After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3025. This approval is only valid for the purpose and design that you described in your application. If you change'your.prcjeat, you must notify us and you may be required to send us a new application. For this ,.r>. approval to be valid, you must follow the conditions listed in the attached certification. The on-site detour shall be restored to grade after use and revegetated at 320 stems/acre with Bald Cypress and Black Gum as well as other native species: ; In addition, you should get any other federal, state or local permits before you go ahead with your project. PROJECT SUMMARY: N.C.D.O.T. proposes to replace the existing bridge over the Waccamaw River, on NC Hwy. 904, on the Brunswick/Columbus County line. r r° N.C.D.O.T./Bridge #9 Page 2 , 9. PROTECT DESCRIPTION The project site is the existing bridge crossings of the Waccamaw River, on NC Hwy. 904, east of the Pireway community, of Brunswick County. The Waccamaw River constitutes the boundary between Brunswick and Columbus counties. The Waccamaw River originates from Lake Waccamaw, approximately 23 miles up river from the project site, and flows into South Carolina at approximately six miles down stream. Within the river's floodplain, cypress/gum swamp and low woodlands extend above and below the bridge site. On the southwest side of the Bridge #9, there is a N.C. Wildlife boat ramp which provides public access to the river. Both of the highway approaches to the bridge were constructed on filled causeways through the river's floodplain. The existing bridge is supported by creosote pilings, and was build in 1950. The structure has been appraised as structural deficient, with an approximate two (2) year remaining service life. Bridge #9 is 320 feet long, and 24 feet wide, with a clear roadway width of 22 feet. At the bridge site, the Waccamaw River is 290 feet wide, but the river's average width, both up and down stream, is approximately 200-225 feet. The normal water width of the river will vary seasonally, lower in summer and higher in winter. The Waccamaw River is considered Inland Waters by the N.C. Division of Marine Fisheries/N.C. Wildlife Commission. The N.C. Division of Environmental Management classifies the river as C-Sw above and B-Sw below the NC Hwy 904 bridge. The N.C.D.O.T. proposes to replace the existing bridge, on the same alignment, with new structure. The dimensions of the new Bridge #9 would be 320 feet long and a 30 wide feet clear deck width, consisting of three (3) sections of cored slab concrete decking (2 @ 100 and 1 @ 120 feet long), with two (2) support structures in the river consisting of concrete pilings and girder caps. These support structures would replace the seven (7) rows of existing wooden support pilings. Clearance under the bridge would be slightly higher than the existing structure (approx. 12.3 ft.). The elevation of the new bridge would be raised approximately one foot to preserve the current vertical clearance. To accommodate a wider bridge, it will be necessary to widen both bridge approaches of NC Hwy 904, approximately 9-20 feet. The proposed expansion is on the north side of the fill base of the road, and would consist of a strip approximately 5740 feet long and 10-16 feet wide, on the west side of the bridge, and a strip 1361 feet long and 6-23 feet wide, on the east side of the bridge. No earthen fill material is proposed below normal high water. The existing sloped concrete bulkhead protecting the toe of the existing bridge abutments would be removed and Class II rip rap would be utilized to stabilize the toe of the new bridge abutments. To accommodate traffic, during the construction of the new bridge, the applicant proposes to build a temporary detour and bridge on the upstream (north) side of the project site. The temporary bridge would be constructed, on pilings to provide equal vertical and horizontal clearance to maintain navigation during bridge replacement. Detour approaches to the temporary bridge would require the temporary placement of fill material into adjacent wetlands (approximately .59 acres). The fill material would be placed on a geotextile material to minimize its intermixing into the existing soil and aid in removal, once the new bridge is completed. d0k •' N.C.D.O.T./Bridge #9 Page Three 10. ANTICIPATED Il"ACTS The project would permanently incorporate 25,700 square feet (.59 acre) of wooded swamp wetlands. An additional 25,700 square feet (.59 acre) of wetlands would be temporarily impacted by the construction of the detour approaches to the temporary bridge. All of the proposed wetland, fill, both permanent and temporary, would be within previously disturbed areas. The project should not significantly impact navigation, since there is no reduction of the existing clearance between both the temporary and new bridges and the water surface. The reduction of bridge supports in the creek would provide more available area for boat passage. Temporary disruption of the stream bed, and some short-term turbidity is expected during construction, but should not present