The proposed development consists of eighteen single family dwellings and associated infrastructure. The subdivision is designated as "high density" and is developed in accordance with North Carolina Administrative Code -Environmental Management Commission Stormwater Management Document `fl5A:021-1.1000. In total, the Stormwatcr Management Plan will receive runoff from a maximum 9.7 acres of impervious and pervious area generated by the subdivision. Stormwater generated by the project will be managed as follows: Stormwatcr generated by both impervious and pervious surfaces of the project is split into two "Drainage Areas", Drainage Area 1, and Drainage Area 2, respectively. Stormwater from Drainage Area 1, including subdivision access road, impervious and pervious areas of each single family lot. Stormwatcr runoff froth the access road will be conveyed by sheet flow to the adjacent retention swales located at property boundary and at road side. Main roadside swales are designed to accept stormwater from sheet flow from each lot and from boundary swales. Roadside grassed retention swales are 8 fleet in width, with flat bottom with a three feet horizontal to one foot vertical slope, with depth of 1.0 feet. Property boundary swales are to be located at the boundaries between each lot and arc designed to convey stormwater to main roadside swales after 20 inclieslliour infiltration rate is exceeded. Boundary swales begin at high elevation, denoted on plan by the border line separating drainage area 1 and 2. Boundary grassed retention swales are 8 feet in width, with a four feet horizontal to one foot vertical slope, yielding a depth of 1.0 feet All swales are designed such that stormwater runoff exceeding the storage tnc for I1 areas in proposed swales of 49,508 cubic feet (required storage volume is calculated at 5,780 cf) 'g conveyed to NCDOT roadside swales. Outlets of proposed Cutty Sark subdivision swales wI e rip -rap lined with #57 stone over synthetic filter fabric per NCDENR Erosion and Sediment Control Manual. Velocity of stormwater flow through both rip -rap lined outlets is calculated at 2.26 fps; therefore, stormwater will not erode rip -rap outlet or NCDOT roadside swales. Stormwater from Drainage Area 2 will infiltrate locaily at 20 inclicslhr and will be conveyed by sheet flow to canal on West side and to boundary swales if the infiltration rate is exceeded. The available area for storage of stormwater runoff conservatively, assuming all runoff is directed to the swales t vided ' to two areas. (See Stormwater Management Plan, Drawing Number 03894) Are one nd fou - denoted n lan by roman numerals) is the volume retained by the swales, which provide a e for 2.12 inchc f stormwater generated by all impervious surfaces in the project. Area two, three, Five and six (denoted on plan by roman numerals) storage volumes are provided by soil void space below the swales and above the seasonal high water table. 'Phis storage volume provided by area two, three, five and six is conservatively tIF i j aFZ i Z' calculated as an additional 2.59 inches of stormwater. Twenty percent is available in voids in soils 'Pre the water table for stormwater storage. Seasonal High Water Table for this project in 1.7 i es above mean sea level (Refer to attached soil boring report by Landmark Engineering & Environmental, dated July 19, 2003.) Soils in the project area are mapped by the USDA Department of Agricultural Soil Conservation Service's, "Soil Survey of Dare County, North Carolina" as Corolla and Duckston series fine sands. Listed infiltration rates for these soils are in excess of 20 inches per hour, therefore, total storage retained and treated by the infiltration system is 4.71 inches of stormwater generated by the maximum allowable impervious area of the proposed development. 7.3 Sr a - A f 2Lv C-F •r 4o l is 78a Rob- P4111 V, Ar 090 e-, f G x 2.IL - 300 gu ' zL. rr S 5Hr, Z uF?e n Q %J a' 14e"d 4za CAQC)-- KEJhep AfP,06A-noA i1 S M141! i t A SJ t i 4 heiwf,:} D to Rec ved Fee Paid Permit Number 3 S W7d08 New rQr-'w&,@ 1` 7 State of North Carolina 'F# Department of Environment and Natural Resources Division of Water Quality STORMWATER MANAGEMENT PERMIT' APPLICATION FORM This This form rimy he photocopied for use as an original r I. GrrtEoJ FR ' C?l,00,` The Cutty Sark Subdivision is a proposed high density residential development located in the "Town of Avon, Dare County, NC. The proposed development consists of eighteen single family dwellings and associated infrastructure. The subdivision is designated as "high density" and is developed in accordance with Stormwater Best Management Practices Manual (N.C. Department of 1-Icalth and Natural Resources, Fabruary 1999) and North Carolina Administrative Code -Section 15 A NCAC 21-1.1008. Infiltration Basin Supplement has been enclosed as required. In total, the Stormwater Management Plan will receive runoff from a maximum 30% of impervious area generated by each single family parcel of the subdivision as limited by Dare County Zoning Ordinance (See Attachment A), and from the impervious surface of tlic Cutty Sark Drive which yields 45.3% impervious coverage in