SUBJECT: APPLICATION FOR A NATIONWIDE PERMIT 12 FOR WESTERN
CHARLOTTE OUTER LOOP, MECKLENBURG COUNTY, TIP # R-
2248.
On September 2, 1999 and August 26, 1999 respectively, the U. S. Army Corps of
Engineers (UASCE) Individual Permit, Action ID# 199930776, and N.C. Division of
Water Quality (DWQ) Water Quality Certification, WQC # 990337, were authorized for
the subject project. Since that time, a utility line has been designed such that it will be
necessary to cross a jurisdictional stream just beyond the end of section R-2248 BA.
An existing 1050 mm (3.45 ft) sewer line is proposed to be relocated as a result of
construction of the Charlotte Outer Loop (I-485). This sewer line will impact
approximately 52 feet of an unnamed tributary to Paw Creek. The current design for the
next section of the Charlotte Outer Loop, R-2248 BB, proposes to place this stream in a
box culvert. Both the sewer line and proposed box culvert are shown on Sheet 1 of 2 of
the permit drawings.
The proposed construction sequence is to construct a cofferdam to temporarily
divert the water while a trench is dug below the stream and the pipes are installed. The
trench will then be back filled and the cofferdam removed. The entire process will be
completed in less thatla day.

It is requested that these activities will be permitted under a Section 404 NWP 14.
By copy of this letter, we are also requesting a 401 General Water Quality Certification

SUBJECT: APPLICATION FOR A NATIONWIDE PERMIT 12 FOR WESTERN
CHARLOTTE OUTER LOOP, MECKLENBURG COUNTY, TIP # R-
2248.
On September 2, 1999 and August 26, 1999 respectively, the U. S. Army Corps of
Engineers (UASCE) Individual Permit, Action ID# 199930776, and N.C. Division of
Water Quality (DWQ) Water Quality Certification, WQC # 990337, were authorized for
the subject project. Since that time, a utility line has been designed such that it will be
necessary to cross a jurisdictional stream just beyond the end of section R-2248 BA.
An existing 1050 mm (3.45 ft) sewer line is proposed to be relocated as a result of
construction of the Charlotte Outer Loop (I-485). This sewer line will impact
approximately 52 feet of an unnamed tributary to Paw Creek. The current design for the
next section of the Charlotte Outer Loop, R-2248 BB, proposes to place this stream in a
box culvert. Both the sewer line and proposed box culvert are shown on Sheet 1 of 2 of
the permit drawings.
The proposed construction sequence is to construct a cofferdam to temporarily
divert the water while a trench is dug below the stream and the pipes are installed. The
trench will then be back filled and the cofferdam removed. The entire process will be
completed in less that a day.

It is requested that these activities will be permitted under a Section 404 NWP 14.
By copy of this letter, we are also requesting a 401 General Water Quality Certification
from the NC Division of Water Quality. If you have any questions or need any additional
