NARRATIVE I. NATURE: THE PROJECT CONSISTS OF THE INSTALLATION OF APPROXIMATELY 1.7 MILES OF 5 FEET WIDE CONCRETE SIDEWALK. THE INSTALLATION WILL BE PRIMARILY ACCOMPLISHED WITHIN THE RIGHT OF WAY OF EXISTING ROADWAYS (OWNED BY THE TOWN OF WAXHAW AND NCDOT), WITH THE EXCEPTION OF A SHORTSTEEP SECTION AT MILLBRIDGE ROAD AND KENSINGTON ROAD, WHICH WILL BE INSTALLED ON PRIVATE PROPERTY WITH PERMISSION FROM THE OWNER. THE SIDEWALK WILL BE PLACED APPROXIMATELY 1 FOOT INSIDE OF THE RIGHT OF WAY LINE. WHILE THE MAJORITY OF THE SIDEWALK IS OFFSET A MINIMUM OF 6 FEET FROM THE EDGE OF PAVEMENT, SHORT SECTIONS WERE PLACED IMMEDIATELY AGAINST THE EDGE OF PAVEMENT WHERE NEEDED TO AVOID OBSTACLES. A GRASS STRIP BETWEEN THE EDGE OF PAVEMENT AND THE SIDEWALK IS PROVIDED FORM OST OF THE INSTALLATION. 11. PURPOSE: THE SIDEWALK PROJECT ENHANCES THE PEDESTRIAN CONNECTIVITY BETWEEN WAXHAW ELEMENTARY AND ITS SURROUNDING COMMUNITY AND KENSINGTON ELEMENTARY AND ITS SURROUNDING COMMUNITY, THE PROJECT IS INTENDED TO ENCOURAGE CHILDREN, INCLUDING THOSE WITH DISABILITIES TO WALK, BIKE AND TRAVEL TO SCHOOL. III. PERTINENT CONDITIONS OF SITE AND ADJACENT AREAS: SINCE THE SIDEWALK WILL BE PLACED ADJACENT TO EXISTING ROADS, THE SIDEWALK GRADES WILL GENERALLY FOLLOW THE LONGITUDINAL PAVEMENT GRADES, ALWAYS MAINTAINING A MAXIMUM 2% CROSS SLOPE. LONGITUDINAL GRADES FOR THIS PROJECT VARY FROM FLAT TO 10%. DRIVEWAYS WILL BE TIED IN TO THE NEW SIDEWALK TO REPLICATE THE EXISTING CONDITION AS MUCH AS POSSIBLE. THE AREAS IN WHICH THE SIDEWALK WILL BE CONSTRUCTED ARETYPICALLY FREE OF WOODY VEGETATION AND TEND TO BE LAWNS MAINTAINED BY HOMEOWNERS. THE EXISTING DRAINAGE PATTERNS WILL BE MAINTAINED SUCH THAT AREAS RECEIVING EXISTING SHEET FLOW WILL PASS OVER THE SIDEWALK AND WHERE CONCENTRATED FLOW 15 CROSSED BY THE SIDEWALK, SMALL DRAINAGE STRUCTURES WILL BE INSTALLED TO MAINTAIN THAT PATH. IN GENERAL, THE SIDEWALK WILL BE PLACED AT OR NEAR EXISTING GRADE SOTHERE WILL BE NO IMPACTTO EXISTING DRAINAGE PATTERNS. WHERE VERTICAL OBSTRUCTIONS EXIST IN THE RIGHT OR WAY, SUCH AS SIGNS AND POWER POLES, THE SIDEWALK WILL BE ADJUSTED TO AVOID THE OBSTRUCTION UPON APPROVAL OF THE OWNER. OTHER ITEMS IN THE RIGHT OF WAY, SUCH AS METER BOXES, CLEANOUTS AND MANHOLES WILL BE ADJUSTED TO A LEVEL FLUSH WITH THE TRAVELING SURFACE OF THE SIDEWALK SO AS NOT TO IMPEDE TRAVEL OR CAUSE OBSTRUCTION. IV. PROPOSED EROSION AND SEDIMENTATION CONTROL MEASURES: NCDNR STANDARD EROSION CONTROL MEASURES WILL BE IMPLEMENTED WITHIN THE NARROW RIGHTS OF WAY WHERE APPLICABLE, INCLUDING THE FOLLOWING. • SILT FENCING • INLETPROTECTION • DITCH CHECK DAMS • SEDIMENT TU BES • ROCK INLET SEDIMENT TRAPS • SODDING • GRASSING BECAUSE THE RIGHT OF WAY IS LIMITED ALONG THE SIDEWALK ROUTE, SPECIAL LIMITATIONS ARE PLACED ON STAGING THE WORK AND STOCKPILING EXCAVATED MATERIALS AS DESCRIBED BELOW IN THE CONSTRUCTION SEQUENCE AND IN THE GENERAL NOTES. V. DISTURBED AREA: THE LIMITS OF CONSTRUCTION ARE SHOWN ON THE DRAWINGS. THE CONTRACTOR WILL BE RESPONSIBLE FOR ADJUSTING ALL MANHOLES, INLETS AND VALVE BOXES TO BE FLUSH WITH THE NEW SIDEWALK, ALL MATERIALS SHOULD MEET THE REQUIREMENTS OF THE SPECIFIC UTILITY OWNER. 8.
