On May 19, 2011, Sue Homewood, Robert Patterson and Brian Lowther from this Division conducted a routine inspection of the approved Bioretention Cells. The following items were noted during their inspection: • An engineer's certification has not been received by the Division prior to occupancy of the project as required by Condition IL7 of Permit No. SW4091201. • The approved plans indicate that the ponding depth in Bioretention Cell #1 is to be 12 inches. The outlet structure is shown in the picture below and appears to be installed at an improper elevation. This outlet elevation is not allowing for the required 12 inches of ponding of stormwater in the biorentention cell as per the approved plans. Please modify the outlet structure to comply with the approved plans and provide an engineer's certification that the corrections have been made. Should you choose to modify the design of the bioretention cell you must submit and receive approval for revised plans per Condition IL IO of Permit No. SW4091201. Please also note that Condition Ii.3 of Permit No. SW4091201 requires routine inspection, operation and maintenance of the bioretention cell and Condition 1L4 of Permit No. SW4091201 requires that maintenance records be kept for each BMP. Condition II.5 requires that the Pcrmittee shall submit to the Division an annual summary, report of the maintenance and inspection records for each BMP. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The side slopes of the bioretention cell must be 3:1 or lower. Some of the side slopes are 2:1. Please revise these to be 3:1 or lower. 2. Please show recorded drainage easement and public right'of way on plan sheets. 3. Please indicate the P-Index is between 10 and 30. 4. Most of the plants in the planting plan are not listed in the recommended bioretention plant list in chapter 12 of the BMP Manual. The list is not exhaustive and other plants may be -used but these species have been found most suitable for North Carolina BMP sites. Please revise the planting plan to include plants from the list or provide an explanation on why other plants -were used and why they are most suitable for this site. Please make sure the planting plan includes a detail describing how to best plant trees in a bioretention cell. The bioretention chapter states "For best survival, trees should be planted -with the top of the root ball partially out of the media. They should be planted to have_ from 113 to 1/2 of the root ball within the media. This would leave from 213 to 112 of the root ball above .the media." Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 9, 2010, or the application will. be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. The contractor should be using fill media that meets the specs on the approved plans and what was on the supplement form. Below is what the BMA manual says about the soil media. The media needs to meet these specifications and it will be mostly sand but will need to have some fines and organic matter. So, to answer your question I would be concerned if the media is only river sand. Let me know if you need more help with this. Brian The soil mix should be uniform and free of stones, stumps, roots or other similar material greater than 2 inches. It should be a homogenous soil mix of 85-88 percent by volume sand (USDA Soil 'Textural Classification), 8 to 12 percent fines (silt and clay), and 3 to 5 percent organic matter (such as peat moss) shall be used. Higher (12 percent) fines content should be reserved for areas where IN is the target pollutant. In areas where phosphorus is the target pollutant, lower (8 percent) fines should be used. Additionally, the phosphorus content of the soil mix should be low. Soil media should be sent to NC Department of Agriculture [NCDA] labs to be analyzed. The P-Index for bioretention soil media should always range between 10 and 30, regardless of the target pollutant (Hardy et. al., 2003 and 1-11.11lt et. al., 2006). A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwaler review: 1. The side slopes'of the bioretention cell must be 3:1 or lower. Some of the side slopes are 2:1. Please 7-.Vise these to be 3:1 or lower. 2. Please show recorded drainage casement and public right of way on plan sheets. 3. Please indicate the P-Index is between 10 and 30.. 4. Most of the plants in the planting plan are not listed in the recommended bioretention plant list in chapter 12 of the BMP Manual. The list is not exhaustive and other plants may be -used but these species have been found most suitable for North Carolina BMP sites, Please revise the planting -plan to include plants from the list or provide an explanation on why other plants. were used and why they are most suitable for this site. Please make sure the planting plan includes a detail describing how to best plant trees in a'bioretention cell. The bioretention chapter states "For best survival, trees should be planted with the top of the root ball partially out, of the media. They should be planted to have. from 1/3 to 1/2 of the root ball within the media. This would leave from 2/3 to 1/2 of the root ball above -the media." Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 9, 2010, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee.
