This project includes the construction ofa new Walgreens facility on 1.59 acres of land located
at the corner of Neuse Boulevard and DeGraffenreid Avenue in New Bern, North Carolina. The
subject property consists of five separate parcels that were recombined by the developer into one
tract. Each of the five parcels was previously developed with buildings and parking areas. The
subject property is presently approximately 99% covered with impermeable buildings and traffic
and parking areas. It is proposed that the existing development on each of the parcels be
demolished and that the entire site be razed. The Walgreens facility and parking and traffic
circulation areas will be developed as presented on the project plans. Under the proposed
development, the site will be developed to 77.5% built -upon area. In order to properly execute
the project, a Coastal Stornnvater permit, as well as a City of New Bern Stormwater Permit, must
be obtained for the project.
In that the existing site is almost completely covered with impermeable surfaces, and no
stormwater treatment devices are located on the present site, the proposed development
represents a significant improvement as far as stormwater collection, retention and treatment is
concerned. It is requested that the proposed development be approved under the Coastal
Stormwater Regulations as redevelopment; although, an engineered stormwater system is
proposed which complies with Coastal Stormwater Regulations.
In order to comply with the Neuse River Nutrient Removal Strategy, as outlined in the City of
New Bern Stormwater Manual, structural Best Management Practices (BMP's) must be
employed on the site. Bio-retention areas and vegetated swales are proposed as a means of
nitrogen removal and stormwater treatment to comply with the City of New Bern Stormwater
Program.
Two bio-retention areas are proposed for the subject property. The bio-retention areas will be
constructed by over excavating the bottom and providing a sand layer to encourage infiltration.
The bio-retention areas will be vegetated as outlined on the project plans. The bio-retention
areas were sized in accordance with the North Carolina Department of Enviromnent and Natural
Resources Standards for Structural BMP's for stormwater treatment and control.
Stormwater runoff from the impermeable areas of the subject property will be routed to one of
two bio-retention areas proposed for the site. The bio-retention areas are designed to be flooded
to a maximum depth of nine inches. A flow spreading swale is proposed along the edge of -the
bio-retention area adjacent to the pavement to encourage the diffuse flow into the bio-retention
area. The flow spreading swale has an overflow elevation at the end that will bypass the excess
volume. Any excess runoff that does not enter the bio-retention areas is routed to vegetated
swales located along the southwestern corner of the property. These vegetated swales flow to a
new drop inlet and discharge to the public stornnwater system along Neuse Boulevard through a
15-inch discharge pipe.
The proposed engineered stormwater system provides treatment levels as recommended in the
structural 13MP manual. Additionally, the bio-retention area and vegetated swale provide the
nitrogen removal required by the City of New Bern Stormwatcr Regulations.

III. REQUIRED ITEMS CHECKLIST
The following checklist outlines design requirements per the Stormwater Best. Management Practices Manual
(N.C. Department of Environment, Health and Natural Resources, February 1999) and Administrative Code
Section: 15 A NCAC 214.1008.

I7. INFILTRATION BASIN OPERATION AND MAINTENANCE AGREEMENT
1. After every runoff producing rainfall event and at least monthly inspect the infiltration system for erosion,
trash accumulation, vegetative cover, and general condition.
2. Repair eroded areas immediately, re -seed as necessary to maintain adequate vegetative cover, mow
vegetated cover to maintain a maximum height of six inches, and remove trash as needed.
3. After every runoff producing rainfall event and at least monthly inspect the bypass, inflow and overflow
structures for blockage and deterioration. Remove any blockage and repair the structure to approved
design specifications.
4. Remove accumulated sediment from the pretreatment system and infiltration basin annually or when
depth in the pretreatment unit is reduced to 75% of the original design depth. The system shall be restored
to the original design depth without over -excavating. Over -excavating may cause the required water
table separation to be reduced and may compromise the ability of the system to perform as designed.
Removed sediment shall be disposed of in an appropriate manner and shall not be handled in a manner
that will adversely impact water quality (i.e. stockpiling near a stormwater treatment device or stream,
etc.).
A benchmark shall be established in the pretreatment unit. The benchmark will document the original
design depth so that accurate sediment accumulation readings can be taken. The measuring device used
to determine the depth at the benchmark shall be such that it will give an accurate depth reading and not
readily penetrate into accumulated sediments.
When the design depth reads 1 •2 feet in the pretreatment unit, the sediment shall be
removed from both the pretreatment unit and the infiltration basin.
5. If the Division determines that the system is failing, the system will immediately be repaired to original
design specifications. If the system cannot be repaired to perform its design function, other stormwater
control devices as allowed by NCAC 2H .1000 must be designed, approved and constructed.