any long-term adverse impacts. Because of the close proximity to wetlands and the river, there is the potential for accidental deposition of earthen material and/or construction debris into these fragile areas. Strict monitoring and maintenance of sedimentation and erosion control structures is mandatory during construction, as well as, complete restoration of the temporary wetland fill area. The project would result in the replacement of an inadequate highway bridge, and provide for the continuance of safer traffic operations in the future. Submitted by: E.F. No. B-2530; State Project No. 8.1431001 The North Carolina Department of Transportation proposes to replace the referenced structure on existing location, along with associated approach improvements. The new bridge is to be approximately 97.6 meters (320 feet) long with a 7.2 meter (23.6 foot) travelway with 1.0 meter (3.3 foot) shoulders on each side. Navigation will be accommodated with a vertical clearance of 3.8 meters (12.3 feet) above ordinary high water and a horizontal clearance of 21 meters (68.9 feet). The elevation of the entire bridge will be raised 0.3 meter (1.0 foot) in order to meet current design standards requiring an increased superstructure depth. The existing navigation clearance and alignment of the roadway approaches will be maintained. The replacement of the bridge will require permanent fill in 0.24 hectare (0.59 acre) of jurisdictional wetlands. Please note that this reflects avoidance of more extensive wetland impacts (approximately 1.2 hectares 12:9 acres}) which would have been incurred by placing the structure on new location. NCDOT has also investigated the possibility of utilizing retaining walls to minimize wetland fill areas. The wetlands to be impacted by this project occur in narrow bands along the approach roadways. Placement of retaining structures to eliminate side slopes in wetlands for this project would cost in excess of 1.4 million dollars. It is our opinion that this cost would be excessive considering the minor wetland impact involved in this bridge replacement. March 14, 1996 Page 2 A temporary detour is to be constructed on the upstream side (north) of the existing bridge. Vehicular traffic will be maintained on the run-around detour throughout construction of the new bridge. The detour bridge will also provide horizontal and vertical navigation clearance equal to the existing bridge. Placement of the detour bridge will require temporary fill in 0.24 hectares (0.59 acre) of wetlands. No excavation in wetlands will be necessary. The temporary detour will be constructed of a readily removable stabilization material such as geotextile fabric. This will minimize .intruction into the organic layer of the soils and thus ensure preservation of a seed bank in the topsoil. This should improve the speed of recovery of the temporary fill area. All temporary fill will be removed following completion of the permanent structure, and the detour area will be restored to its original contour and surface texture. Please note that the upstream location of the temporary detour was selected due to the presence of higher quality wetlands and a public boat ramp on the downstream side of the existing bridge. The area on the upstream side of the bridge has previously been distrubed by clearing activities for utilities and failed housing construction. No stream relocation or channel change will be involved in this project. Due to the small area of permanent wetland fill, no mitigation is proposed apart from restoration of the detour area. It is anticipated that natural succession will lead to the re-establishment of wetland vegetation within the footprint of the detour area. In order to minimize the effects of construction on anadramous fish utilizing the Waccamaw River for spawning, a construction moratorium on instream work will be observed from April 1 through June 30. NCDOT's Best Management Practices for the Protection of Surface Waters will be implemented throughout construction. Due to the pending Outstanding Resource Water status of the Waccamaw River, High Quality Water Sedimentation Controls will also be utilized. The U.S. Fish and Wildlife Service maintains a public boat access ramp in the southeast quadrant of the project area. Long-term accessibility of this facility will not be affected by the bridge replacement. Furthermore, the access road to the boat ramp/parking area will be maintained throughout construction. No utilities are attached to the existing bridge. Overhead electrical lines parallel to the structure are on the upstream side of the bridge and will not be affected as a result of this project. The scope of work for this project was documented in a Categorical Exclusion approved by the Federal Highway Administration on August 26, 1994. Copies of this document are available upon request. Application for a Major CAMA Permit is hereby made. A set of permit drawings depicting the proposed work is enclosed. By copy of this letter, a request for 401 Water Quality Certification by the North Carolina Division of Environmental Management is hereby made.
