Please provide the construction sequence for the BMPs (it is important that the area be stabilized prior to the construction of the BMPs. 2. Soil borings in the actual area of the Bioretention BMPs should be provided (representative soil borings for the cottage infiltration BMPs is acceptable). 3. Please indicate DA 1 more clearly. 4. Indicate why the detention ponds after the Bioretention BMPs are required (as you stated, a Madison County ordinance), provide a typical design for them, and show the outlet for Detention Pond 3. Since the "bypass" from the Bioretention BMPs go to the detention ponds, it is especially important that the outflows from the detention ponds are nonerosive. The DWQ does have some concerns that no bypass is provided before or within the Bioretention BMPs, but is willing to consider this design (and may caveat the permit that corrective measures must be taken if erosivity occurs or if the Bioretention BMPs do not work as intended). 5. Please recheck the calculations for the broad crested weir on the Bioretention overflow weirs. 6. Please confirm that the Bioretention BMPs have the minimum planting density (400 stems/acre). 7. Specify double or triple shredded hardwood mulch for the Bioretention BMPs. 8. Reconfirm the surface area for each BMP (and state how this will be confirmed in the field). 9. Make corrections/clarifications on the Supplement pages to the BMPs ("N" for vegetated filter, reconfirm drawdown rates, etc.) 10. The overflow from Bioretention 2 is routed to the existing pond. Please explain how this will not cause hydraulic issues for the pond. 11. The elevations for Bioretention 3 should be corrected. 12. Please provide example calculations for the infiltration BMPs (typical). Also provide a StormTech brochure for the specific system to be used. Please explain how the bypass from these BMPs will be non -erosive. In addition, the seasonal high water table must be greater than 2 feet for the infiltration trenches. 13. The total impervious surface area for the cottages must be restricted to ensure that each infiltration system can appropriately handle/treat the first inch of rainfall. Since this area is maintained by the owner (and will not be sold as individual lots) you may need to modify the DWQ's Deed Restriction document. 14. Some drains in the golf course area appear to have plunge pools/energy dissipaters near the wetland areas. These should be kept out of the wetland areas (as far back as feasible). Other plunge pools/energy dissipaters should be kept 30 feet from surface waters (as has been discussed in prior meetings regarding the 401 approval — this appears to have been complied with via the plans). The following changes were made: Review Comment # 1: Attached as "Appendix C" in the Stormwater Calcs is a deed showing Whiteside Fund, LP as owner of the property in question. William McKee is the managing partner of Whiteside Fund, LP. Please see attached documentation in the Stormwater Calcs. Review Comment 42: Attached as "Appendix A" in the Stormwater Calcs are the requested Deed Restrictions. Review Comment #3: One copy has been forwarded to Cyndi Karoly. Review Comment 44: A Soils report is included in the Stormwater Calcs. We feel that the individual systems, while not totally necessary, are the best method of controlling runoff and water quality in this situation. By using individual systems and infiltration, we are eliminating concentrated stormwater as much as possible. Also by using the same infiltration system for both water quality and detention, we are infiltrating the maximum amount of stormwater back in to the ground as opposed to discharging in to a surface water. Review Comment #5: O&M Agreements are included as "Appendix B" in the Stormwater Calcs, Review Comment 46: Every swale on site, including diversion ditches and road -side ditches has been calculated to ensure stability. The liner specified in the ditch calc charts are based on the maximum 1 of 2 V allowed for each type of liner. Please see the "Sample Calculations" section of the Stormwater Calcs for a sample ditch stability calculation. Review Comment 47: The drainage areas for each raingarden have been included on sheet CE-3. Review Comment #8: Please see the "Sample Calculations" section of the Stormwater Calcs for additional sample calculations. Review Comment #9: The plans have been revised to show the proposed grading in the village area. See sheet CE-3. Review Comment # 10. - Sheet DT-3 now shows a cross-section for each raingarden. - Sheet DT-3 now shows storage volumes for each BMP - Sheet DT-3 now shows a detail for each raingarden's overflow. - The Bioretention Cell Supplements and the details on sheet DT-3 now include a specification for the P-index of the media - Sheet DT-3 shows a revised planting plan for each raingarden - Sheet DT-3 now shows the inlet velocities for each raingarden. - A note has been added to sheet CE-3 ensuring that access and an easement for all BMP's. - A note has been added to sheet CE-3 specifying that not river rock be taken from adjacent streams. Review Comment #11: The flow from each raingarden will flow through a man-made water feature and in to a detention pond. Overflow from the detention pond will similarly flow through a man- made water feature and which act as "level spreaders" during storm events. A calculation for each overflow has been included on sheet DT-3 showing non -erosive velocities in the channels. Please let me know if you have any additional questions.
