'Y' 20;e DEWR -WATER QUALI"IY ViETL4tiD? AND STOR'.iYeATE-; BRANCH Enclosed you will find copies of letters of support my office has received for the proposed Reser's Fine Foods manufacturing facility in Halifax County. These letters reflect the understanding by community and business leaders of not only the tremendous economic impact of the Reser's project, but also of the collaboration between Halifax County and Reser's Fine Foods to mitigate these impacts in accordance with State and Federal regulations. The entire Halifax Industrial Center has been developed with minimal impact to streams and wetlands. The permit application identifies that the 857 linear feet of stream to be impacted will be mitigated through payment to the North Carolina Ecosystem Enhancement Program at a 1:1 ratio. To mitigate the permanent impacts of the jurisdictional stream, Halifax County is proposing a 10:1 mitigation through preservation of approximately 8,750 linear feet of stream channel with 50 foot wide buffers through preservation easements. The enclosed letters illustrate our community's support of Reser's expansion project. We respectfully request that Division of Water Quality approve the application for 401 Water Quality Certification on behalf of this project. Sincerely, cd? A.6(? Cathy A. I am familiar with the location of this project and as I understand, the entire Halifax Industrial Center has been developed with minimal impacts to streams -and wetlands. I have been informed by the Halifax County Economic Development Commission that the 857 linear feet of stream to be impacted will be mitigated through payment to the North Carolina Ecosystem Enhancement Program at a 1:1 ratio. To mitigate the permanent impacts of the jurisdictional stream, Halifax County is proposing a 10:1 mitigation through preservation of approximately 8,750 linear feet of stream channel with 50 foot wide buffers through preservation easements.
