Send all suspicious email as an attachment to nc. ov Alan The primary water budget for the proposed impacted section of stream is surface flow and not groundwater. There is a head -cut not too far below the outlet end of the proposed bypass pipe and riprap dissipater where the stream picks up some groundwater flow. The pipe depicted on the plans will bypass offsite surface flows above the jurisdictional stream origin back to the section of stream above the head -cut, after flowing through an appropriately sized riprap dissipater to provide a non - erosive discharge. As such, I was not too concerned about any significant impacts to the hydrology of the avoided/retained sections of stream and did not see a need for a "French drain" or the like. I've copied Scott Kiger and Spencer McNab of DRG on this email. They're the project designers and can answer your question about reducing impacts better than I can, in case I misstated anything below. That said, here's what they told me, when I asked the same question, and you're correct that it was in part due to the area "A" being brought up to grade. "The extended slope is to accommodate the road crossing necessary for connecting both sides of the development for residential connection and Fire Safety. The extended slope was designed in lieu of installing a 30' tall wall. The slope was minimized by using a combination of 2:1 and 3:1 slopes but required a 10' wide bench when using the steeper slopes." Based on this, I understand that a 30' tall wall would be required to otherwise reduce the impacts. I will applaud them for avoiding the more significant section of stream from the head -cut down to the pond. I hope this information is helpful.
