Construction of the storm water management devices for the referenced project, as
permitted under the North Carolina Department of Environment and Natural Resources
Division of Water Quality (Storm Water Permit Number SW5100601), has been
completed. A copy of the Designer's Certification covering Dry Detention Basin 1 and
Bioretention Area 1 is enclosed.

I, R. Todd Fisher , as a duly registered Professional Engineer in the State of
North Carolina, having been,authorized to observe periodically the construction of the
project,
Northeast District Park, Chatham County, North Carolina
(Project)
for Chatham County (Project Owner) hereby state that, to the
best of my abilities, due care and diligence was used in the observation of the project
construction such that the construction was observed to be built within substantial
compliance and intent of the approved plans and specifications.
The checklist on Page 2 of this form is included in the Certification.
Noted deviations from approved plans and specification;
1. Outlet Control Structure at Dry Detention Basin 1 installed slightly lower than
plan elevations (±2.5"); however, required flow attenuation has been attained.
2. Design storage volumes not achieved at Bioretention Area 1; however,
minimum required surface areas and volumes have been attained:
