Dear Mr. Goswick:
On January 25, 2010, the Division of Water Quality (DWQ) received your application dated January 21,
2010, to fill or otherwise impact 0.1275 acres of 404/wetland, 153 linear feet of perennial stream, 108
linear feet of intermittent stream, and 23,188 square feet of Zone 1 Tar-Pamlico River basin protected
riparian buffers and 11,685 square feet of Zone 2 Tar-Pamlico River basin protected riparian buffers to
construct the proposed Triangle North Industrial Park at the site. The DWQ has determined that your
application was incomplete and/or provided inaccurate information as discussed below. The DWQ will
require additional information in order to process your application to impact protected wetlands and/or
streams on the subject property. Therefore, unless we receive five copies of the additional information
requested below, we will place this project on hold as incomplete until we receive this additional
information. If we do not receive the requested information, your project will be formally returned as
incomplete. Please provide the following information so that we may continue to review your project.
Additional Information Requested:
1. Please re-submit your site plans on full plan sheets at a scale of no smaller than 1"=50' with
topographic contours shown, and please also include this information on disc in TIFF or PDF
format.
2. Please provide cross section details slowing the provisions for aquatic He passage.
3. Please provide building envelopes for all lots with wetlands, streams or buffers on the site plans.
4. Please indicate proposed lot layout as an overlay on the site plan (please include with information
requested in No. 1 above).
5. Please locate any planned sewer lines on the site plan.

9. Please locate all isolated or non-isolated wetlands, streams, and other waters of the State as
overlays on the site plan (please include with information requested in No. 1 above).
10. Please locate all of the protected riparian buffers as overlays on the site plan, clearly showing
Zone 1 and Zone 2 (please include with information requested in No. 1 above).
11. Please indicate all stream impacts including all fill slopes, dissipaters, and bank stabilization on
the site plan.
12. Please indicate all wetland impacts including fill slopes on the site plan.
13. Please enumerate all riparian buffer impacts on the site plan and clearly label impacts (Buffer
Impact 1, etc.).
14. Please locate all of the protected riparian buffers as overlays on the site plan, clearly showing
Zone 1 and Zone 2.
15. Your proposed stream crossing (located on Sheet No. EC-03) appears to be aligned at
approximately 55°. Please re-configure your proposed stream crossing to show it aligned
approximately perpendicular (between 75° and 105°).
16. Per the requirements of the Tar-Pamlico Riparian Buffer Rule, you must show that this site meets
diffuse flow requirements with a level spreader or other BMP per Chapter 8 of the BMP Manual
(see http://h2o.enr.state.nc.us/su/bmp forms htm).
17. Per the requirements of GC3705, this project is subject to Stormwater Management Plan (SALP)
Requirements for Applicants Other Than the North Carolina Department of Transportation (see
hqp://h2o.enr.state.nc.us/ncwetiands/). For each proposed BMP, please provide a completed
BMP Supplement Form with all required items (see http://h2o.enr.state.nc.us/su/bmp forms.htm).
18. Please provide an inventory of imperviousness surfaces in each drainage area. The inventory
should include all proposed building footprints, roads, driveways, sidewalks, gravel-surfaced
areas, amenity areas, etc. A Stormwater Management Plan (SMP) must be provided for any
drainage areas that exceed 24 percent imperviousness. For each BMP, provide a completed BMP
Supplement Form with all the required items'(see http://h2o.enr.state.nc.us/su/bmp_forms.htm).
Per NCAC 2B 15A: 02H.1000, a "drainage area" is defined as "the entire area contributing
surface runoff to a single point."
19. Please provide a qualitative indirect and cumulative impact analysis for the project. Please see
DWQ's policy for guidance on our website at:

Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
