PROJECT SUNINIARY: The applicant is proposing to renovate the existing WRC Town of Beaufort boating access area and perform maintenance excavation within the ramp area and channel. 9. Narrative Descri tp ion: The Beaufort boating access project is located at 2370 Lennoxville Road in Beaufort, Carteret County. Lennoxville Road is found by turning right off of Hwy 70 east (adjacent to Gaskills general store) onto Lennoxville Road. Follow this road for about 3/a of mile. The site will be located on the north side of Taylors Creek in this area. The subject property is 100,321 square feet in its entirety and averages 9' in elevation above NHW. Currently on the high ground portion of the site is an existing WRC boatramp, with three docks, parking lot, restrooms, existing old asphalt rd. and boardwalk/picnic area. Extending off the high ground, on the most western portion of the property, over the coastal marsh is an existing 97'X 6' pier with a 20' x 20' platform/gazebo as well as a shore parallel 8' x 117' boardwalk. Along the west shoreline is a 25' to 30' fringe of Coastal Marsh that contains Smooth Cordgrass (Spartina alterniflora) and Sea lavender (Limonium carolinianum). The high ground portion of the track is vegetated with grass and Live Oaks. The Division of Water Quality classifies this area as SC Waters. Taylors Creek is not a Primary Nursery Area and is closed to the taking of shellfish. The Town of Beaufort's Land Use Plan dated 1996 classifies this area as Developed with Conservation within the AEC's. There is no shellfish resource in this area as well as no shellfish leases. The Federal Channel Setback within this area is 61'. The shoreline has a total length along the NHW contour of 335'. There are condo units with private docks to the west and a future condo development recently permitted to the east of the proposed project. 10. Project Description: Due to the recent relocation of Front Street from the Town of Beaufort's property, the WRC is proposing to: renovate the existing gravel parking area into a new asphalt parking lot, which would allow for better traffic flow, remove the old boatramp and replace with new longer ramps, relocate the existing restrooms to the west side of the property, relocate the tennis court and basketball court offsite, excavate the ramp area and channel and add new docks. In order to improve the traffic pattern as well as define the parking areas the applicants propose to improve the existing gravel parking area. They are proposing an asphalt parking lot with 50 vehicle/trailer spaces, 10 single car spaces, 2 ADA (handicap) vehicle/trailer spaces and one ADA (handicap) single car space for a total of 63 spaces. The parking area would be located over existing grade with an 8 inch layer of gravel and a 2' layer of asphalt on top. All spaces would be marked appropriately. Concrete sidewalks would be located completely around all of the ADA spaces. The sidewalk east of the single car ADA space NCWRC Beaufort Boating Access Page 03 would tie into the adjacent Front Street Village sidewalk. The concrete side walk located at the most southern side of the ADA single space would be a minimum of 57' above nhw. The parking lot would begin 61' above nhw. The new restroom facility would be located on the northwest side of the 2 ADA vehicle/trailer parking spaces. It would be 11.5' high by 18.75' wide and 18.67' long. The elevation of the concrete slab on which the facility would be located, is 10.4', which is 1.4' above existing grade. A maximum of two restrooms would be located within the new facility. The tennis and basketball courts would be relocated offsite and entirely outside of any AEC's. A total of 100,000 square feet of high ground would be graded, filled or disturbed during the process. The existing impervious surface is 51.2% within the AEC's and would be reduced to 38.4%. The existing impervious surface for the entire tract is 74.5% and would be reduced to 67.6% once the renovations are completed. The applicants are in the process of submitting plans to NCDWQ to see if their project qualifies as a redevelopment. Due to the disturbance of 2.3 acres of land the applicant is also in the process of submitting plans to the Division of Land Quality. A new driveway would be required onto Lennoxville road so the applicant is in the process of applying for this permit through NCDOT as well. The applicants are proposing to remove the existing ramp and docks. They would replace the docks with one floating 6' x 80' and two fixed 5' x 108'. The fixed docks would be located on the outer east side of the ramp and the outer west side of the ramp area. The floating dock would be located in the middle of the ramp area. All three docks would not extend farther than 80' below nhw into a 500' wide water body. A 6' x 60' 1-head courtesy platform would be located on the western fixed dock. This section would be a maximum of 84' below nhw. They would be located a distance of 85' landward of the 61' USACOE setback. The typical boat to be served would be recreational with some sail and have a typical length of 22'. The applicants are proposing to remove the existing boatramp and replace with two double ramps that house four launch lanes. The ramps would be 2 at 24.25' x 45' with a 20' x 62.5' concrete apron. The apron would be located 42' above nhw. The base of the ramps would be #57 rock and extend 4' along the sides and 1' beyond the end. The purpose for this placement would help reduce any scour that may occur. A total of 20 cubic yards of rock would be placed below nhw for this purpose with fill dimensions of (2) at 4' x 59' and (1) at 1' x 55'. The most eastern concrete ramp would extend 60' below nhw and 45' above nhw. The most western concrete ramp would extend an average of 65' below nhw and 40' above nhw. The applicants are proposing a bulkhead on the eastern portion of the property as well. It would connect with the Front Street Village bulkhead and run west above the nhw contour and landward of the existing coastal wetlands for 67'. The bulkhead would be 1' x 67' and of vinyl sheet piling design. The applicants wish to excavate the channel area located in front of the proposed ramps and N CWRC Beaufort Beating Access Page 04 platform. Water depths within this area average -3.4'NU. The final depth for the channel area would be --4.3' feet below NHW. A total of 361 cubic yards of material would be removed with an excavation area of 95' x 114'. Substrate composition is mostly silt. The riparian lines were drawn 90 degrees from the channel and coincide with aerial photography. The excavated material would be transported offsite. to 2377 Lennoxville Road and 2378 Lennoxville Rd. The material excavated below nhw would be placed within a 75' x 75' area located at 2378 Lennoxville Rd. The excavated material above nhw would be placed in a 100' x 100' area located at 2377 Lennoxville Rd. No wetlands would be affected with spoil placement. 