I hope you are both well today. Please accept the attached document as our notice of activity commencement on the Aulander
Holloman Solar Site. Our crews are currently laying stone towards the panhandle, and plan to impact the wetland on the eastern
border by tomorrow. Subsequent impacts, according to the approved 401 Certification, DWR # 18-0456, will be occurring over the
next few weeks, as weather allows. A certified copy of the above letter will be arriving at your office shortly.

Dear Robert:
Pursuant to condition 6, of the After -the -Fact Approval of 401 Water Quality Certification with
Additional Comments (DWR # 18-0456), issued as authorization to conduct impacts of .25 acres of
wetlands and 56 linear feet of streams on the Aulander Holloman Solar Site, which states,
"6. Notification of Construction
The Washington Regional Office shall be notified in writing once construction at the approved impact
areas has commenced. [15A NCAC 02H .0507 (c) and 15A NCAC 02H .0502 (e))",
Aulander Holloman Solar, LLC will begin construction on Wednesday, August 91h, 2018. Construction of
the road, impacting the wetland on the east side of the panhandle, will be the first activity initiated. The
subsequent impacts in the panhandle, and installation of the stream crossings in the two locations outlined
in the approved documentation are planned to be done in the following weeks.
Sediment and erosion control measures, as prescribed in the plans, will be utilized to ensure no
sedimentation occurs while construction is underway, and until construction is complete.
