The Division of Water Quality Central'Office received a Stormwater Management Permit Application for
the 3`a Brigade Phase 3 and Phase 4 project oil December 20, 2011. A preliminary review of that
information has determined that the NC DENR Modified Design Supplement is not complete.
Please resubmit Section: 1.1 NC DEN Modified Design Supplement for LID projects.
1. The supplement form must be stamped by a P.E. as it will be included as an attachment to the
permit.
2. The Draw Down Time only indicates that that it is less than 48 hours. Ponded water must
completely drain into the soil within 12 hours and to a level of 24 inches below the soil surface
within 48 h0u1-S. �� l
3. Delete line item, under-Site`Hydrolb'gy for Basin 6. DWQ is primarily concerned with the Post -
construction Runoff.
4. Under the Water Quality Volume Calculations, the value used for Impervious Area does not
indicate whether or not it includes existing impervious'areaor only new impervious area. This is
significant since the "volume to treat" for Basin 1 is 39;927 ft3. Where the provided storage is
only 34,043.08 ft3. The runoff from the existing impervious area, i.e:, Grave Street, should not
be included since it is not directed into Bioretention #7, otherwise the volume provided in bio-
retention 97 is not adequate.
5. Under "Provided Storage".for cell #7 is 12,682.08 ft. Does the 12,682.08 ft3 include 15
forebays? The plans indicate only 10 going to cell #7, with 3 going to cell #2 and 2 going to cell
#3.
6. Please revise the reference from forebays to bioswales and the correct the number going to each
cell, i.e., 10 going to cell #7, with 3 going to cell 92 and 2 going to cell #3.
7. The plans shows a bioretention cell #22 in Basin 5, the supplement form does not. Bioretention
cell #22 should be identified on the drawings and in the supplement form as either a bioretention
cell or a bioswale.

Also, sheets CG 101; CG 102; CG 104, CG 105, CG 106, and CE701 reference bioretentioil cells #1.4 A
through 4141, retention cel[s #13A through #13H and bioreten_tion cell 422. My understanding is that
while these areas do provide additional treatment and act as a. forebay'they are not designed as
bioretention basins, If they are not designed as bio-retention cells than they should be identified as
bioswales. Please resubmit sheets WWI, CG ]02, CG 1'04, GG 105, CG 106, and CE701 identifying the
areas as*bioswales. If they are designed and function as bioretention cells then the supplement form will
need to'be revised.
Please note -that this request: for additional information As in response to a. - preliminary review; The
requested information should be received by this Office prior to February 24, 2012, or the application, will
be returned as incomplete. The.return of a project will necessitate resubmittal of all required items,
including the application fee.
If you need,additional time to submit the information, please submit your request for a time extension to
the Division. The request must indicate the date by which you expect to submit the required information
The Division is allowed 90 days from the receipt of a completed application to issue _the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation,Eros ion Control Plan, is a violation of NCGS 143-215.1 and �is.subje.ct to enforcement
action pursuant,to NCGS ,143,2,15.6A.

storage requirement was reduced to 28892 Nf As designed, Basin I has 32903 sf of storage.

Cell 97 grading ivas revised due to cover on pipe network reducing the number of 'Bioswales.
Cell 47 has 9 Bioswales serving it. Storage calculations have been revised.
6. Please revise the reference from forebays to bioswales and the correct the number going to
each cell, i.e., 10 going to cell 47, with 3 going to cell #2 and 2 going to cell #3.
All forebays were renamed to Biosivales and number serving each cell vvas validated.
7. The plans shows a bioretention cell #22 in Basin 5, the supplement form does not.
Bioretention cell 922 should be identified on the drawings and in the supplement form as either a
bioretention cell or a bioswale.
Bioretention cell922 was removed from project due to lack gI'volume. Grading plan was
corrected.

After further review of the P Brigade Phase 3 and Phase 4 project the Plans, sheet CG 102, and CG 103
show that stormwater runoff is not directed to Cell #9, Cell # 10, Cell # 1 1 and Cell # 12, although the
supplement form indicates that they contribute to the overall storage provided. In the case of Cell # 10,
Cell # l I and Cell # 12 the overall storage volume, without Cell # 10, Cell 911 and Cel l # 12, is still well
above the required storage. However, in the case of Cell #9 the overall storage volume provided is
reduced to 32,623 ft3 compared to the required storage of 39,623 ft'.
Cell # 10, Cell #10, Cell # I I and Cell 412 could be converted to open space and still meet the
requirements to control and treat the first inch.
Also, please provide documentation that the project has been reviewed by Martha Morgan, with DENR, at
martlna.mor an@ncdenr-.gov.
Please note that this request for additional information is in response to a preliminary review. The
requested information should he received by this Office prior to February24, 2012, or the application will
be returned as incomplete. The return of a project will necessitate resubmittal of all required items,
including the application fee.
If you need additional time to submit the information, please submit your request for a time extension to
the Division. The request must indicate the date by which you expect to submit the required information.

and CIS 103 show that storm water runoff is not directed to Cell #9, Cell # 10, Cell # 1 1 and Cell
# 12, although the supplement form indicates that they contribute to the overall storage provided.
In the case of Cell # 10, Cell # I I and Cell 912 the overall storage volume, without Cell #10, Cell
911 and Cell #12, is still well above the required storage. However, in the case of Cell 49 the
overall storage volume provided is reduced to 32,623 113 compared to the required storage of
39,623 0.
Cell 99,10, 11, and 12 are sumped to receive sheel floK, from the adjacent grassed and concrete
areas, therefore, these cells do contribute to the treatment volume.
Basin 41 which contains Cell 99 has had the contributing area adjusted per your previous
comment letter and has more than adequate storage dare to the Grave's Street adjustment_
Cell 99, Cell # 10, Cell # 1 1 and Cell 412 could be converted to open space and still meet the
requirements to control and treat the first inch.
The installation prefers to maximize all urea for detention of stormnvater, all cells ►will remain as
submitted.

through #14J, retention cells #13A through #13H and bioretention cell #22. My understanding is that
while these areas do provide additional treatment and act as a forebay they are not designed as
bioretention basins. If they are not designed as bio-retention cells than they should be identified as
bioswales. Please resubmit sheets CG 101, CO 102, CG 104, CG 105, CG 106, and CE701 identifying the
areas as bioswales. If they are designed and function as bioretention cells then the supplement form will
need to be revised.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to February 24, 2012, or the application wil
be returned as incomplete. The return of a project will necessitate resubmittal of all required items,
including the application fee.
If you need additional time to submit the information, please submit your request for a time extension to
the Division. The request must indicate the date by which you expect to submit the required information.
The Division is allowed 90 days from the receipt of a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement
action pursuant.to NCGS 143-215.6A.

After further review of the 3rd Brigade Phase 3 and Phase 4 project the Plans, sheet CG 102, and CG 103
show that stormwater runoff is not directed to Cell #9, Cell # 10, Cell # 1 I and Cell # 12, although the
supplement form indicates that they contribute to the overall storage provided. In the case of Cell # 10,
Cell 41 1 and Cell #12 the overall storage volume, without Cell #10, Cell 411 and Cell #12, is still well
above the required storage. However, in the case of Cell 49 the overall storage volume provided is
reduced to 32,623 ft3 compared to the required storage of 39,623 ft3.
Cell #10, Cell #10, Cell #1 I and Cell # 12 could be converted to open space and still meet the
requirements to control and treat the first inch.
Also, please provide documentation that the project has been reviewed by Martha Morgan, with DENR, at
martha.morgan uiedenr. ov.