11. Anticipated Impacts: This proposed installation of the docks and pilings would result in temporary turbidity and would incorporate 4,149 square feet of open water while shading 1,650 square feet. The excavation would increase turbidity and cause 17,391 square feet of disturbance to open water. Due to the size of the base stone (#57) outside of the ramp areas, there should not be any potential for rock movement with ingress and egress. The high ground work would excavate 3,900 square feet and fill 100, 000 square feet. There should be no hazard to navigation resulting from this project, as there are other docks of equivalent length along the same shoreline. No coastal marsh would be filled or excavated during this project. There is not a potential to impact SAV's or shellfish with docking ingress and egress. The expanded project would provide safer use at a very busy WRC facility. Gregson, Director MEMORANDUM Dee Freeman Secretary SUBJECT: Comments and Recommendations - CAMA Major Permit -NCWRC, Beaufort Boating Access, Carteret County The following is my assessment and consequent recommendations of the above referenced proposal: This proposal involves the renovation of the Beaufort Boating Access as well as channel excavation for the Town of Beaufort. Currently the property has a gravel parking area, 2 double boat ramps (4 launch lanes), restrooms, tennis and basketball courts and wooden boardwalk/picnic area. The applicant is proposing to remove the existing ramps and replacing them with longer ones that would have 4' of depth, construct new outside fixed docks, construct a courtesy dock to the west of the ramps, channel excavation and construct an asphalt parking area with designated parking spaces and clearer traffic flow. The restrooms would be relocated to the east of the property with the basketball and tennis court located on another property. The development conforms to the guidelines set forth under 15A NCAC 07H.0208 and 15A NCAC 07H.0209. The adjacent waters of Taylors Creek are closed to shellfish harvest and are not Primary Nursery Area. Assuming that state and federal agencies concur with the proposal, the District recommends the project be authorized as proposed, contingent upon the following conditions: 1 All excavated materials will be confined above mean normal water and landward of regularly or irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spillover of solids into any marsh or surrounding waters. 2 The disturbed areas will be properly graded and provided a ground cover sufficient to restrain erosion within 30 working days of project completion. 3 No vegetated coastal wetlands/marsh grass will be excavated or filled. The existing site serves the local area as an access point to Taylor Creek and the Intracoastal Waterway. The access area is open 24 hours a day, 7 days a week free of charge to the boating public. The area is unmanned and receives routine maintenance on a two week interval during boating season. The ramp is owned by the Town of Beaufort and leased by NC Wildlife. The facilities are maintained by NC Wildlife. Until mid 2009, the facility had Front St dividing the property and running between the ramps and maneuver area. In mid 2009, Front St was relocated and the portion through the Town's parcel was abandoned by NCDOT. The Town is also relocating the tennis and basketball courts to a new location off of the property. At this time NC Wildlife would like to complete the renovation of the access area to better utilize the property and function of the ramps. Parking at the site is currently gravel and spaces are not delineated. There is no clear traffic pattern within the site. The east ramp lanes are difficult to launch from at low tide for some boat sizes. The docks do not adequately serve the ramps at all tide levels. There is nowhere to tie up a boat to retrieve/park its vehicle and trailer without blocking a launch lane. The proposed improvements would rectify these short comings by: removal of all ramps and replacing them with longer ramps that will have 4' of depth at spring low tide, construction of new outside fixed docks at more appropriate heights, constructing a courtesy dock to the west of the ramps, and constructing a new asphalt parking area with delineated parking spaces and a more clear traffic flow. The proposed site plan also involves relocating the restrooms facilities to allow for the most efficient parking lot layout. Dredging is proposed from the ramps and courtesy dock to a depth of 4.3' below NLW. The excavation volume for the maintenance dredging is 371 cubic yards. The shortest distance of proposed maintenance dredging to the USACE Navigation Channel setback is 27'. On March 6, 2009, NC Wildlife staff surveyed the site for SAV and shellfish. No SAVs were observed. Some oysters were observed in the intertidal/marsh areas but no shellfish were observed in the areas where dredging is proposed. Under the new Coastal Stormwater Rules, NC Wildlife believes this project qualifies as redevelopment and will not require a State Stormwater Permit as impervious surface area will be decreased. Plans were submitted to NCDWQ to verify the exemption 12/3/2009. Construction of this project would disturb approximately 2.3 acres of land. Erosion and Sediment Control Plans will be submitted to Division of Land Quality. This project will require a new driveway onto Lennoxville Road.
