The Project Development and Environmental Analysis Branch is starting the project development,
environmental and engineering studies for the proposed improvements to NC 105 in Avery and Watauga
Counties. The project is included in the 2009-2015 North Carolina Transportation Improvement Program
and is scheduled for right of way acquisition in fiscal year 2015 and construction is currently unfunded.
Your agency is invited to participate in the project scoping process. Attached for your review are
the scoping information sheets and mapping for the proposed project. We would appreciate any
information you might have that would be helpful in evaluating potential environmental impacts of the
project. If applicable, please identify any permits or approvals that may be required by your agency. You
are invited to attend the project scoping meeting that is scheduled for June 16, 2010 at 10:30 am in the
NC Department of Transportation Highway Building Board Room. You may provide us your comments
at the meeting or mail them prior to that date. .
It is anticipated that a State Funded Environmental Assessment/Finding of No Significant Impact
will be prepared for this project. This document will be prepared in accordance with the State
Environmental Policy Act.

Widen NC 105 to a multi-lane facility from US 221 in Linville to SR 1107 in Boone.
General Project Need:
NC 105 is currently over capacity. The proposed improvements will enable rn 105 n
accommodate present and future traffic demand. NC 105 is the most northern portion of
Strategic Highway Corridor #12 which recommends the upgrade of the US 221 Corridor
(Spartanburg, SC to Boone) to an expressway or a boulevard. NC 105 is also the
preferred route for through traffic and trucks between Boone and US 221 south of Linville.
