Treatment will consist of rapid mix, flocculation, sedimentation, and gravity filtration (GAC). Residuals blowdown from sedimentation basins, filter -to -waste, and filter backwash will be delivered to reclamation basins. Supernatant from basins (up to 10% of plant flow) will be pumped back to the front of the conventional trains. Sludge will be dredged every 6 months from the basins. Supernatant will be reclaimed to the extent possible, with the NPDES discharge permit being utilized as needed for daily operations. Thiosulfate will be added to any water discharged to remove residual chlorine. Filter backwash will use finished water. Initial wastewater flow is estimated to be 0.29 MGD, reaching 0.47 MGD within 5 years. 2. Data Summary Union county conducted a source water study for the proposed discharge using Norwood WTP, which also draws water from Lake Tillery and is assumed to be a good representative waste stream. Union county was advised that if an NPDES permit is approved, Union County will be responsible for passing the toxicity test assigned in that permit or risk shutting down. Since Union County chose to perform the source water study using the wastewater from another water treatment plant, this proposed project could be taking the risk of not passing the appropriate toxicity test if the preliminary study does not reflect the proposed water treatment plant's source water. Union County will be responsible for meeting all surface water quality standards at the actual proposed discharge location, should the permit be approved. Water Quality -Based Effluent Limitations (WQBELs) Dilution and Mixin Zones ones In accordance with 15A NCAC 213.0206, the following streamflows are used for dilution considerations for development of WQBELs: 1 Q 10 streamflow (acute Aquatic Life); 7Q 10 streamflow (chronic Aquatic Life; non -carcinogen HH); 30Q2 streamflow (aesthetics); annual average flow (carcinogen, HH). If applicable, describe any other dilution factors considered (e.g., based on CORMIX model results): NA If applicable, describe any mixing zones established in accordance with 15A NCAC 2B.0204(b): NA Page 3 of 7 Oxygen -Consuming Waste Limitations Limitations for oxygen -consuming waste (e.g., BOD) are generally based on water quality modeling to ensure protection of the instream dissolved oxygen (DO) water quality standard. Secondary TBEL limits (e.g., BOD= 30 mg/l for Municipals) may be appropriate if deemed more stringent based on dilution and model results. If permit limits are more stringent than TBELs, describe how limits were developed: This facility will not produce any oxygen consuming waste Total Residual Chlorine Limitations Limitations for Total Residual Chlorine (TRC) are based on the NC water quality standard for protection of aquatic life (17 ug/1) and capped at 28 ug/l (acute impacts). Due to analytical issues, all TRC values reported below 50 ug/l are considered compliant with their permit limit. Describe any TRC limits for this permit l: A limit of 17 ug/L was put in place. Reasonable Potential Analysis (RPA) for Toxicants If applicable, conduct RPA analysis and complete information below. The need for toxicant limits is based upon a demonstration of reasonable potential to exceed water quality standards, a statistical evaluation that is conducted during every permit renewal utilizing the most recent effluent data for each outfall. The RPA is conducted in accordance with 40 CFR 122.44 (d) (i). The NC RPA procedure utilizes the following: 1) 95% Confidence Level/95% Probability; 2) assumption of zero background; 3) use of 1/2 detection limit for "less than" values; and 4) streamflows used for dilution consideration based on 15A NCAC 2B.0206. Effective April 6, 2016, NC began implementation of dissolved metals criteria in the RPA process in accordance with guidance titled NPDES Implementation of Instream Dissolved Metals Standards, dated June 10, 2016. A reasonable potential analysis was conducted on data collected between July 2019 and August 2019. Pollutants of concern included toxicants with positive detections and associated water quality standards/criteria. Based on this analysis, the following permitting actions are proposed for this permit: • Effluent Limit with Monitoring. No parameters will receive a water quality -based effluent limit (WQBEL) since none demonstrated a reasonable potential to exceed applicable water quality standards/criteria. • Monitoring Only. The following parameters will receive a monitor -only requirement since they did not demonstrate reasonable potential to exceed applicable water quality standards/criteria, but the maximum predicted concentration was >50% of the allowable concentration: lead, copper, arsenic • No Limit or Monitoring: