The EAST CAROLINA BANK project will occupy just over I acre
of presently developed land at the intersection of US Hwy 158 and Juniper
Trail. Site construction will consist of a new bank building, drive aisles,
parking areas, utilities, and landscaping items. The total disturbed area is
estimated at 1.15 acres and is delineated by silt fence on the site plan. A
construction entrance is provided at the connection to Hwy 158.
Construction will be phased such that at no time will more than 0.6 acres be
disturbed. Phasing will allow the existing bank to remain operational until
the new building is ready to be occupied.
Stormwater-treatmentfor the site -will be provided in the form of an
infiltration. The on -site soils consist of Fripp and Ousley. Both of these
soils are fine sands with infiltration rates of 6-20 inches per hour.
According to soil borings performed for the building design, the
approximate seasonal high water table is 4.50. The elevation of the main
portion of the bottom of the basin is 6.50, which provides the required 24
inches of separation. A 700 sf area is at elevation 6.0. This area will
provide a clear area for the inflow drainage piping. Even at the lower
permeability rate of 6 inches per hour, the basin is expected to draw down in
less than 3 hours. A bypass for the basin is provided at Catch Basin (4A).
Once the water in the basin reaches elevation 7.50, the additional flow will
enter the bypass and travel through two stormwater manholes before
entering the town drainage system.
In addition to the infiltration basin, almost %2 of the storm drainage
piping is perforated to allow some infiltration before the stormwater reaches
the basin. Proposed runoff will be held back to roughly %2 of the
predeveloped condition for the 10 year storm. A pre/post comparison of
impervious areas shows that the site will only see a 15% increase in
coverage. The above mentioned stormwater measures will collectively
serve to provide the required quality and quantity characteristics on a site
which presently has no conventional drainage systems.
Silt fence will be the primary preventive measure to contain silt prior
to it reaching surrounding areas and drainageways. All denuded areas shall
be provided a permanent vegetative cover immediately following grading
operations.

This office received a State Stormwater permit application and plans for the subject project
on November 4, 2004. A preliminary review of your project indicates that before a State
Stormwater permit can be issued the following additional information is needed:
1. A completed infiltration basin supplement.
2. Delineate the drainage basins on the plans showing which areas drain into the
infiltration basin and which areas drain directly to the Vortechs unit.
3. An operation and maintenance agreement specific to the" treatment unit proposed
must be submitted that.is signed.by.the owner. .
4. Submit calculations for the design storm.'
5. Submit soils information for the infiltration basin site including permeability and
depth to season high water table.
6. The plans show a Vortechnics Model 3000 but the calculation sheets refer to a
Vortechnics Model 2000. Please advise which is correct and describe how the model
was selected.
7. Is there a bypass mechanism for large storms ahead of the Vortechs unit? If so
please show on plans. If not please justify.
The above information must be submitted within 30 days, or your project will be returned as
incomplete. You should also be aware that the Stormwater Rules require that the permit be issued
