Good morning all,
I have attached the Yr. 5 credit release letter, which includes the release tables. In my previous email regarding 5%
withheld stream credits, I didn't realize we were at the potential credit release Task 8.0 in the stream table. You will see
that the 15% credits at Task 8.0 are being withheld in lieu of the 5% until the March stream corrective measure can be
reassessed.

This letter serves to address the mitigation credit release from our evaluation, in
coordination with the Interagency Review Team (IRT), of the March 2020 Year 5
monitoring report for the White Springs Tract associated with the establishment of the
Lower Cape Fear Umbrella Mitigation Bank (LCFUMB) in Brunswick County, North
Carolina. Please reference the January 23, 2013 executed Mitigation Banking
Instrument (MBI); and my May 27, 2020 onsite meeting with Messrs. Christian Preziosi
and Corey Novak of Land Management Group, Inc., along with Mr. Jordan Jessop of
our office. Also, reference our December 2, 2019 letter concerning the previous year
monitoring report.
White Springs Tract:
As disclosed in the report and observed during the site inspection, the contingency
plan had been initiated to address the abundance of volunteer pine and sweet gum and
the erosional location of the stream bed and bank in proximity of grade control
structures #1 and #2. The main pine and sweet gum suppression took place in August
2019 with subsequent events conducted into the early spring of 2020. However, the
stream corrective measure was not initiated until March 2020.
Our evaluation of the hydrology concern at Well #11 was expanded during our May
27th inspection. As current rainfall conditions provided a good baseline for our
assessment, it has been determined that the well location is situated along the
upland/wetland boundary. Hydrology conditions within the wetland side of the boundary
are comparable to the water level conditions in similar onsite landscape locations. With
this determination, our office has concluded that the performance standards for the non -
riparian wetland areas have been met and all hydrology monitoring can cease for this
wetland type.

For the riparian wetlands and stream components, it has been determined that the
success criteria have been met; however, the corrective measures for the stream bed
and bank are recent and stabilization has yet to be fully verified. Our office, through
coordination with the IRT, has agreed to reassess the stream stability at this location at
the end of the summer. With this uncertainty, the 15% (or 226.2 linear feet) in Task 8.0
of Table 2C will be withheld until the stability is verified. Stability at this location is
important because it is situated at the point of an elevation change and has a greater
potential of resulting in headcutting and compromising the upstream bed and bank if not
corrected.
In accordance with the September 5, 2018 Updated Credit Release Tables
(enclosed), the current credit release is the following: 10% (or 0.2) of the riparian
wetland credits in Task 7.0 of Table 2A, remaining 15% (or 9.66) of the non -riparian
wetland credits in Task 7.0 of Table 2B, and 15% (226.2 linear feet) of the stream
credits in Task 7.0 of Table 2C. All the 15% (226.2 linear feet) stream credits in Task
8.0 of Table 2C are being withheld until stream stability can be confirmed.
To date, total credit release for the White Springs Tract is 1.6 credits of riparian (non-
riverine) wetlands, 64.41 credits of non -riparian wetlands, and 1,281.8 linear feet of
stream credits. The non -riparian credit numbers reflect the 1.69 credit reduction
adjusted amount detailed in our September 4, 2018 letter.
Please be reminded of your obligations pursuant to the January 23, 2013 MBI;
including the continued maintenance inspections of the Bank, as well as beaver control,
in order to evaluate the condition and stability of all streams and wetlands. Should you