the right-of-way. Stormwater generated by the project will be managed as follows: Stormwatcr Retention and Infiltration swales are designed to manage 4.3" of Stormwater over an impervious surface, generated by the 10 yr, 2 hr. storm. Stormwater generated by impervious surfaces of the project is split into two categories. The subdivision access road and the impervious areas of each single family lot. Stormwatcr runoff from the access road will be conveyed by sheet flow to the adjacent retention swales. The grassed retention swales are 20.0 feet total in width with a three feet horizontal to one foot vertical slope with a 14.0 fl flat bottom, yielding an effective depth of 1.0 feet. Stormwater from impervious surfaces on all lots will infiltrate into the adjacent soils locally and/or be conveyed by sheet flow to the road side swales. The modification will provide water access and stabilize the highground shoreline from the recent dredging activities consistent with the existing CAMA Major. This bulkhead request from the developer will allow for the bulkhead to be constructed prior to conveyance of individual lots, and will allow for the development activity to be permitted and constructed under one permit, thereby requiring less reviews by the agencies involved. The disturbance within the AEC will allow for Low Density Subdivision Stormwater Best Management Practices to be constructed per approved plans by NCDWQ. This disturbance will also cover any grading activities associated with the bulkhead construction, site restoration and preparation for homesites, and right of way swales within the AEC. *** The former spoil site will be abandoned, graded, vegetated and become homesites, Septic areas will be prevented from being placed within the former spoil area by Dare County Health Dept. ***No 404 wetland areas will be filled, disturbed or impacted by this project. ***No houses or residences, septic systems or driveways are proposed or authorized within the 75 ft AEC by this application or permit. We appreciate you meeting with Mr. Sister on short notice to resolve these issues and suggest a course of action to follow to meet our client's goals, This request will eliminate all coastal wetland impacts from the current application. 1. The disturbance within the 75 ft AEC, boat ramp, gravel boat ramp approach, 120.5 LF and 107 LF bulkhead are still being requested as part of the CAMA Major modification. 2. Please revise the field report to include the proposed 144 LF bulkhead (with a 10 LF return wall) ending at the coastal wetland vegetation boundary, and delete any portion of the bulkhead request north of Mr. Beckham's residence (or north of the proposed 144 LF bulkhead and 10 LF return wall). A revised sketch of the affected area is included with this letter to illustrate the intended final construction of the bulkhead and to clarify the development request. The proposed development consists of eighteen single family dwellings and associated infrastructure. The subdivision is designated as "low density" and is developed in accordance with North Carolina Administrative Code -Environmental Management Commission Stormwater Management Document T15A:021-1.1000. In total, the Stormwater Management Plan will receive runoff from a maximum 2.7 acres of impervious area generated by the subdivision, which accounts foe less than 30% of the total project area. Stormwater generated by the project will be managed as follows: Stormwater generated by impervious surfaces of the project is split into two categories. The subdivision access road and the impervious areas of Cach single faintly lot. Stormwater runoff from the access road will be conveyed by slicet flow to the adjacent retention swales. The grassed retention swales are 8.5 feet total in width with a three feet horizontal to one foot vertical slope, yielding an effective depth of 1.42 feet. Stormwater from impervious surfaces on all lots will infiltrate Into the adjacent soils locally and/or be conveyed by sheet flow to the road side swales. The available area for storage of Stormwater runoff conservatively, assunung all runoff is directed to the swales is divided into two areas. (See Stormwater Management Plan, Drawing Number 03894) Area one is the volume retained by the swale, which provides storage fbr 1.44 inches of Stormwater generated by all impervious surfaces in the project. Area two storage volume is provided by soil void space below the swales and above the seasonal high water table. This storage volume provided by area two is conservatively calculated as an additional .29 inches of stormwatcr. Twenty percent is available in voids in soils above the water table for Stormwater storage. Soils in the project area are mapped by the USDA Department of Agricultural Soil Conservation Service's, "Soil Survey of Darc County, North Carolina" as Corolla and Duckston series fine sands. Listed infiltration rates for these soils are in excess of 20 inches per hour; therefore, total storage retained and treated by the road side swales is 1.73 inches of storm` EOnle generated by the maximum allowable impervious area of the proposed development. s AL. 24740 s94 ti%;%IRIms!
