(1) Footnote 1 of National Pollutant Discharge Elimination System (NPDES) Permit No. NC0005363; we are submitting this written information on the June 19, 2020, discharge from Outfall 001 to the Lumber River. The following written information is provided within ten (10) days of the discharge: • At 1:00 PM on June 18, 2020; verbal 24-hours in advance notification made to NC DWR- FRO estimating 200 million gallons would be discharged beginning 6/20/2020 1:00 PM at 4 MGD. We have corrected these total gallons to 100 million to be discharge via email. • At 1:42 PM on June 18, 2020; verbal 24-hours in advance notification attempt was made to NC DWR-NPDES Permitting Unit. This was followed up with an email at 14:48 PM. • At 1:48 PM on June 18, 2020; voice message 24-hours in advance notification made to NC WRC. • At 1:00 PM on June 19, 2020; Safety and mobilization activities began, and Outfall 001 was discharging at 4 MGD flow by 2:15 PM. This discharge will continue until the cooling pond level lowers to its normal operating level. At this time, we cannot provide a date the discharge will cease but expect it to last approximately 4 - 6 weeks. • The purpose of the maintenance discharge is to lower the Weatherspoon cooling pond level to facilitate tree cutting and vegetation maintenance on the dam. • Once the cooling pond reaches the desired level the discharge from Outfall 001 will cease. • No other maintenance discharges of Outfall 001 are expected, therefore there are no steps to take to eliminate or prevent the recurrence of the discharge. • Since this was a planned discharge due to maintenance activities, the discharge start date and time was communicated in the advance notification. • We will monitor the discharge and provide the data as specified by our NPDES Permit. • Instream monitoring of the Lumber River will be conducted upstream and downstream as required by our NPDES permit and reported on the monthly DMR.
