COE Action ID. No. 199203499 Dear Sir: ItThe N. C. Department of Transportation (NCDOT) is proposing to replace the existing bridge on US 64 over North Fork French Broad River near Rosman, Transylvania County, North Carolina. This project was processed by the Federal Highway Administration as a "Categorical Exclusion" in accordance with 23 CFR 771.115(b). The project planning report for the subject project was submitted to your agency August 25, 1992. Consequently, the project was authorized by your agency under Nationwide Permit 23 on July 30, 1993. On June 10, 1994, the NCDOT requested a Nationwide Permit 6 for this project to conduct foundation test borings. This authorization was granted September 9, 1994. Subsequently, the NCDOT has finalized its design plans for this bridge replacement. The overall design for the project has not been changed. However, it will be necessary to use three cofferdams in the river during project construction. These cofferdams were not discussed in the planning document. They will be used to minimize sedimentation caused by construction of the new bridge and the removal of the existing bridge bent. The French Broad River immediately downstream of the study area is considered a Hatchery Supported Designated Public Mountain Trout Water by the North Carolina Wildlife Resources Commission (NCWRC). Accordingly, the NCDOT has prepared revised permit drawings that depict the proposed cofferdams. It is anticipated that the use of these cofferdams will minimize adverse sedimentation impacts from the proposed project. Not ;)ace that 401 General Water Quality Certification No. 2734 (Categorical E?. n) will still apply to this project, and are providing a copy of this information to the North Carolina Department of Environment, Health and Natural Resources, Division of Environmental Management, for their review. We also anticipate that comments from the NCWRC will be required prior to authorization by the Corps of Engineers. By copy of this letter and attachment, NCDOT hereby requests that NCWRC review the project plans. NCDOT requests that NCWRC forward their comments to the Corps of Engineers.
