to the Division at the address and fax number at the bottom of this
letter. The request must indicate the date by which you expect to submit the required
information. The Division is allowed 90 days from the receipt of a completed
application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under
an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and
is subject to enforcement action pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any
original documents that need to be revised have been sent to the engineer or agent. All
original documents must be returned or new originals must be provided. Copies are not

4. Please delineate the drainage area to each proposed system.
Please reference Attachment #3 (Please note: DA1, the drainage area for the wet
pond, encompasses the bioretention drainage area, DA2, for any storm water flow
over the first 1-inch of rainfall.) Flow arrows are included to show the path of
stormwater flow within each basin.
5. Please provide sufficient proposed spot elevations to assist the Division in discerning
the drainage patterns for the pavement and buildings.
Please reference Attachment #4, a revised Sheet 1 of the Drawings. A note has
been added that designates the previously shown spot elevations as being
proposed. Also, several spot elevations have been added to the area around the
proposed buildings.
6. Please provide dimensions for all proposed pavement, buildings, sidewalks, etc. Please
also dimension the bottom contour of the bioretention basin.
Dimensions: Please reference Attachment #4 (revised Sheet 1 of the drawings).
Due to the large amount of information already included on this site plan, only the
rectangular buildings were dimensioned with width and length and the typical
access road width has been shown. In order to specify the BUA for the remaining
pavement, a table was added to the bottom left of the sheet that specifies the
square footage each impervious area encompasses.
Bioretention Area: Please reference Attachment #5, a revised Sheet 5 of the
drawings. The bioretention area site plan detail gives the general length and
width of the maximum ponding depth contour for the bioretention area (11.0').
The bioretention area shape and size has been modified to provide additional
storage to accommodate the 1" rainfall. This was done by modifying the
overflow outlet structure to increase the ponding depth to 12-inches. (reference
the Bioretention Crossection Detail on the revised Sheet 5)

7. Please provide a table of elevations, areas, incremental volumes and accumulated
volumes beginning at the bottom of the pond up to the temporary pool elevation to
support your conclusions that sufficient volume has been provided in the pond and in
the forebay.
Please reference Attachment #6. This table includes the requested information.
in addition, it contains the same type of information for the bioretention area.
8. Please provide volume calculations for the bioretention area, similar to the pond. The
bioretention system must provide sufficient volume for the 1" storm.

9. Please provide a minimum 10' wide vegetated shelf around the pond.
The dimension of the vegetated shelf shown on Sheet 1 of the drawings (as
scaled) is 10' wide. The dimension of 3'shown on the detail on Sheet 3 of the
drawings was a typo. It has been revised (reference Attachment #2, a revised
Sheet 3 of the drawings).
***In response to the comment concerning the 6-inch orifice for the wet pond
being too small on your June 6t° fax: We have revised the detail on Sheet 3 of the
drawings (see Attachment #2). Please reference Attachment #7 for the calculation
of the orifice size (1.0-inch hole in end of 6-inch decant orifice pipe) gto
drawdown the storm event within 2 to 5 days.
10.1 will need to check with Central Office staff regarding the validity of the outlet structure
design for the bio-retention basin. Bioretention is supposed to be an offline system,
similar to infiltration, where runoff bypasses prior to entering the basin.
In defense of our design, the runoff was not bypassed by the bioretention basin
due to site constraints and the City of New Bern requirement that the 1-yr and 10-
yr post development peak flow not exceed predevelopment levels. It was
essential that the storm flow be collected and routed through the wet pond to
achieve the peak flow reduction.
Our design of the bioretention area contains several components to inhibit
potential erosion of the mulch layer by sheet flow. The first component is that the
adjacent parking area draining to the bioretention area has no curbing to
concentrate flow to the bioretention area. Also, the edge of the parking area,
where the flow enters the bioretention area, has been graded flat at an elevation
of 11.50 to distribute the flow and decrease the velocity. The second component
included in the design is a long grass (sodded not seeded) area between the edge

of the parking and the bioretention area that is at a 1 % or less slope. This grass
area also has a rock trench (#4 Stone) between to the pavement and the bottom of
the bioretention area to further dissipate and distribute the flow in an attempt to
achieve a true sheet flow.
As a further protection against erosion within the bioretention area, the design
calls for a poly/jute erosion control matting to be placed on top of the final mulch
layer to further stabilize against erosion. This erosion control matting should
stabilize the bottom of the bioretention are until the ground cover vegetative
species can grow large enough to provide stabilization.
In addition, I am including Attachment 8, a revised sheet 4, due to the relocation of two details
from Sheet 3.
Please review these statements and the attachments referenced above. Hopefully, this will
meet your approval. It was not anticipated that it would take almost three months for
preliminary review comments to be returned when this package was originally submitted on

bioretention basin. I understand that the runoff in excess of 1" is diverted to the
pond, but the fact still remains that the first inch, which is what the State is only
interested in, is being treated in the bioreten-tion basin. Should you choose to divert
all of the overflows from the bioretention basin to the wet pond, then only one
column need be completed.
3. If the elevations marked with an "x" are proposed spot elevations, please add this to
the legend so it is clear. In the absence of anything to the contrary, I thought they
were existing spots.

