Thanks for the update. If they are occupying the building then you'll want to certify it based on any final inspection
notes you have and consider this work now to be repair work that they should just keep record of with their inspection
records. If you certify it now then now would be when they are authorized to occupy the building. Call me if that
doesn't make sense.

met with the contractor up there and am having them dig out the mulch and replace it. I dug down in a few locations
and thankfully sediment does not go all the way thru. I am having them add more rip rap to stabilize the ditch on both
ends, that soil up there is terrible and they will always have a problem with it, the rip rap will allow the water to slow
down, deposit the silt and grass will eventually grow thru it....better than on the dirt....haha Will inspect and send cert
after it is done.

Hey Mack,
Did this happen to fall off to the side? I still need that final cert. to consider this site in compliance. I also drove by and
they have some erosion in the'channels going to the cell that they need to make sure they address or watch.

On your cert. be sure to make a note of when you considered it complete (maybe when you did your last inspection) so
we have a "start date". You can't back date the cert. but if you certify it now they'll have been out of compliance
because they are occupying the building. But you can put a note that indicates you did a final inspection and "cleared
them to occupy" etc, but didn't file the cert.
Their permit requires an annual report to be submitted, the first one would be a year after they occupy the
building/your final inspection, so you may need to get with them or remind them about that depending on when it was
finished....

Re: Identification of the seasonal high-water table for proposed Bio-Cell storm -water device at Hospice of
Randolph County (416 Vision Drive, Asheboro, NC)
Mr. Summey,
Per your request, soil conditions were evaluated at the proposed Bio-Ccll device on the above -referenced
property to determine the depth of the seasonal high-water table. Work was conducted to satisfy requirements
set forth in the North Carolina Division of Water Quality Stormwater Best Management Practices Manual.
Samples were collected with hand augers.
The seasonal high-water table is determined by a field evaluation for soil wetness conditions. Soil wetness
conditions are determined by the presence of colors with a chroma of 2 or less (in Munsell color notation) in
mottles or the horizon matrix. Colors of chroma 2 or less due to relic minerals from the parent material
(underlying rock) are not considered as indicators for soil wetness conditions.
RESULTS
Multiple soil borings were placed around the perimeter of the Bio-Cell (elevation 714'). The seasonal high-
water table was not observed within 8'of the surface (706').
The attached map shows the approximate location of each sampling point, its elevation, and the elevation at
which the seasonal high-water table was observed (if applicable).
I am pleased to be of service in this matter and will be available, if necessary, to provide additional services that
may aid in the successful completion of this project.

Project Narrative
Hospice of Randolph County
Vision Drive
Asheboro, NC
The purpose of this narrative is to briefly describe the development of a new 12 bed Hospice Care
Facility located on a 4.924 acre parcel at 416 Vision Drive in Asheboro NC behind the Administrative
offices.
This stormwater management plan is the result of the site being Tipped Into the NPDES Phase II
regulations and as a result must comply with the Post Construction Rules.
The existing 4.924 acre site is currently wooded with mostly hardwoods and a few evergreens. The
existing topography slopes from east to west and has a sanitary sewer service line draining from East
to West along the Northern property line. A portion of the existing Hospice Administrative parking lot
drains thru the proposed development area. No intermittent or perennial streams exist on the property.
The proposed development consists of clearing, grubbing & grading approximately 3 acres and placing
a building in the North — Northeastern corner of the property. The existing Built Upon area will flow
to a new grated inlet and be routed around the proposed bio-cell on the new site. The new Bio-cell will
be constructed and all new Built Upon Area (BUA) will be directed to the biocell thru a series of
grated inlets and a RCP stormwater network and will be discharged thru a Class B Rip Rap outlet and
into a grass lined channel then flow into the bio-cell. A detailed sequence of construction has been
provided to ensure the bio-cell is completed at the end of the project and that the site is stabilized prior
to allowing any stormwater to enter the completed bio-cell.
The total drainage area flowing to the bio-cell is approximately 80,586 sf (1.85 Ac.) of which 62,808 sf
(1.44 Ac) is Impervious. The bio-cell is large enough to treat the current site and will allow for future
expansion should the Hospice Center ever needs to expand.
The site has been approved by the City of Asheboro Planning and Engineering Departments and the
NCDENR-Division of Land Quality. Please see the attached plans, calculations and details for more
information.
