This letter is in response to the comments letter provided for this project, dated December 12,
2011:
1. The drainage area (DA) and impervious area is not consistently shown on SWU-101 and
the supplement form. Please revise to make all consistent with these forms, and the
calculation and plans.
A: Understood. The SWU-101 form, the supplement form and the calculations were
all updated and checked for consistency.
2. On SWU-101, IVA, through IV.10. should be based on the FVW property only. The
adjacent church property is considered as off -site area in IV.10.
A: Understood. All flows were adjusted to show the FVW Opportunities site only.
3. The supplement form is merely a tool for summarizing final design results. Please
provide your supporting calculations for the minimum required treatment volume (using
the simple method), drawdown calculations, and underdrain sizing.
A: Understood. Calculations for the volume, drawdown and underdrain sizing are
included in the modified calculations sheets.
4. The percent sand on the supplement form needs to be corrected to show a number
value.
A: Understood. The cell has been corrected to show 85%.
S. The pretreatment part at the end of the supplement form is blank. Some form of
pretreatment must be provided and indicated on this form,
A: Understood. The pretreatment utilizing gravel and grass was marked.

6. The supplement form states the SHWT is 429', but the soils report states no SHWT down
to 60" (5') below existing ground. Based on the soils report the SHWT at or below —433'
at B3 and—430.5' at B4. Please verify and revise as necessary.
A: Understood. Additional bore was completed specifically for the location of the
Bioretention cell. The testing including going to 9 feet of total bore to test for the high
water table.
7. Please provide a detail and calculations for the energy dissipater(s).
A: Understood. The calculations and details are provided.
8. Underdrains must be provided unless the assumed infiltration rate stated on the
supplement form (1.59"/hr) can be verified by an infiltration test within the footprint of
the proposed bioretention cell at the bottom elevation of the media. That said,
underdrains are recommended unless the infiltration rate is above 2"/hr. Note that the
SHWT must be 2' below the bottom of any underdrains.
A: Understood. Underdrains along with the calculations were added.
9. Please show the 4" sand layer (and any underdrains added) on the bioretention cross -
sections on sheet SW--2.
A: Understood. The 4" sand layer has been added.
10. Since the bioretention cell is proposed to be located on the adjacent property not owned
by FVW Opportunities, Inc., an agreement stating this must be provided that is signed by
the adjacent property owner.
A: Understood. Per this comment, the bioretention cell was moved to the front of the
property to segregate the overall flow between the church property and the FVW
project.
11. Nearly half of all proposed impervious area is not being captured and treated as required.
All proposed impervious area must be captured and treated to remove 85% TSS. In
addition, the rules require that the system be sized to account for the ultimate build -out
potential of the site.
A: Understood. Per our discussion, the plans were modified to the front of the
property to capture only the FVW Opportunities project. With the shift, the BMP
captures approximately 81% of the total impervious generated from the project
alone. The church property will have an impervious area close to 16% of the total
property area due to the new driveway. In order to expedite this project, it is
understood that another permit application for the church portion of the project will be
submitted in the near future (within 30 days) to DENR. This permit will be for low
density, specifically for the church property and will be signed by both FVW
Opportunities, Inc. and the church as applicant and property owner respectively.

The Division of Water Quality Central Office received a Stormwater Management Permit Application
for the subject project on December 9, 2011. A preliminary review of that information has determined
that the application is not complete. The following information is needed to continue the Stormwater
review:

requested information should be received by this Office prior to January 12, 2012, or the application will
be returned as incomplete. The return of a project will necessitate resubmittal of all required items,
including the application fee.
If you need additional time to submit the information, please mail or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must
indicate the date by which you expect to submit the required information. The Division is allowed 90
days from the receipt of a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement
action pursuant to NCGS 143-215.6A.
All revised original signed documents must be returned or new originals must be provided. Copies are
not acceptable. Any revised calculations or plans must be sealed, signed, and dated; and have a
revision date shown. Please reference the State assigned project number SW5111�01 on all

Dear Pete,
On August 19, 2011, 1 made a site visit to the proposed FVW Opportunities site in Franklinton,
NC for the purpose of making an assessment of the soil conditions for proposed stormwater
BMP devices. The assessment included hand auger borings conducted at four selected locations
shown on attached Figure 1.
The soil characteristics were observed and described to a depth of 60 inches below the ground
surface. See the attached soil profile descriptions. In general, these soils contain 4 to 20 inches
of sandy loam surface materials over layers of red clay material. This soil is classified as well
drained. No indicators of a seasonally high water table were observed within 60 inches from the
surface of any of the four soil borings. These soil borings were marked in the field with red
flagging tape.

Description
Saturated hydraulic conductivity (Ksat) refers to the ease with which pores in a
saturated soil transmit water. The estimates are expressed in terms of micrometers
per second. They are based on soil characteristics observed in the field, particularly
structure, porosity, and texture. Saturated hydraulic conductivity is considered in
the design of soil drainage systems and septic tank absorption fields.
For each soil layer, this attribute is actually recorded as three separate values in
the database. A low value and a high value indicate the range of this attribute for
the soil component. A "representative" value indicates the expected value of this
attribute for the component. For this soil property, only the representative value is
used.
The numeric Ksat values have been grouped according to standard Ksat class
limits. The classes are;
Very low: 0.00 to 0.01
Low: 0.01 to 0.1
Moderately low: 0.1 to 1.0
Moderately high: 1 to 10
High: 10 to 100
Very high: 100 to 705
