PROJECT DESCRIPTION

Magnolia Woods is a proposed residential development located on the west side
of Elizabeth City at the end of Ranch Drive (SR 1190). The tract contains a total of 8.4
acres with approximately 1.23 acres of land that is not developable. The development will
contain 21 residential lots.
Development will involve construction of appro\imately 990 if of paved road,
concrete sidewalk. watermain, L_Travity sewer, sewer force slain, one stormwater detention
pond and necessary drainage ditches The mialmum lot size for this project is I O.000 sf.
Maximum impervious area For the development has been set based on a per lot maximum
of 4,500 sf. Other items contributing to the impervious area are 0.78 acres of-' roadway
and 0.1 1 acres of sidewalk. The total maximum impervious area for the site is 3.06 acres
or 36.39%.
The subdivision is desi-ned to direct stormwater runoff from all of the impervious
areas to the detention pond. Lots 1-9 and 17-19 have lot lone swalcs designed to drain
from the rear setback of the lots to the roadway. The drainage from Timber Trail and the
rear of lots l 1-16 is routed to the detention pond through a grass lined swale with 3:1 side
slopes. The drainage from Ranch Drive is collected in curb and gutter and an
utide ruround collection system that drains to the detention pond. The detention pond is
designed for 90% TSS renhovai it will be 6' deep with a permanent pool elevation of 6.0.
The outflow structure drains directly to swamp at the rear of the site. The swamp is a
portion of the wetlands of Knobbs Creels. The site is composed primarily of Drauston
soils.
The disturbed area for development is 7 acres. This area includes the entire site
exceptin<` 1.4 acres that include the swamp area.

On February 27, 2013, Roger Thorpe of the Washington Regional Office of the Division of Water Quality
(DWQ) inspected the Magnolia Woods development located at the end of Ranch Drive in Elizabeth City, NC
to determine compliance with Stormwater Management Permit Number SW7011204, which was issued on
December 21, 2001. The DWQ site inspection revealed that the project is in not in compliance with the
gp rovep d permit.
Condition 11. 6. Of the permit requires that upon completion of construction and prior to operation of the
permitted facility, a certification must be received from an appropriate designer for the system installed
certifying that the permitted facility has been installed in accordance with the permit and approved plans and
specifications. This office has no record of receiving the required certification. Conditions 11. 2. & 3. of the
permit require that the stormwater treatment facility be properly operated and maintained. At the time of the
inspection woody vegetation was observed growing in the forebay and the overflow weir. This woody
vegetation needs to be removed.
Please be advised that you are required to comply with the terms, conditions and limitations of your
Stormwater Management Permit under Title 15A North Carolina Administrative Code 2H .1003 and North
Carolina General Statute 143-214.7, including operation and maintenance of your permitted stormwater
system. Please advise when the repairs have been completed. A follow up inspection will be conducted in the
near future. A designer's certification should be submitted within 30 days.
Please be advised that violations of your Stormwater Management Permit may be subject to the assessment of
civil penalties of up to $25,000 per day per violation. If you have any questions please contact me at the
