C. Department of Transportation resulting in 0.15 hectares of wetland impact in Craven County pursuant to an application filed on the 26th day of May of 1995 to replace bridge # 38 over Swift Creek on NC 118. The Application provides adequate assurance that the discharge of fill material into the waters of Swift Creek in conjunction with the proposed development in Craven County will not result in a violation of applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92- 500 and PL 95-217 if conducted in accordance with the application and conditions hereinafter-set forth. Condition(s) of Certification: That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction related discharge (50 NTUs in streams and rivers not designated as trout waters by DEM; 25 NTUs in all saltwater classes, and all lakes and reservoirs; 10 NTUs in trout waters). 2. Mitigation shall be done 'for this project at Company Swamp for 0.5 hectares of credit. Violations of any condition herein set forth shall result in revocation of this Certification. This Certification shall become null and void unless the above conditions are made conditions of the Federal 404 and/or Coastal Area Management Act Permit. This Certification shall expire upon expiration of the 404 or CAMA permit. If this Certification is unacceptable to you, you have the right to an adjudicatory hearing upon written request within sixty (60) days following receipt of this Certification. This request must be in the form of a written petition conforming to Chapter 150B of the North Carolina General Statutes and filed with the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. Unless such demands are made, this Certification shall be final and binding. This the 26th day of June, 1995. PROJECT SUMMARY: The NC Department of Transportation is proposing to replace Bridge #38 over Swift Creek on NC Hwy 118, near the Town of Vanceboro, Craven County FIELD INVESTIGATION REPORT: NC Department of Transportation -Bridge #38 over Swift Creek PAGE #2 9. NARRATIVE DESCRIPTION: The NC Department of Transportation (DOT) is requesting a CAMA Permit to replace Bridge #38 which crosses Swift Creek, on NC Highway 118, near the community of Vanceboro, Craven County.. Swift Creek is a tributary of the Neuse River and has been designated as Inland Waters by the NC Marine Fisheries and the NC Wildlife Commission. The water classification is C Sw NSW. The existing bridge over Swift Creek at this location is approx. 79 meters in length x 8 meters in width and has a height of approx. 2.2 meters above the normal water level of Swift Creek. ANTICIPATED EVIPACTS: The project as proposed will result in the replacement of a fixed-span bridge with a new one. The new bridge will create a slighter larger opening (by approx. 6 meters) with approx. 160 cubic meters of highground material being excavated. PROJECT SUMMARY: The NC Department of Transportation is proposing to replace Bridge #38 over Swift Creek on NC Hwy 118, near the Town of Vanceboro, Craven County r FIELD INVESTIGATION REPORT: NC Department of Transportation -Bridge #38 over Swift Creek PAGE #2 9. NARRATIVE DESCRIPTION: The NC Department of Transportation (DOT) is requesting a CAMA Permit to replace Bridge #38 which crosses Swift Creek, on NC Highway 118, near the community of Vanceboro, Craven County. Swift Creek is a tributary of the Neuse River and has been designated as Inland Waters by the NC Marine Fisheries and the NC Wildlife Commission. The water classification is C Sw NSW. The existing bridge over Swift Creek at this location is approx. 79 meters in length x 8 meters in width and has a height of approx. 2.2 meters above the normal water level of Swift Creek. It is estimated that the normal water surface of the Creek at the bridge crossing is approx. 1.1 meters (ordinary high water 1.7 meters). The land area (excluding the filled right-of-way of the highway) on either side of the Creek is a bottomland hardwood swamp forest dominated with swamp tupelo, bald cypress, black gum, swamp cottonwood, black willow and red cedar. Herbaceous species include alligator weed occasionally mixed with smart weed. DOT is proposing to replace the existing fixed-span bridge over Swift Creek with a new one. Plans. included with the application show that the bridge will be slightly longer (approx. 81 meters) and higher (approx. 2.6 meters above normal water level). than the existing one. Additionally, some of the previously filled approachways for the old bridge will be removed and thereby creating a larger bridge opening. It is estimated that the opening will be an additional 6 meters larger than the present one. After the highground material is removed the approachway will be stabilized with rock riprap. The paved approaches will also be widened from 6 meters (existing) to 7.5 meters. This widening will require fill material to be placed in approx..149 hectare of 404 wetlands. The applicant indicates that no temporary fill in wetlands will be required since no construction detour will be necessary . The bridge will be closed throughout construction and local traffic will be detoured to other roads. DOT has also indicated that no stream or channel relocation will be required for this bridge replacement project. 10. ANTICIPATED EAPACTS: The project as proposed will result in the replacement of a fixed-span bridge with a new one. The new bridge will create a slighter larger opening (by approx. 6 meters) with approx. 160 cubic meters of highground material being excavated. The height of the bridge will be at or above the present bridge's elevation. The fill requirements for the approachway to the bridge will require that approx. 0.149 hectare of bottomland swamp be filled with approx. 490 cubic meters of upland fill material. Approx. 0.56 hectare of non-wetland areas would also filled in conjunction with the expanded roadway. An existing potable waterline which crosses Swift Creek will also have to be relocated but detail plans for the relocation are not available at this time. DOT is proposing to mitigate the wetland impacts associated with this project by debiting 0.5 hectare from the Company Swamp Mitigation Bank. This would represent a mitigation ratio exceeding 3 to I.
