(CEC), on behalf of ZP NO.342, LLC represented by Jeffrey Zimmer. The permit authorizes 149 linear feet of permanent stream impact associated with residential development consisting of apartments and townhomes for the purpose of creating additional Western Carolina University (WCU) student housing under a Nationwide Permit 29 (Appendix A). The applicant is now seeking approval for additional impacts associated with a sewer line installation within the project boundary. The newly proposed sewer line installation would cause a temporary impact to 13 linear feet of stream and a temporary impact to 0.003 acres of wetland. An updated site plan that includes the proposed temporary impacts is included for review (Figure 3). Due to the project now proposing impacts to greater than 150 linear feet of stream, the applicant is now required to obtain written authorization (401 Water Quality Certification) from the NC Department of Environment Quality. A Pre -construction Notification (PCN) form for the project is included. A copy of this package has been sent to Ms. Andrea Leslie of the NC Wildlife Resources.