4. 1 don't like to rely on scaling a plan when it comes to BUA calculations.
Accurate dimensions are requested on the plans so that there is no
discrepancy. For example, I scale a street as being 30' wide and 500'
long, but you used only 28' of width and 480' of length to calculate the
amount of BUA for that street. I don't think you would like it very much
if I asked you to increase the BUA on the application, potentially
increasing surface area and volume in the pond, because the street
scaled 30' wide and 500' long. Typical dimensions are fine as long as
really are typical and can be applied unilaterally.
5. The BMP document is a guideline for designing stormwater control
measures. The rules require that stormwater management measures
must control a specific amount of runoff, either 1" or 15', The ponded
depth of the bioretention basin was increased to 9" —12" to
accommodate the necessary volumes. I will verify this information with
Central Office staff.

The Washington Regional Office received a Stormwater Management Permit Application for
Public Works Facility on March 4, 2005. Due to a staff shortage in Washington, staff of the
Wilmington Regional Office is conducting the review and will be issuing the permit. A
preliminary review of that information has determined that the application is not complete. The
following information is needed to continue the stormwater review:
1. Since two separate systems are being proposed, please complete one column on
the application for the wet pond and one column for the bioretention system. Until
the application has been modified to reflect this, I am unable to verify the design
calculations.
2. Please specify the wetland species to be planted on the 6:1 shelf.
3. Please report all built -upon areas in square feet on the application.
4. Please delineate the drainage area to each proposed system.
5. Please provide sufficient proposed spot elevations to assist the Division in
discerning the drainage patterns for the pavement and buildings.
6. Please provide dimensions for all proposed pavement, buildings, sidewalks, etc.
Please also dimension the bottom contour of the bioretention basin.
7. Please provide a table of elevations, areas, incremental volumes and accumulated
volumes beginning at the bottom of the pond up to the temporary pool elevation to
support your conclusions that sufficient volume has been provided in the pond and in
the forebay.
8. Please provide volume calculations for the bioretention area, similar to the pond.
The bioretention system must provide sufficient volume for the 1" storm.
9. Please provide a minimum 10' wide vegetated shelf around the pond.
10.1 will need to check with Central Office staff regarding the validity of the outlet
structure design for the bio-retention basin. Bioretention is supposed to be an offline
system, similar to infiltration, where runoff bypasses prior to entering the basin.

Good Morning Linda, hope you are doing well;
We have been permitting, on a case by case basis, Bioretention systems with overflow/outlet
structures. I did review the old BMP manual; it states in one place that these are intended as "off-line"
systems; in another section, it states that they should be offline whenever possible. There are several
example figures depicting biofilters; these figures leave some room for interpretation, or question.
For me, this is an example of an issue that we need to research, discuss and come to some
understanding about how to handle. As you know, the BMP manual uses either 5%, or 7% as a design
factor; neither of these design parameters provides for 1-inch storage. I have not had chance to review
the new Draft BMP manual; maybe these issues are addressed?
About the soils report; we do allow/encourage consultants to use the NRCS county soils reports.
BUT, we also require on site borin,Ls (top 4-5 feet) performed by professional, to support any designed
system. When appropriate, we require more extensive soils reports to support design claims by the
consultant.

DETAILED NARRATIVE
This project will provide a new facility for the City of New Bern Public Works
Department and will involve the construction of stormwater management facilities, site
grading, and road and parking lot construction.
Proposed stormwater management facilities include a bioretention area and a wet
detention basin. Stormwater runoff from the southern parking lot will be treated by the
bioretention area before being discharged into the adjacent stream. Overflow from the
bioretention area and runoff from the remainder of the site will be collected via inlets and
piped to the wet detention basin for treatment.
The bioretention area includes a surface representing 9.5% of the approximately 0.71
acres drainage area it serves. Subsurface drains will discharge into the adjacent stream
and overflow piping will discharge into the stormwater collection system for the
remainder of the site, thence into the forebay of the wet detention basin.
The wet detention basin is adequately sized for 90% TSS removal with a 3.1% SA/DA
ratio for a 4.5 ft deep permanent pool. Peak discharge into the adjacent stream for a 10-
year design storm is 5.3 efs, well below the 13.5 cfs of the undeveloped site.
