The Division of Water Quality Central•Office received a Stormwater Management Permit Application
for the subject project on April 10,'201.2. A,preliminary review of that information has determined that
the application is not complete. The following information is needed to continue the stormwater
review:
1. Please provide information about lot 11. This lot must be accounted for in the Deed
Restrictions Form, The ultimate build -out must be shown and accounted for in the
application. As it is shown now, it would receive a zero BUA allotment; and any future BUA
on that lot would require treatment and a permit modification request.
2. The allotted lot BUA shown on the Deed Restrictions Form is not consistent with the BUA
listed in IV.10. of SWU-101.
3. Pretreatment and energy dissipation should be provided at the pipe outlets into the
infiltration basin.
4. Velocity calculations need to be provided for the v-swales to determine if energy
dissipation is needed at their outlets into the infiltration basin.
5. Plan sheets C-3.0 and C-3.1: The infiltration basin note shows the emergency spillway at
el. 249,65', but the spillway note just above the basin note shows it at el. 248.60'. Please
make consistent. Based on the calculations it should be at el. 249.65'.
6. The calculations show the minimum treatment volume as 4,887 cf, but the supplement
shows only 2,535 cf.
The Basin Design Parameters and Basin Bottom Dimensions on the supplement form are
consistent with the calculations and plans. Please verify that all are shown consistently
throughout.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to May 16, 2012, or the application will be

returned as incomplete. The return of a project will necessitate resubmittal of all required items,
including the application fee.
If you need additional time to submit the information, please mail or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must
indicate the date by which you expect to submit the required information. The Division is allowed 90
days from the receipt of a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement
action pursuant to NCGS 143-215.6A.
All revised original signed documents must be returned or new originals must be provided, Copies are
not acceptable. Any revised calculations or plans must be sealed, signed, and dated; and have a
revision date shown. Please reference the State assigned project number SW6120401 on all

RE: Storm Water Plan Submittal, Cumberland Park, Raeford, North Carolina
Robert;
We are re -submitting the Phase 11 Storm Water permitting package f-or Cumberland Park with the
additional requested information. Please find enclosed 2 copies of the revised construction sheets,
revised application page 4, supplement form and additional information.
1. Lot 1 I is to be left with a zero BUA, and the permit will need to be modified in the future if
that property is ever developed.
2. The BUA for the lots now match -up between the Deed Restrictions and the SWU-101
application.
3. Rip rap energy dissipaters have been added at the outlets of each pipe into the basin. The
pipe outlet with the greatest velocity was used to calculate the rip rap dissipater size so the
others are slightly over designed.
4. Velocity calculations for the swales have been provided, and the flows do not require the use
of any type of energy dissipaters at the outlet of the swale.
5. Plan sheets C-3.0 & C-3.1 have been revised, and two copies are included in this submittal.
E. The supplement form has been revised to show the 4,887 cf�of treatment volume.
7. All the basin design parameters are consistent throughout the plan sheets.
