Sewer authority said they expected them to connect but that the developers wanted the discharge plant, likely a
business model perhaps. So authority would accept, that is not an issue. Compliance has not been a huge issue, we did
make some recent changes in sampling technique so waiting to see if that impacts results.
If our information is correct, the permit holder will wish to retain the discharge permit so I don't know what options that
leaves. We'll explore when we reach that point. Sorry we missed it in 2016 but...

Landon,
Thanks for the info. I will add this to our file for the next reviewer. Hopefully, we can insert a condition
requiring them to investigate elimination of the discharge. If they want to request rescission before the
renewal, they can take it up with Charles. This all depends on the POTW agreeing to the connection. I agree
sewer is very very close to the package plant. How are they doing compliance wise?

Derek,
Below is an image of the subject facility (near the text "3790"). The green line and associated manhole
numbered 5191 is the municipal sewer line. We, current ARO staff, were not aware of the proximity of sewer
to the plant until yesterday. I have personally walked in that field recently to collect a discharge sample and
still did not know how close the sewer was to this package plant. We would've provided these comments
during the last renewal but were unaware as stated.
Please note in the file and anywhere else, that when this facility's permit comes up for renewal in 11/30/2020,
ARO WQROS fully supports permit rescission and requiring tie-in to sewer. When that point in time arrives, we
can discuss if there is a process to move in this direction to support the intent of the NPDES program.
