SEAL CI SAND FILTER RESPONSIBILITY NOTES The property owner is responsible for maintaining the completed permanent sand filter as directed by the governmental office having jurisdiction for watershed protection. The permanent sand filter shall have full design volume available prior to any issuance of certificates of occupancy for the site and/or prior to any plat recordation for the site. This may require the cleanout and disposal of sediment from the device. The government office having jurisdiction for watershed protection and their assigns have right of access to the permanent sand filter for inspections and maintenance enforcement. Final approval of installed runoff control structures will be required at finalization of the grading permit or at issuance of the final building certificate of occupancy (compliance), whichever comes later. If neither a building permit nor r a grading permit is required for a site, then any required runoff control structure shall be substantially completed prior to installation of any built —upon area on the site. Engineering certification of completion shall be required prior to final approval by the Enforcement Officer. OPERATIONS AND MAINTENANCE MANUAL WATERSHED PROTECTION SAND FILTER DEVICE OPERATION OF SAND FILTER Sand filters satisfy the State's minimum requirements of 85% removal of Total Suspended -Solids. The sand filter design is comprised of two basic components: the sediment chamber and :the sand chamber. Both are important parts of the design, and neither can be omitted. The purpose of the sediment chamber is to reduce the amount of sediment that reaches the sand chamber and to help ensure that stormwater reaches the sand chamber as sheet flow. The purpose of the sand chamber is to trap the finer sediment along with pollutants attached to the sediment, and to provide a media for microbial removal of bacteria. Sand filters work by receiving the first flush of runoff and settling out the heavier sediment in the sediment chamber. Water then flows to the sand bed in sheet flow where pollutants are either trapped or strained out. Sand filters are to be used only for drainage areas that have been stabilized. Sediment from construction activity can quickly clog the sand filter, thereby reducing the required size of the filter. Drainage areas directed to each sand filter should be kept below 5 acres in size. Larger drainage areas area less likely to be entirely impervious, and it is more difficult to distribute the flow of runoff across the sand bed. Sand filter drain pipes should always be operable so that the water can be drawn down in the event of severe rain or for repairs or maintenance. MAINTENANCE OF SAND FILTER The installation of a sand filter can required substantial routine and non —routine maintenance. Debris and sediment can effectively plug a sand filter and prevent it from completing its intended function. Weekly policing of teh filter chambers adn the drainage area contributing to the basin must be done to prevent premature clogging. Careful attention must be paid to eliminating or preventing sources of sediment (i.e. unstable bare earth areas, sanding parking areas during winter, etc.) Maintenance operations must be performed when storms of approximately one inch are not passing through the filter within 24 hours. The filter material surface must be inspected regularly to ensure that the material has not become clogged with debris (or pollutants) and has not been compacted or become "crusted over" so as to prevent the free flow of water. Maintenance for sand filters consists of removing the first two or three 'inches of discolored sand and the replacing this with new sand. At the some time that maintenance is performed on the sand chamber, the sediment chamber should be pumped and cleared. Spillway structures and pipes including the filter drain must be inspected regularly (at least once a year) to ensure there is no blockage or structural damage. Filter basin repairs and maintenance will require a professional engineer to prepare a plan or detail and certify the completion of the repairs. SAND FILTER SPECIFICATIONS Sand used in the sand filter chamber must be either NCDOT Standard Size 2S or ASTM C-33. Compaction must be 95% standard proctor for fill areas. All slopes for sedimentation chamber and sand filter chamber must be 3: ! , Dram pipes in bottom of sand filter chamber should have screen covered with filter fabric on exposed ends to prevent pipe from becoming clogged. SEQUENCE OF CONSTRUCTION - SAND FILTER # 1 1. CONTRACTOR TO ENSURE EROSION CONTROL PERMIT HAS BEEN OBTAINED, 2. CLEAR AND GRUB SITE AS REQUIRED. 3. INSTALL SILT FENCE BELOW TOE OF DAM TO PREVENT ANY SILT FROM LEAVING THE PROPERTY. 4. EXCAVATE SAND FILTER TO DESIGNED GRADES. 5. INSTALL UNDER DRAIN SYSTEM. 6. SHAPE SAND FILTER EMBANKMENTS AND DIVERSION CHANNELS AS PER PLAN. 7. ONCE FINAL GRADE IS OBTAINED, CONTRACTOR TO OBTAIN AS -BUILT OF SAND FILTER FOR ENGINEER TO CERTIFY THATTHE DESIRED SURFACE AREA, VOLUME AND ELEVATIONS OF ALL STRUCTURES HAVE BEEN OBTAINED PRIOR TO SEEDING AND MULCHING EMBANKMENTS. 8. EXTEND STORM DRAIN FROM STREET TO POND AND INSTALL RIP RAP OUTLET PROTECTION AND CHANNELS FROM PIPE OUTLET TO SAND SURFACE. SHOULD SLOPES CHANGE IN FIELD DUE TO FILL CONDITIONS, NOTIFY ENGINEER IMMEDIATELY DUE TO THE NATURE OF RUNOFF ENTERING SAND FILTER. HIGH VELOCITIES WILL ERODE SAND FILTER AND THIS MUST BE AVOIDED. 9. INSTALL FILTER FOREBAY. 10. SEED AND STABILIZE SLOPES WITHIN ONE WEEK OF COMPLETION OF POND. INSTALL CHANNEL LINERS IMMEDIATELY. 11. CONTRACTOR TO CLEAN OUT ANY SEDIMENT THAT MAY ACCUMULATE AFTER A STORM EVENT DURING POND CONSTRUCTION, ALL SEDIMENT IS TO BE REMOVED PRIOR TO PLACING POND INTO OPERATION. 12. NOTIFY ENGINEER FOR FINAL INSPECTION. 13. ONCE SAND FILTER AND ALL DISTURBED AREAS ARE STABILIZED, EROSION CONTROL MEASURES MAY BE REMOVED. DEVELOPER 14.