The following parameters will not receive a limit or monitoring, since they did not demonstrate reasonable potential to exceed applicable water quality standards/criteria and the maximum predicted concentration was <50% of the allowable concentration: Chlorides, radioactive parameters. A maximum discharge of 4.5 MGD was used for the RPA, because the application notes that discharge may reach 4.5 MGD during startup. Page 4 of 7 If applicable, attach a spreadsheet of the RPA results as well as a copy of the Dissolved Metals Implementation Fact Sheet for freshwater/saltwater to this Fact Sheet. Include a printout of the RPA Dissolved to Total Metal Calculator sheet if this is a Municipality with a Pretreatment Program. Toxicity Testing Limitations Permit limits and monitoring requirements for Whole Effluent Toxicity (WET) have been established in accordance with Division guidance (per WET Memo, 8/2/1999). Per WET guidance, all NPDES permits issued to Major facilities or any facility discharging "complex" wastewater (contains anything other than domestic waste) will contain appropriate WET limits and monitoring requirements, with several exceptions. The State has received prior EPA approval to use an Alternative WET Test Procedure in NPDES permits, using single concentration screening tests, with multiple dilution follow-up upon a test failure. Technology -Based Effluent Limitations (TBELs) Are concentration limits in the permit at least as stringent as secondary treatment requirements (30 mg/l BODS/TSSfor Monthly Average, and 45 mg/l for BODS/TSSfor Weekly Average). TSS for WTPs If NO, provide a justification for alternative limitations (e.g., waste stabilization pond). 6. Antidegradation Review (New/Expanding Discharge): The objective of an antidegradation review is to ensure that a new or increased pollutant loading will not degrade water quality. Permitting actions for new or expanding discharges require an antidegradation review in accordance with 15A NCAC 213.0201. Each applicant for a new/expanding NPDES permit must document an effort to consider non -discharge alternatives per 15A NCAC 2H.0105(c)(2). In all Page 5 of 7 cases, existing instream water uses and the level of water quality necessary to protect the existing use is maintained and protected. If applicable, describe the results of the antidegradation review, including the Engineering Alternatives Analysis (EAA) and any water quality modeling results: EAA- Feasible Alternatives: 1. Connect to WWTP —no nearby POTW has capacity to treat the estimated 0.49 MGD from this facility, and no nearby POTW is planning to expand capacity in next 5 years. There are no planned sewer systems in the vicinity 2. Land application — soils rated as "very limited" in terms of suitability for land -based application. Would need 120 acres to land apply, costing —5 million in land acquisition alone (estimated 12.8 mil for land, equipment, and O&M costs.) Not economically feasible. 3. Wastewater reuse — Plant recycles supernatant from basins, recirculating up to 10% of total flow 4. Surface water discharge — opinion of CDM Smith that this is the only viable option 5. Combining wastewater reuse and surface water discharge to maximum allowable extent. No other viable combinations of aforementioned alternatives The Division agrees with the applicant's assessment that discharge to surface waters is a necessary means of wastewater disposal. Discharge to UT Richardson Creek will not harm existing water uses or water quality. 7. Antibacksliding Review: Sections 402(o)(2) and 303(d)(4) of the CWA and federal regulations at 40 CFR 122.44(1) prohibit backsliding of effluent limitations in NPDES permits. These provisions require effluent limitations in a reissued permit to be as stringent as those in the previous permit, with some exceptions where limitations may be relaxed (e.g., based on new information, increases in production may warrant less stringent TBEL limits, or WQBELs may be less stringent based on updated RPA or dilution). NA 8. Monitoring Requirements Monitoring frequencies for NPDES permitting are established in accordance with the following regulations and guidance: 1) State Regulation for Surface Water Monitoring, 15A NCAC 213.0500; 2) NPDES Guidance, Monitoring Frequency for Toxic Substances (7/15/2010 Memo); 3) NPDES Guidance, Reduced Monitoring Frequencies for Facilities with Superior Compliance (10/22/2012 Memo); 4) Best Professional Judgement (BPJ). Per US EPA (Interim Guidance, 1996), monitoring requirements are not considered effluent limitations under Section 402(o) of the Clean Water Act, and therefore anti - backsliding prohibitions would not be triggered by reductions in monitoring frequencies. 