Deemed Permitted Wastewater Collection System # WQCSD0715
Lewisville Shopping Center
Dear Mr. Williams,
This letter is to inform you that the Lewisville Shopping Center Wastewater Collection
System has been assigned the Deemed Permitted tracking number WQCSD0715 by the NC
Division of Water Resources, Winston-Salem Regional Office (Division). This assignment is
in response to several recent sanitary sewer overflows from the system's pump station, and
it allows the Division to regulate the system more easily in accordance with the regulations
specified below.
All wastewater collection systems in NC that are considered permitted by regulation
("deemed permitted") under 15A NCAC 02T .0403 are required to meet the criteria specified
by that regulation. A copy of this and related regulations is attached for your reference. As a
deemed permitted collection system with an assigned tracking number, the Division may
wish to conduct periodic inspections to verify compliance with these regulations.
Please review 15A NCAC 02B .0506(a) and G.S. 143-215.1C to ensure you are fully
familiar with the sanitary sewer overflow reporting requirements. When reporting SSOs to
the Division, you must call the Winston-Salem Regional Office at 336-776-9800 during
normal business hours. If reporting occurs outside of normal business hours, which are
Monday through Friday, 8 AM to 5 PM, with the exception of state holidays, you must report
the spill to the NC Division of Emergency Management at 1-800-858-0368. Please note that
all reportable SSOs must be reported within 24 hours of their occurrence or first knowledge
of the SSO. Please also note that voice mail or faxed messages are not acceptable as the initial
verbal report. You must talk to and report the spill to a live person.
Also, please review 15A NCAC 02T .403 (a) (4), which is also attached. Please note that
pump stations that are not connected to a telemetry system (i.e., remote alarm system) must
be inspected by the permittee or its representative every day (i.e. 365 days per year,

including holidays). Pump stations that are connected to a telemetry system must be
inspected at least once per week.