9. Electronic Reporting Requirements Page 6 of 7 The US EPA NPDES Electronic Reporting Rule was finalized on December 21, 2015. Effective December 21, 2016, NPDES regulated facilities are required to submit Discharge Monitoring Reports (DMRs) electronically. Effective December 21, 2020, NPDES regulated facilities will be required to submit additional NPDES reports electronically. This permit contains the requirements for electronic reporting, consistent with Federal requirements. 1 O.Summary of Proposed Permitting Actions Flow —15A NCAC 02B .0505 TSS - TBEL. State WQ standard, 15ANCAC 02B .0200 Turbidity— all WTP's must monitor turbidity according to 2009 DWR conventional WTP permitting strategy. TRC— Plant uses sodium hypochlorite for disinfection, and sodium thiosulfate to remove residual chlorine. Limit for freshwater, from 15ANCAC 02B .0211 Ammonia nitrogen — ammonia is added to chlorinated water. Since finished water is used for backwash, monitoring for this parameter is required. Aluminum —facility uses alum as an additive — potential to be discharged. Quarterly monitoring. Zinc, Fluoride - facility uses finished water for backwash — all of these parameters have potential to be discharged according to the process flow diagram. Quarterly monitoring. Copper, Lead, Arsenic— exhibited reasonable potential to be discharged. Quarterly monitoring, no limits. TP— quarterly monitoring per 2009 DWR conventional WTP permitting strategy TN — quarterly monitoring per 2009 DWR conventional WTP permitting strategy Hardness — effluent and instream quarterly monitoring must be performed in conjunction with hardnees dependent metals per 2009 DWR conventional WTP permitting strategy Toxicity— WQBEL. With an IWC >0.25%, this permit requires Chronic Whole Effluent Toxicity (WET) testing using Ceriodaphnia dubia to be performed as a 7-day pass/fail test at 90% effluent concentration. 15ANCAC 026 .0200 and 0.500 11. This is correct— Norwood's water source is the same as the proposed Yadkin River WTP's source (Lake Tillery), so we used their process wastewater as a surrogate for the new plant. We added a sentence in the last paragraph of Section 1.2.1 of the EAA to clarify this. We understand the new Yadkin River WTP will have toxicity in its permit. Based on the success of the toxicity tests performed, we feel the toxicity tests will be able to be met. 2. Regarding funding — is this project receiving any funding from a federal agency (EPA, USDA, etc.) or state agency? This is to determine whether the project requires NEPA or SEPA review. Fluoride will be added both before and after the finished water storage; therefore, it is possible that fluoride will be present in the filter backwash water and in the NPDES discharge. EAA Guidance — an Engineering Alternatives Analysis assessing other wastewater disposal methods & costs, must be submitted with all new permit applications. See attached EAA Guidance. 3. In accordance with the NPDES WTP Permitting Strategy (attached), the permittee shall demonstrate that there will not be a significant impact to the receiving stream. Therefore, analysis should be performed on the wastewater. See a list of parameters to analyze under item #5 below. In addition, three Whole Effluent Toxicity tests should be conducted. The Permittee can contact Cindy Moore at the DWR Aquatic Toxicity Branch to confirm the appropriate test to perform at 919-743-8401. 4. Please be sure to include the following items with the application: • Describe the treatment processes for the raw water. Provide a schematic of flow through the facility which includes flow volumes at all points in the water treatment process. The plan should show the point[s] of addition for chemicals and all discharges routed to the outfall. • Describe any wastewater treatment processes provided for the wastewater generated by the facility. . The map with the receiving stream should identify exactly where the discharge (or diffuser) will enter the stream (longitude and latitude). It should also outline the path the discharge pipe will follow from the facility to the discharge point at the stream. 5. Since this is a proposed facility, the application should include: • Analyses of source water collected (Baseline Raw Water Monitoring Data) • Analysis of wastewaters for the following parameters: Aluminum, Arsenic, Barium, Beta Particles, Calcium, Chloride, Copper, Iron, Magnesium, Manganese, Ammonia -Nitrogen, Nitrogen -Nitrate + Nitrite, Total Hardness (CaCo3), Total Phosphorus, Total Nitrogen [TN= TKN + (Nitrites+Nitrates)], Total Dissolved Solids, Total Suspended Solids, Zinc, Lead, pH, Radium 226 & 228 (pCi/L), Chronic Toxicity test(s) using Ceriodaphnia dubia at 90% effluent concentration or estimated dilution (or perform a multi -concentration test).
